MINUTES OF SPECIAL MEETING, MAY 8, 1980
ASSEMBLY
The New Hanover County Board of Commissioners met in Special Session with
members of the Wilmington City Council on Thursday, May 8, 1980, at 7:30 o'clock
a.m. in the Assembly Room, New Hanover County Administration Building, Wilmington,
North Carolina.
Members present were Commissioners Karen E. Gottovi; Claud O:Shields, Jr.;
Chairman Ellen C. Williams; County Manager George E. Cooper; County Attorney James
C. Fox; and Clerk to the Board, Alyce B. Rusmisell. Comm. Howard L. Armistead, Jr.
was absent.
Members of Wilmington City Council present were Councilmembers Rupert
Bryan; Joe Dunn; Margaret Fonvielle; Luther Jordan; Tony Pate; Bill Schwartz;
Mayor Ben B. Halterman; City Attorney Cicero P. YOWl City Manager Robert Cobb;
and City Clerk Claire Hughes.

Chm. Williams called the meeting to order and stated the Special Meeting
had been ,called to discuss and take any necessary action on a proposed Fair
Employment Ordinance.

DISCUSSION/FAIR EMPLOYMENT ORDINANCE
Mayor Halterman explained the prpposed Fair Employment Ordinance and the
reasons it was felt best for the County to adopt such an ordinance.
The following persons commented:

Mr. Bob Stewart, W. R. Grace Co~pany
Mr. Eugene Merritt, State House of Representatives

The Commissioners, Councilmembers and Managers commented

Mrs. Sue Bulluck
Comm. O'Shields moved to get the information together and take some action
on this matter by the June 2 meeting. The motion did not receive a second.
No action was taken.

Chm. Williams adjourned the meeting at 8:40 o'clock a.m.

recommendations, rankings and data by Post ,Buckley , Schuh and Jernigan; to hear
comments on recommendations of Post, Buckley, Schuh & Jernigan by Waste Manage-
ment, Inc.; and to hear comments on recommendations by Post, Buckley, Schuh &
Jer~igan by the Planning Department and take any action necessary with regard
thereto.

Comm. O'Shields moved, seconded by Chm. Williams, that the meeting be recessed
to Executive Session for the purpose of discussing land acquisition. Upon, vote,

Chm. WilIams moved, seconded by Comm. 'O'Shie1ds, that Comm. Armistead be excused
from voting on approval of the Minutes of the Regular Meeting of May 5, 1980, and
the Special Meeting at 7:30 a. m. on May 8, 1980, as requested since he was not
present for either of those meetings. Upon vote, the motion carried unanimously.
Comm. Gottovi moved, seconded by Comm. O'Shields, approval of the Minutes of
the Regular Meeting on May 5, 1980 as presented. Upon vote, the motion carried as
follows:
