LIBRARY DISPLAY POLICY
The Library Display Cases, Exhibits Panels and Cubes are to be
used solely by the Library for promotion of Library resources,
services and programs. Organizations and individuals wishing to
display materials in the Display Case will be allowed to do so
only in conjunction with Library Displays. Credit will be given
to materials provided by such individuals and groups. The
Library will assume no financial liability for any loss or damage
to material on loan to the Library beyond that allowed under the
insurance policies of New Hanover County.
The Brochure Rack in the Lobby of the Main Library may be used by
civic groups to promote programs and activities of a
noncomnercial and nonpartisan nature. Travel information on the
Greater Wilmington area may also be placed within these racks.
The Brochure Racks inside the Main Library and any Branch of the
Library are to be used solely for Library brochures and Library
related materials.
Posters announcing events of community interest may be posted in
a designated area of the Library, space permitting. Material to
be posted must be given to the Reference staff at the ~1ain
Library and to the Branch Librarian at any of the branch
libraries. Announcements will be discarded when no longer
current. Commercial advertisement will not be accepted for
posting within the Library.

The posting of announcements in the Library and the use of
Library Brochure Racks does not in any way constitute an
endorsement by the Library of the organization's beliefs,
policies or programs. This space is provided by the Library as a
service to .3lert the public to the educational and cultural
activities and organizations within the community. Materials
should clearly identify the organization which has prepared the
publication.
Suggestions for exhibits in the Library Display Cases are
welcomed. Such suggestions will be refered to the Library
Display Committee for consideration.

BOARD OF COUNTY COMMISSIONERS

NEW HANOVER COUNTY
WHEREAS, after due advertisement, bids were received and publicly
opened by Centralized Purchasing at 2:00 o'clock p.m, on the 15th day of
December, 1987 at City Hall, 102 North 3rd Street, Wilmington, North
Carolina, and the following bids were received for One (1) High Volume Plain
Paper Copier per the attached bid tabulation.
AND WHEREAS, Centralized Purchasing, Social Services, Finance Director
and the County Manager recommend that the contract be awarded to Carolina
Office Equipmerit Co" Wilmington, N, C" the lowest responsible bidder, in
the amount of Ten Thousand Three Hundred Five Dollars and No Cents
,($10,305,00) ;
AND WHEREAS, funds have been previously appropriated and are now in
Account No, 110-530-5310-6400 to cover this contract;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
New Hanover County that the contract for One (1) High Volume Plain Paper
Copier, Bid No: NHC 27-1187 be awarded to Carolina Office Equipment Co"
Wilmington, N, C" in the amount of Ten Thousand Three Hundred and Five
Dollars and No Cents ($10,305,00); and that the Chairman of the Board of
County Commissioners or the County Manager is hereby authorized and directed
to execute the contract on behalf of New Hanover County, contract form to be

WHEREAS, the attached petition has been filed with the Board of County
Commi ss i oners of the County of New Hanover reques ti ng that the above de-
scribed road, the location of which has been indicated in red on the attached
map, be added to the Secondary Road System; and
WHEREAS, the Board of County Commissioners is of the opinion that the
above described road should be added to the Secondary Road System, if the
road meets minimum standards and criteria established by the Division of
Highways of the Department of Transportation for the addition of roads to
the System,
NOW, THEREFORE, be it resolved by the Board of County Commissioners of
the County of New Hanover that the Division of Highways is hereby requested
to review the above described road, and to take over the road for maintenance
if it meets established standards and criteria.

T.A. Loving Company - Change Order #2 (Area 1) - in the amount
of $7,400. This increase is based on actual installed
quantities of 21 inch sewer pipe. The increase is due to 200
additional feet of pipe at a depth of 6-8 feet.
Dellinger, Inc - Change Order #2 (Area 3) - is an increase in
the amount of $5,784. The work involved increasing the size of
the pumps, hatches, and control panel at Lift Station No. 37.
New development in the area has required enlarging the pumping
capabilities.
Dale Todd Well Drilling - Change Order #2 is an increase in the
amount of $3,281.50. The work involves the drilling of three
additional water supply wells for private homes. This is
required when our sewer pipes come too close to the existing
wells requiring that the wells be relocated.
Dave's Tree Removal - Change Order #1 - is in the amount of
$275. The work involves removal of trees that had died as a
result of the sewer work.

WHEREAS, after due advertisement, bids were received and publicly
opened by Centralized Purchasing at 10:00 o'clock a,m, on the 13th day of
January, 1988 at City Hall, 102 North 3rd Street, Wilmington, North
Carolina, and the following bids were received for Cab, Chassis and Body:

BOARD OF COMMISSIONERS
WHEREAS, the Board of Commissioners, on December 28, 1987,
rescinded a county-wide general revaluation to be effective January 1,
1988; and
WHEREAS, the Board at that time adopted the previous octennial
requirement,
NOW, THEREFORE BE IT RESOLVED, that pursuant to G.S, ~105-286(a)(I)
New Hanover County will conduct the next general revaluation, to be effective
January 1, 1991.

