Carolina, was duly held on July 24, 1989, proper notice of such
meeting having been given as required by North Carolina
statutes, and minutes of said meeting have been duly recorded
in the Minute Book kept by me in accordance with law for the
purpose of recording the minutes of said Board.
2. I have compared the attached extract with said
minutes so recorded and said extract is a true copy of said
minutes and of the whole thereof insofar as said minutes relate
to matters referred to in said extract.
3. Said minutes correctly state the time when said
meeting was convened and the place where such meeting was held
and the members of said Board who attended said meeting.
IN WITNESS WHEREOF, I have hereunto set my hand and
have hereunto affixed the corporate seal of said County, this

EXTRACTS FROM MINUTES OF BOARD OF COMMISSIONERS
The New Hanover County Board of Commissioners met in
Regular Session on Monday, July 24, 1989 at 9:00 A.M. in the
Assembly Room of the New Hanover County Courthouse, Wilmington!
North Carolina.

commissioner Barfield introduced the following bond
order which was read at length:
"BOND ORDER AUTHORIZING THE ISSUANCE OF
$5,000,000 PARKS AND RECREATIONAL FACILITIES BONDS
OF THE COUNTY OF NEW HANOVER"
WHEREAS, the Board of Commissioners of the County of
New Hanover deems it advisable to make the improvements
hereinafter described; and
WHEREAS, the Board has caused to be filed with the
Secretary of the Local Governm~nt Commission of North Carolina an
application for Commission approval of the bonds hereinafter
described as required by The Local Government Finance Act, and
the Secretary of the Local Government Commission has notified the
Board that the application has been filed and accepted for
submission to the Local Government Commission;
NOW, THEREFORE, BE IT ORDERED by the Commissioners of
the County of New Hanover, as follows:
Section 1. The Board of Commissioners of the County of
New Hanover has ascertained and hereby determines that it is
necessary to provide parks and recreational facilities including
the acquisition and development of land and the construction of a
senior citizens center, and including the acquisition and
installation of necessary furnishings, equipment and machinery,
and to pay capital costs of such improvements.
Section 2. In order to raise the money required to pay
capital costs of providing the improvements as set forth above,
in addition to any funds which may be made available for such
purpose from any other sources, bonds of the County of New
Hanover are hereby authorized and shall be issued pursuant to The
Local Government Finance Act of North Carolina. The maximum
aggregate principal amount of said bonds authorized by this bond
order shall be $5,000,000.
Section 3. A tax sufficient to pay the principal of
and interest on said bonds when due shall be annually levied and
collected.
Section 4. A sworn statement of the County's debt has
been filed with the Clerk of the Board of Commissioners and is
open to public inspection.
Section 5. This bond order shall take effect when
approved by the voters of the County at a referendum.
Commissioner Barfield moved the adoption of the
following resolution:
WHEREAS, the bond order entitled, "BOND ORDER
AUTHORIZING THE ISSUANCE OF $5,000,000 PARKS AND RECREATIONAL
FACILITIES BONDS OF THE COUNTY OF NEW HANOVER", has been
introduced at the meeting of the Board of Commissioners held on
July 24, 1989 and the Board desires to provide for the holding of

a public hearing thereon and the submission of a statement of
debt in connection therewith as required by The Local Government
Bond Act;
NOW, THEREFORE, BE IT RESOLVED by the Board of
Commissioners of the County of New Hanover, as follows:
(1) The public hearing upon said bond order shall be
held on the 7th day of August, 1989, at 7:30 o'clock, P.M. at the
New Hanover County Courthouse, in Wilmington, North Carolina.
(2) The Clerk to the Board of Commissioners is hereby
directed to cause a copy of the bond order to be published with a
notice of such hearing in the form prescribed by law in a
qualified newspaper no fewer than six (6) days prior to such
public hearing.
(3) The County's Finance Officer is hereby directed to
file with the Clerk to the Board of Commissioners, prior to
publication of the bond order with the notice of such public
hearing, a statement setting forth the debt incurred or to be
incurred, the appraised value of property subject to taxation by
the County and the net debt of the County.
The motion was seconded by Commissioner Corbett and was
adopted by the following vote:

County accept the Walmart Corporation's Economic Deve10pnent Fund for
WiDnington Industrial Developnent. It will be in the artDunt of $2,000.00
over the next three years.
It is necessary for the County to perform this liason function, as
WiDnington Industrial Developnent does not have the proper tax code, Le.
501 3 (C). I am sending Walmart our application for the econanic
develo[ID2I1t funds and am notifying them of the County's status as designee
for the disbursement of the funds to WiDnington Industrial Developnent. I

Road Description: Spargo Place in Millbrook Subdivision -
Division File i662-N
WHEREAS, the attached petition has been filed with the Board of
County Commissioners of the County of New Hanover requesting that the
above described roads, the location of which has been indicated in red
on the attached map, be added to the Secondary Road System; and
WHEREAS, the Board of County Commissioners is of the opinion that
the above described roads should be added to the Secondary Road System,
if the roads meet minimum standards and criteria established by the
Division of Highways of the Department of Transportation for the
addition of roads to the System.
NOW, THEREFORE, be it resolved by the Board of Commissioners of
the County of New Hanover that the Division of Highways is hereby
requested to review the above described roads, and to take over the
road for m~intenance if they meet established standards and criteria.

RESOLUTION
OF THE
NEW HANOVER COUNTY
BOARD OF COMMISSIONERS
WHEREAS New Hanover County has the opportunity to
purchase the office building presently occupied by the Department
of Social Services, which the County currently is leasing, and
WHEREAS the financing of such purchase will be by
installment contract authorized by N.C.G.S. ~160A-20, and
WHEREAS the authority for such a purchase requires New
Hanover County to file application to the Local Government
Commission for approval of a financing agreement.
NOW THEREFORE BE IT RESOLVED that the Finance Officer
of New Hanover County is hereby authorized and directed to make
application to the Local Government Commission for the approval
of such financing agreement as provided by N.C.G.S. ~159 Article
VIII.
ADOPTED this 24th day of July, 1989.
