contributions and volunteer efforts of ~ur senior citizens; and
WHEREAS, .the artistic achievements of our senior adults are
celebrated, and the caregivers are recognized for care provided
to our frail loved ones;
NOW, THEREFORE BE IT RESOLVED, the New Hanover County Board
. of Commissioners hereby proclaims the month of November as
SENIOR CITIZENS MONTH
in New Hanover County and urge all citizens to join us in
recognizing our senior citizens.

WHEREAS; in North Carolina
Organizations; as voluntary organizations
county governments, have established
relationships with the cities and counties
the Lead Regional
serving municipal and
productive working
across this state; and'
WHEREAS, many counties and cities need assistance in
pursuing economic and community development opportunities, but
federal assistance in the form of intergovernmental revenues has
been severely curtailed in recent years; and
WHEREAS, the 1989 General Assembly recognized this need'
through the appropriation of $990,000 to help the Lead Regional
Organizations assist local governments with grant applications, .
economic development, community development, and to support local
industrial development activities and other activities as deemed
appropriate by their local governments; and
WHEREAS, these funds are not intended
payment of member dues or assessments to a
Organization or to supplant funds appropriated
governments; and
to be used for
Lead Regional
by the member
WHEREAS, in the event that a request is not made by the
County of New Hanover for release of these funds to our regional
Council, the available will revert to the state's General Fund;
and
WHEREAS, in Region 0 funds in the amount of $54,999
will be used to assist local governments in grant applications,
economic development, community development, support of local
industrial development activities, and other activities as deemed
appropriate by the member governments. Funds appropriated by
this bill may not be used for payment of dues or assessments by
the member governments, and may not supplant funds appropriated
by the member governments.

the earliest possible time in accordance with the provisions of

WHEREAS, the vast majority of the 'youth are concerned,
knowledgeable and responsible citizens; and
WHEREAS, the accomplishments and achievements of these
young citizens deserve recognition and praise of their
elders; and
WHEREAS, Optimist International has since 1954
developed and promoted a program entitled Youth Appreciation "
Week,
NOW, THEREFORE, the New Hanover County Board of
Commissioners hereby proclaims the week of November 19-25,
1989, as
YOUTH APPRECIATION WEEK
in New Hanover County and encourages all citizens to ]Oln
with the Optimists in expressing appreciation and approval
of the contribution of the youth. By this action, let it be
known that we have faith in the ability of today's youth as
they assume responsible roles in the future of mankind.

occur during personal, sick or other leave with pay periods, of
any officer or employees of the County, will not be considered as
personal, sick or other leave.

Upon a return to at least 50% duty, the employee shall be

granted, and be placed in an active work status with entitlement

Excluding Worker's Compensation cases an employee transferring
from an active pay status to leave without pay shall, shall
become ineligible to accrue leave credits and benefit from County
paid insurance premiums, beginning the first full pay period of
the leave without pay status. During the interim, the employee
will continue to pay any individual insurance premiums at the
group rate.
At the expiration of the above stated interim, the employee may
continue to participate in the County's group insurance plans,
provided that the employee pays the total premium during the time
the employee is on leave without pay.
An employee will retain all unused personal and sick leave while
on leave without pay. County paid insurance premiums and
accrual of leave credits will not be restored until the employee
returns to an active pay status for a minimum of forty (40) hours
per pay period.

Section 1. That the Zoning Ordinance of the County of New
Hanover adopted October 6, 1969, as amended be and the same is
hereby amended as follows:
1. Amend Table of Permitted Uses, Section 50-2 as follows:

2 . Add:
72-36 Indoor/Outdoor Recreation Establishments Commercially
Operated - This use may be permitted in the R-15, R-20,
R-10, AR, and RA Residential Districts provided:
1) Adequate buffers are provided which screen adjoining
residential uses from the effects of light and noise
generated on the site.
2) All buildings shall be set back from the right-of-way
at least 50 feet and 100 feet if the site is in the
Special Highway Overlay District.
3) Signage shall be limited to one (1) ground sign not to
exceed 32 square feet and be set back from the
right-of-way at least 25 feet.
4) Access to the site shall be to a US or NC numbered road
or to a collector road as designated on the New Hanover
Thoroughfare Classification Plan.
5) Other conditions deemed by the Commissioners
necessary to promote the health, safety and welfare of
the community.