FISCAL CONTROL
Budget
The Airport Commission will comply with the Local Government
Budget & Fiscal Control Act.
This statute pertains to budget
control, purchasing, and expenditures by local governments.
The current airport budget was requested by the former airport
manager, recommended by the Ccanty Manager and approved by the
County Commissioners.
This budget is in effect through June 30,
1988.
Currently, the airport budget contains a line item for certain
expenditures which will not be required during this fiscal year.
The Airport Commission has the authority to place these funds in
any line item they choose.
Amounts up to $2,500 may be transferred by the airport manager.
Amounts over $2,500 must be approved by the Airport Commission in
an official meeting.
The County Budget Officer will be informed of all transfers by
appropriate procedures.

Personnel Policy
The Airport Commission will follow the County Personnel Policy.
This policy was amended in September, 1987 to provide for needs
at the Airport.
Purchasing Policy
The Airport Commission will follow the "County Purchasing
Manual".
County Support Services
All county support services will be available to the Airport
Commission at no cost and as work loads allow.
The Airport Commission may contract for and use any service
required by the Airport whether available or not wi thin county
government. Purchase of non-county services are subject to
budget limitations and subject to existing statutes and
established policy.
Any service now furnished on a continuing basis by the County may
be discontinued by the Airport Commission and purchased from
outside sources within budget resources available to the
Commission.

Travel Policy
All paid employees of the Airport will be subject to the same
travel policy applicable to county employees with the following
exceptions:
1. The airport manager may approve out-of-state travel.
2. The airport manager may approve excess costs, when in
his judgment, they are warranted.
All Commission members will be subject to the same travel policy
as the County Commissioners.
Commission members will receive no pay for their services, but
each member will receive $30.00 per month car allowance for
in-town travel costs and the Chairman will receive $35.00 per
month, effective November 1, 1987.
Any change in this stated policy desired by the .Commission will
be approved during a Commission meeting, and the request will be
forwarded to the County Commissioners for their consideration.
Computer System
The Airport Commission will utilize the county budget, purchasing
and personnel computer system. There will be no cost for this
service..

WHEREAS, local governments provide numerous services and
programs for the citizens; and
WHEREAS, federal funds have previously supported certain
local programs, in whole or in part; and
WHEREAS, efforts are underway to curtail federal spending,
as evidenced in the Gramm-Rudman-Hollings legislation, the
proposed Tax Reform Act and the loss of General Revenue Sharing;
and 1
WHEREAS, local governments are faced with increasing demands
for services from citizens and government mandated programs; and
WHEREAS, local governments need new sources and means of
raising additional revenues in order not to rely too heavily on
Property Taxes,
NOW, THEREFORE, BE IT RESOLVED: that the Board of
Commissioners of New Hanover County does hereby endorse the
proposal as expressed by the North Carolina Association of County
Commissioners seeking additional revenue sources which will allow
local governments to enact the revenue producing options suited
to the unique circumstances and needs of their citizens; such as
taxes on land transfers, hotel and motel accommodations, personal
income or employer payroll, or through the extension of sales and
use taxes to services or any other suitable revenue sources. Such
a menu will give localities the flexibility needed to provide
services to their diverse populations. In authorizing options, it
is important that: 1) the proceeds come to local governments; 2)
the distribution of these revenues recognize not only need, but
local effort and innovation; and 3) the purposes of the revenue
continue to remain flexible so that they meet the actual needs and
priorities of the enacting local governments.'

RESOLUTION
OF THE
NEW HANOVER COUNTY
BOARD OF COMMISSIONERS
WHEREAS, G.S. 105-283 requires that each County of the
State reappraise all real property every eighth year, and
WHEREAS, G.S. 105-283 requires that all real property
be appraised according to its true value in money, and
WHEREAS, housing costs in New Hanover County have risen
dramatically and the minimum cost of a single family home is
Forty Thousand ($40,000.00) Dollars, and
WHEREAS, the General Assembly has expressed a desire to
reduce taxation for the elderly and disabled, and
WHEREAS, the New Hanover County Commissioners support
this desire on the part of the General Assembly and advocate the
premise that taxes should be assessed in a fair and equitable
manner, according to one's ability to pay;
NOW, THEREFORE, BE IT RESOLVED that the New Hanover
County Board of Commissioners encourages the General Assembly to
consider raising the property tax exemption allowed under G. S.
105-277.1 from Twelve Thousand ($12,000.00) Dollars.
