1989-08-07 RM Exhibits NORTH CAROLINA STATE DEPARTMENT OF TRANSPORTATION REQUEST FOR ADDITION TO STATE MAINTAINED SECONDARY ROAD SYSTEM North Carolina County of New Hanover Road Description: Lord Drive in Queens Point Subdivision - Division File #624-N WHEREAS, the attached petition has been filed with the Board of County Commissioners of the County of New Hanover requesting that the above described roads, the location of which has been indicated in red on the attached map, be added to the Secondary Road System; and WHEREAS, the Board of County Commissioners is of the opinion that the above described roads should be added to the Secondary Road System, if the roads meet minimum standards and criteria established by the Division of Highways of the Department of Transportation for the addition of roads to the System. NOW, THEREFORE, be it resolved by the Board of Commissioners of the County of New Hanover that the Division of Highways is hereby requested to review the above described roads, and to take over the road for maintenance if they meet established standards and criteria. EXTRACTS FROM MINUTES BOARD OF COMMISSIONERS * * * * The Clerk of the Board of Commissioners reported to the Board of Commissioners that the bond order entitled, "BOND ORDER AUTHORIZING THE ISSUANCE OF $5,000,000 PARKS AND RECREATIONAL FACILITIES BONDS OF THE COUNTY OF NEW HANOVER," which had been introduced on July 24, 1989, had been published in a qualified newspaper on July __, 1989, with notice that the Board would hold a public hearing thereon on August 7, 1989. The Clerk also reported that the County's Finance Officer had filed in her office a statement of debt complying with the provisions of The Local Government Bond Act and such statement as filed showed the net indebtedness of the County to be % of the appraised valuation of property in said County subject to taxation. . :l~ moved that the Board of Commis- sioners proceed to hold a public hearing on the parks and recreational facilities bond order. That the Zoning Ordinance of the County of New Hanover adopted October 6, 1969, as amended be and the same is hereby amended as follows: Add the following sentence at the end of Section 61-1: "Such temporary buildings or trailers may not be used as a dwelling unit." section 2. Any ordinance or part of any ordinance in conflict with this ordinance, to the extent of such conflict is hereby repealed. Section 3. RESOLUTION OF THE NEW HANOVER COUNTY BOARD OF COMMISSIONERS WHEREAS, G.S. ~143-128 has been amended by the General Assembly of North Carolina t.o require that any contracts executed by the County for the erection, construction, alteration or repair of any building, with an entire cost exceeding One Hundred Thousand ($100,OOO) Dollars include minority business participation goals; and WHEREAS, G.S. ~143-128 requires that the County shall adopt, after notice and public hearing, an appropriate verifiable percentage goal for participation by minority. businesses in the total value of work for which a contract is awarded pursuant to G.S. ~143-128; NOW, THEREFORE, BE IT RESOLVED THAT: 1. '- STATE OF NORTH CAROLINA COUNTY OF NEW HANOVER BEFORE THE BOARD OF COUNTY COMMISSIONERS IN THE MATTER OF ASSIGNING STREET HOUSE NUMBERS ORDER It appearing to the Board of County Commissioners of New Hanover County that consideration has been given to the assignment of house numbers on Fox Run, numerical range 6200-6300; Old Military Road, numerical range 6000-6200; Head Road, numerical range 6200-6300; Towles Road, numerical range 6200-6300 all located in the Harnett Township. WHEREAS, ready and accurate identification of developed property is important for the delivery of general County services, for the operation of commercial enterprises, for the response of emergency and public safety vehicles, and for the convenience of the general public; and WHEREAS, a comprehensive and systematic property numbering system is an efficient means of identifying property within the County; and WHEREAS, such a system will promote the health, safety, and welfare of the citizens of New Hanover County. THEREFORE, it further appear ing that a public hearing was held on the 7th day of August, 1989, at which time all persons were heard on the question of whether or not assigning house numbers would be in the public interest, and it further appearing that notice of said hearing was prominently posted in at least two (2) locations along said street, that notice of the time, place and subject matter of the hearing was prominently posted at the County Courthouse, and published in a newspaper of general circulation in the County. Any qualified voter who (1) expects to be absent from the County during the entire period that the polls are open on: said election day, or (2) because of sickness or other physical disability will be unable to be present at the polls to vote in person on said day, or (3) is incarcerated and otherwise entitled to vote in said election or (4) is an employee of the New Hanover County Board of Elections and his assigned duties on the day of election will cause him to be unable to vote in person, may apply for an absentee ballot to be used in voting at said election. Information concerning the time and manner for applying for an absentee ballot, including the last day for making such application, can be obtained from the New Hanover County Board of Elections at the Board's office in Wilmington, North Carolina.
