Southern Roadbuilders - Change Order No. 1 - Apron Paving IB-
This change order covers items that were originally in the
Terminal Building Phase II, but due to the project phasing the
apron paving project is know under construction and these items
were needed to complete the project. The amount of this change
order is $135,714.90.
Southern Roadbuilders - Change Order No. 2 - Apron Paving 1B-
This change order covers econoncrete subbase course that was
substi tuted for the cement treated base course. There is no
increase in this change order.
Southern Roadbuilders - Change Order No. 5 - Apron Paving 1A-
This change order covers econoncrete subbase course that was
substi tuted for the cement treated base course. There is no
increase in this change order.
HEALTH/DETOX CENTER
Clancy and Theys - Change Orders GC2, GC3, and GC4 - These change
orders cover the extension of time on the project, extra work for
the removal of existing footings at the Health Department,
modifying the width of the Detoxification Center, installation of
a manhole on Savannah Court, and reroofing of the Health
Department. The total of these change orders are $ 62,349.00.

J. J. Barnes - Change Orders M2 and M3- These change orders cover
the cost of relocating the air expansion system from the interior
of the physical plant to the roof of the physical plan~,
installation of a dryer duct in the dayroom of the Detoxification
Center, and the installation of a fresh air duct with roof
termination cap to the mechanical room. Also the repair of
decking and roofing materials are included in this work. The
total of these change orders are $ 4,064.00.
Cape Fear Electric - Change Orders E4, E5, and E6- These change
orders cover the addition of light fixtures in the Detoxification
Center, installation of a metallic conduit raceway system in the
acute care rooms and examination room of both the Health
Department and Detoxification Center, and installation of
additional telephone and power outlets to both floors of the
Health Department. The total of these change orders are $
3,087.00.
J. J. Barnes - Change Orders P2 and P3 - These change orders
cover the excavation and tap existing sewer main beneath Savannah
Court with a new 6" sanitary service, and reroute existing vent
piping to the exterior via roof at four locations. The total of
these change orders are $ 3,358.00.

amount of this change order is $ 3,102.00.
Kelly Plumbing - Change Order No. Three (3) - This change order
covers the installation of meters in the Phase I sewer system.
The amount of this change orders is $6,000.00.

RE: County Auction on October 24 and October 28, 1989
Please authorize my designated representative to dispose of the
attached list of vehicles and any surplus equipment Property
Management might have through two separate auctions. The first
auction would be held on October 24, 1989 at the old Social
Services Building. Items to be auctioned would consist of
surplus office furniture that was left by Social Services. The
second auction would be held October 28, 1989 at the Property
Management Maintenance Facility. Items to be auctioned would
consist of any remaining County surplus property and the attached
list of vehicles.

AN ORDINANCE OF THE COUNTY OF
NEW HANOVER, NORTH CAROLINA AMENDING THE
SUBDIVISION ORDINANCE OF
NEW HANOVER COUNTY ADOPTED
OCTOBER 18, 1965
THE BOARD OF COMMISSIONERS OF NEW HANOVER COUNTY DOTH ORDAIN:
Section 1. That the Subdivision Ordinance of the County of
New Hanover adopted October 18, 1965, as amended be and the same
is hereby amended as follows:
eRepeal Section 52-9 Park Facilities in its entirety.
Section 2.
Any ordinance or part of any ordinance in
conflict with this ordinance, to the extent of such conflict is
hereby repealed.
section 3.
This ordinance is adopted in the interest of
public health, safety, morals, and general welfare of the
inhabitants of the County of New Hanover, North Carolina, and
shall be in full force and effect from and after its adoption.

RESOLUTION PROPOSING ACCEPTANC~ OF OFFERS TO PURCHASE
SURPLUS REAL PROPERTY
WHEREAS, certain parcels of real property owned jointly by New Hanover County
and the City of Wilmington have been offered for sale pursuant to N.C.G.S.
160A-269; and
WHEREAS, the offeror indicated on the attached list has agreed to pay the
amounts indicated on the attached list for the parcels of real property shown; and.
WHEREAS, the property is declared by the County Commissioners to be surplus
and not needed for public purposes; and
WHEREAS, it is in the best public interest and welfare to dispose of this
property in accordance with the negotiated terms and conditions.
NOW, THEREFORE, BE IT RESOLVED:
1. That pursuant to N.C.G.S. 160A-269, the County Commissioners propose to accept
the offer to purchase indicated on the attached list from the offeror as
indicated.
2. That the County of New Hanover and/or the City of Wilmington will retain any
deposit posted by an offeror when:
a. the offer is withdrawn after posting the deposit; or
b. the offeror fails to pay the balance of an approved offer, due in cash,
within ten (10) days of receipt of a notice by certified mail of
availability of the deed of conveyance.
3. That the County of New Hanover reserves the right to reject any and all
offers.
4. That the County of New Hanover will require the offeror to deposit five (5%)
percent of the offered prices immediately following adoption of this
resolution.
5. That the Clerk of the Board of Commissioners will publish a notice of the
offers as required by N.C.G.S. 160A-269.

