Rusmisell Clerk to the Board I MINUTES OF SPECIAL MEETING, SEPTEMBER 11, 1979 I ASSEMBLY The New Hanover County Board of Commissioners met in Special Session on Tuesday, September 11, 1979, at 7:00 o'clock p. m. in the Assembly Room, New Hanover County Administration Building, Wilmington, North Carolina. Members present were Commissioners Howard L. Armistead, Jr.; Karen E. Gottovi; ClaudO'Shields, Jr.; Vivian S. Wright; Chairman Ellen C. Williams; and County Manager George F. Cooper. Clerk to.,the:'Board, Alyce B. Rusmisell arrived at 7:50 o'clock p.m. and was present for the rest of the meeting. Chm. Williams called the meeting to order and stated that this Special Meeting had been called to hear presentations from consultants on solid waste management. Chm. Williams welcomed everyone present and asked them to introduce themselves and state what municipality, county or agency they represented. DISCUSSION ON METHOD OF SELECTION OF SOLID WASTE CONSULTANTS TO PRESENT PROPOSALS County Engineer Bob Williams reported that expressions of interest had been received from ten or twelve different consulting firms who specialized in solid waste management. Mr. Williams st~ted that R Eomm~ttee, composed of representatives from New Hanover County, /PHHaefe~~~~~ tR~ ~~~~~ronso8f interest and qualifications from the various firms and narrowed the field down to three specific firms that were selected to present proposals, and that the proposals were being presented in alphabetical order. PRESENTATION OF PROPOSAL FROM CONSOER-TOWNSEND & ASSOCIATES Mr. Frank Eason, Sr. Vice-President of Consoer-Townsend & Associates, introduced Mr. Glen Barton, who was in charge of client relations, and Mr. Dan Nelson, who would be the project engineer. They presented their firm's proposal and answered questions from the following people: Comm. Wright Comm. Gottovi , Mr. Ted Sampley BREAK Chm. Williams recessed the meeting for a break from 8:00 o'clock p. m. until 8:10 o'clock p. m. PRESENTATION OF PROPOSAL FROM HENNINGSON, DURHAM & RtCHARDsON Mr. Bim Henderson of Henningson, Durham & Richardson, introduced Mr. Harvey Funk; Vice-President of the firm who headed the Solid Waste & Resource Recovery Division, Mr. Terry Bonham, a project manager of the firm, and Mr. Dan Dawson, a solid waste engineer with the firm.