Any ordinance or part of any ordinance in
conflict with this ordinance, to the extent of such conflict is
hereby repealed.
Section 3.
This ordinance is adopted in the interest of

ORDER
It appearing to the Board of County Commissioners of New
Hanover County that consideration has been given to the
assignment of house numbers in Myrtle Gardens Trailer Community,
located southwest of the Piner/Myrtle Grove Road intersection in
Federal Point Township, road name and address numerical range as
follows:
Star Harbor Road, 1400-1499; Wishing Well Lane, 5800-5999;
Watermill Way, 5800-5999; Saltee Way, 5800-5999; Misty Morning
Lane, 5800-5999; Stillpond Road, 5800-5899; Brown Pelican Lane,
5800-5899; Pepper Hill Lane, 1300-1499; and Myrtle Gardens Drive,
1200-1499.
WHEREAS, ready and accurate identification of developed
property is important for the delivery of general County
services, for the operation of commercial enterprises, for the
response of emergency and public safety vehicles, and for the
convenience of the general public; and
WHEREAS, a comprehensive and systematic property numbering
system is an efficient means of identifying property within the
County; and
WHEREAS, such a system will promote the health, safety, and
welfare of the citizens of New Hanover County.
THEREFORE, it further appearing that a public hearing was
held on the'6th-aay of November, 1989, at which time all persons
were heard on the question of whether or not assigning house
numbers would be in the public interest, and it further appearing
that notice of said hearing was prominently posted in at least
two (2) locations along said street, that notice of the time,
place and subject matter of the hearing was prominently posted at
the County Courthouse, and published in a newspaper of general
circulation in the County.
NOW, THEREFORE, it is ordained and decreed that the above
House Number Assignment be made.
It is further ordered that a copy of this ordinance be
transmitted to the postmaster having jurisdiction over the road,
to the Board of Transportation, Sheriff's 911 dispatcher and to
any city within five miles of said road in accordance with N.C.
General Statutes 153A-240.

of Eliot Drive (SR 2047), located in Harnett Township, anchored
between Fitzgerald Drive to the north and Byron Drive to the
south, and recorded as part of Plat Book 12, Page 14, Kings Grant
Subdi vision and it further appearing that a public hearing was
held on Monday, November 6, 1989, at which time all persons were
heard on the question of whether or not the naming would be in
the public interest, and it further appearing that notice of said
hearing was transmitted to all resident owners and prominently
posted in at least two (2) locations along said road, and
published in the Star News local newspaper, and the Board of
County Commissioners--is -of the opinion that said road in New
Hanover County should be named and the naming of same is in the
public interest, the description of which is delineated on the
attached exhibit.
NOW, THEREFORE, IT IS ORDA,INED AND DECREED that the above
described road is hereby renamed WOLFE LANE.

time all persons were heard on the question of whether or not the
renaming would be in the public interest, and it further
appearing that notice of said hearing was transmitted to all
resident owners and prominently posted in at least two (2)

opinion that said road in New Hanover County should be named and

NEW HANOVER COUNTY ADOPTED
June 4, 1979
THE BOARD OF COMMISSIONERS OF NEW HANOVER COUNTY DOTH ORDAIN:
Section 1. That the Thoroughfare Classification Plan and
Map of the County of New Hanover adopted June 4, 1979, as amertded
be and the same is hereby amended as follows:
A. Delete reference in Section (1) "...and must be
accompanied by a $25.00 fee to cover advertising costSj" and
B. Add (3) The notification procedures outlined in
Section 110-2(4)(a)-(e) of the County Zoning Ordinance shall
be followed for any petition to reclassify a street or to
add a street to the Thoroughfare Classification Map,
including a filing fee of one hundred dollars ($100.00).
C. Reclassify Wrightsville Avenue and Sidbury Road to
"collectors" from arterials.
Section 2.
Any ordinance or part of any ordinance in
conflict with this plan, to the extent of such conflict is hereby
repealed.
Section 3.
This ordinance is adopted in the interest of
public health, safety, morals, and general welfare of the
inhabi tants of the County of New Hanover, North Carolina, and
shall be in full force and effect from and after its adoption.

hereby amended as follows:
Revise Section 110-2(2) to read:
(2) Application An application for any amendment
shall contain a description of the proposed rezoning
regulations or district boundary to be applied. Such
application shall be filed with the Planning Department not
later than twenty (20) working days prior to the Planning
Board meeting at which the application is to be considered.
Section 2.
Any ordinance or part of any ordinance in
conflict with this ordinance, to the extent of such conflict is
hereby repealed.
Section 3.
This ordinance is adopted in the interest of
public health, safety, morals, and general welfare of the
inhabi tants of the County of New Hanover, North Carolina, and
shall be in full force and effect from and after its adoption.