WHEREAS, recognlzlng the deficiencies in the County's
park and recreational resources and expecting the County's
aging population to accelerate by the growing in-migration
of retirees; and
WHEREAS, desiring to keep pace with the current demand
and the projected population growth and seeing a continual
need to upgrade existing facilities and development of new
ones; and
WHEREAS, the County will need to provide additional
acreage of recreational land for use by County residents,
NOW THEREFORE, BE IT RESOLVED THAT, the New Hanover
County Board of Commissioners do hereby endorse and support
the $5,000,000 Bond Referendum to be held on November 7,
1989, for obtaining funds to acquire land for the
establishment of future parks ($2,000,000), to renovate
existing parks and recreation facilities ($1,000,000), and
to construct a senior center ($2,000,000) in the areas of
New Hanover County.

1. The Sheriff of New Hanover County shall provide law
enforcement assistance to the Sheriff of Pender County through
the use of the New Hanover County K-9 unit.
2. All costs for this law enforcement assistance shall
be paid by Pender County.

IN THE MATTER OF ASSIGNING
STREET HOUSE NUMBERS
ORDER
It appearing to the Board of County Commissioners of New
Hanover County that consideration. has been given to the
assignment of house numbers on Chair Road, numerical range
2200-2600 located in Cape Fear Township.
WHEREAS, ready and accurate identification of developed
property is important for the delivery of general County
services, for the operation of commercial enterprises, for the
response of emergency and public safety vehicles, and for the
convenience of the general publici and
WHEREAS, a comprehensive and systematic property numbering
system is an efficient means of identifying property within the
CountYi and
WHEREAS, such a system will promote the health, safety, and
welfare of the citizens of New Hanover County.
THEREFORE, it further appearing that a public hear ing was
held on the 2nd day of October, 1989, at which time all persons
were heard on the question of whether or not assigning house
numbers would be in the public interest, and it further appearing
that notice of said hearing was prominently posted in at least
two (2) locations along said street, that notice of the time,
place and subject matter of the hearing was prominently posted at
the County Courthouse, and published in a newspaper of general
circulation in the County.
NOW, THEREFORE, it is ordained and decreed that the above
House Number Assignment be made.
It is further ordered that a copy of this ordinance be
transmitted to the postmaster having jurisdiction over the road,
to the Board of Transportation, Sheriff's 911 dispatcher and to
any city within five miles of said road in accordance with N.C.
General Statutes 153A-240.

IN THE MATTER OF NAMING
SEVERAL PRIVATE ROADS
ORDINANCE
It appearing to the Board of County Commissioners of New
Hanover County that consideration has been given to the naming of
eight (8) private roads and the renaming of a portion of Myrtle
Gardens Drive (SR 1728) in Myrtle Gardens Trailer Park, located
in Federal Point Township. Said area is located 1,584 feet south
of the Myrtle Grove Road, Piner Road intersection on the west
side of Myrtle Grove Road and recorded as part of Deed Book 1224,
page 352 and Deed Book 1194, page 1186 and it further appearing
that a public hearing was held on Monday, October 2, 1989, at
which time all persons were heard on the question of whether or
not the namings would be in the public interest, and it further
appearing that notice of said hearing was transmitted to all
resident owners and prominently posted in at least two (2)
locations along each road, and published in the Star News local
newspaper, and the Board of County Commissioners is of the
opinion that said roads in New Hanover County should be named and
the naming of same is in the public interest, the description of
which is delineated on the attached map exhibit.
NOW, THEREFORE, IT IS ORDAINED AND DECREED that the above
described roads are hereby named Wishing Well Lane, Watermill
Way, Star Harbor Road, Saltee Way, Pepper Hill Lane, Misty
Morning Lane, Stillpond Road, and Brown Pelican Lane.
IT IS FURTHER ORDERED that a copy of this ordinance be
recorded in the office of the Register of Deeds of New Hanover
County, North Carolina, and that notice of the action taken by
the Board of County Commissioners be transmitted to the
postmaster having jurisdiction over the road, the North Carolina
Board of Transportation and to any city within five (5) miles of
said road in accordance with N.C. General Statute 153A-240.

in the County of New Hanover who could work at appropriate
jobs; and
WHEREAS, many employers have been slow to employ such
persons, even though workplace adjustments may be relatively
minor.
NOW, THEREFORE, the New Hanover County Board of
Commissioners hereby proclaims ~he month of October, 1989,
as
NATIONAL DISABILITY EMPLOYMENT AWARENESS MONTH
in New Hanover County, and encourages all public officials,
leaders in business, industry, labor, and all private
citizens to become more aware of the activities and programs
which promote the employment of qualified persons with
disabilities and participation by citizens with disabilities
in our work force and society.
