WHEREAS; in North Carolina Organizations; as voluntary organizations county governments, have established relationships with the cities and counties the Lead Regional serving municipal and productive working across this state; and' WHEREAS, many counties and cities need assistance in pursuing economic and community development opportunities, but federal assistance in the form of intergovernmental revenues has been severely curtailed in recent years; and WHEREAS, the 1989 General Assembly recognized this need' through the appropriation of $990,000 to help the Lead Regional Organizations assist local governments with grant applications, . economic development, community development, and to support local industrial development activities and other activities as deemed appropriate by their local governments; and WHEREAS, these funds are not intended payment of member dues or assessments to a Organization or to supplant funds appropriated governments; and to be used for Lead Regional by the member WHEREAS, in the event that a request is not made by the County of New Hanover for release of these funds to our regional Council, the available will revert to the state's General Fund; and WHEREAS, in Region 0 funds in the amount of $54,999 will be used to assist local governments in grant applications, economic development, community development, support of local industrial development activities, and other activities as deemed appropriate by the member governments. Funds appropriated by this bill may not be used for payment of dues or assessments by the member governments, and may not supplant funds appropriated by the member governments. .. That the Thoroughfare Classification Plan and Map of the County of New Hanover adopted June 4, 1979, as amertded be and the same is hereby amended as follows: A. Delete reference in Section (1) "...and must be accompanied by a $25.00 fee to cover advertising costSj" and B. Add (3) The notification procedures outlined in Section 110-2(4)(a)-(e) of the County Zoning Ordinance shall be followed for any petition to reclassify a street or to add a street to the Thoroughfare Classification Map, including a filing fee of one hundred dollars ($100.00).
