NEW HANOVER COUNTY TRAVEL POLICY TRAVEL ADVANCES AND REIMBURSEMENTS \ In-Town Travel Policy In-town mileage reimbursement for use of private vehicle will be paid as follows: 1) If County employee is paid an automobile allowance, NO additional payment will be made for in-County travel. 2) All County employees, except those in HI above, will be paid a rate per mile reimbursement for any REQUIRED in-County travel when using their private vehicle. The rate of reimbursement will be at the.established IRS rate. The same guidelines for determining allowable mileage as used by IRS will be used by the County. Travel from home to work is NOT allowable mileage, unless in a call back status. Completed mileage sheets with authorized signatures must be kept on file at the department for each reimbursement request made on employee's time card. Out-of-Town Travel Policy Purpose: This policy establishes employee and employer responsibilities related to out-of-town travel of County business and related expenses. General Policy: It is the intent of the County to encourage meaningful out-of-town travel and to pay for reasonable expenses for County employees attending out-of-town training sessions, conferences, conventions, and other authorized meetings which will, through knowledg~ gained by those attending, benefit the County. It is the responsibility of the employee to: 1) Attend all pertinent sessions of conferences or planning sessions. 2) Maintain a receptive attitude. 3) Be a knowledgeable and creditable representative of the County. 4) Spend allotted travel funds in a reasonable manner. 5) Submit all required receipts with travel reimbursement report within seven (7) days of return from trip. The County will assume responsibilities to the employees in providing out-of- town travel by: 1) Funding out-of-town travel to those training sessions, conferences, conventions, and other authoriz~d meetings which will promote the profes- sional development of the employee, and therefore benefit the County. NEW HANOVER COUNTY TRAVEL POLICY 2) Adequately funding authorized out-of-town travel so that the employee will not undergo financial hardship from attending conferences and meetings. 3) Paying all pertinent registration and conference fees, providing payment for suitable lodging, and paying all appropriate expenses. 4) Providing reimbursement for food in accordance within established guide- lines. 5) Providing transpo.rtation to and from the conference, and intermediate ground transportation. In-State Travel Policy A. Transportation: The predominant modes of transportation recognized by the County for out-of-town travel are: 1) Private vehicle - reimbursement rate will be that as established by the IRS. 2) County vehicle - department budget charged at a rate of .20/mile. Receipt for gas purchased must be presented with Expense Report. Garage procedures should be followed concerning pickup and return of the vehicle. 3) Airline including accompanying intermediate ground transportation - no first class rates will be paid. Receipt must be submitted to Finance. 4) Other travel - taxi fare, bus fare, toll costs, etc., will be reimbursed at actual costs incurred. 5) Parking - actual cost incurred for business related parking. 6) Rental car - should be approved by County Manager in advance, if use is anticipated. In determining the mode of transportation to be used, the following procedures apply: 1) For travel outside a radius of approximately 200 miles from Wilming- ton, the County will pay an amount up to the cost of air fare at tourist rate. If you choose to take your personal vehicle, or any other mode of transportation (i.e., rail), only an amount up to the quoted air fare will be reimbursed. Any other costs involved with using a personal vehicle, ~uch as additional meals or motel expense, will not be reimbursed. When a private vehicle is chosen for travel, only the owner of the private vehicle is to be reimbursed the applicable mileage rate. B. Hotel/Motel - Actual cost for the 'maximum of $75 plus taxes. Meals: Meals will be reimbursed at actual cost to the employee. No receipt will . be required if the following maximum amounts per meal are not exceeded: Breakfast Lunch Dinner $ 5.00 or $ 5.75 including tip $ 7.00 or $ 8.05 including tip $14.00 or $16.10 including tip If amount of meals exceeds that maximum listed, justification must be submitted along with a receipt. A receipt does not guarantee reimburse- men t. Employees will not be reimbursed for alcoholic beverages. Employee must be in travel status at the following times to be reimbursed for meals: 1. Breakfast 2 . Lunch 3. Dinner 7:00 a.m. 11:00 a.m. 7:00 p.m. Travel Status - When an employee is required to travel to a location more than 50 miles from Wilmington. G. Miscellaneous: Any other required bus iness related expenditure will be reimbursed at actual cost. Receipt and justification must be submitted. Out-of-State Travel Policy . The hotel/motel bill will be reimbursed at the single rate only. These policies apply to all County County Manager at his discretion. to follow these guidelines. III/ (j U IN THE MATTER OF NAMING A PRIVATE ROAD ORDINANCE It appearing to the Board of County Commissioners of New Hanover County that consideration has -been given to the naming Qt a private road, located in Federal Point Township approximately ~ 1,450 feet south of the Golden Road/Myrtle Grove Road intersection commencing from said point east for a distance of 1,800 feet to termination and duly recorded as portion of Map Book 6, Page 35 in the New Hanover County Registry and it further appearing that a pUblic hearing was held on Monday, February 1, 1988 at which time all persons were heard on the question of whether or not the naming would be in the public interest, and it further appearing that notice of said hearing was transmitted to all resident owners and prominently posted in at least two (2) locations along said road, and published in the Star News local newspaper, and the Board of County Commissioners-rs-of the opinion that said road in New Hanover County should be named and the naming of same is in the public interest, the description of which is delineated on the attached exhibit. 5 NOW, THEREFORE, IT IS ORDAINED AND DECREED that the above described road is hereby named Sand Bar Lane. In the Matter of Closing A Portion of Vann Avenue ORDER 4 It appearing to the Board of County Commissioners of New Hanover County that a Resolution of Intent to close a portion of Vann Avenue was adopted by the County Commissioners on the 4th day of January, 1988 and it further appearing that said resolution called for a hearing to be held on the 1st day of February, 1988, at which time the County Commissioners would heaT complaints and comments of interested persons, and it further appearing that notice of said hearing was published in the Wilmington Star News Newspaper in accordance with the Road Closing Ordinance of New Hanover County, and after conducting such hearing the County Commissioners are of the opinion that a portion of Vann Avenue in the County of New Hanover should be closed and are satisfied that the closing of same is not contrary to the public interest, and that no individual owning property in the vicinity of the roads will be deprived of reasonable means of ingress and egress to his property by such closing: the legal description of said road being as follows: Being an old portion of Vann Avenue (40' right-of-way) in Harnett Township, commencing approximately 250 feet north from the northern intersection of Greenville/Vann Avenues extending north approximately 521 feet to termination and the same being shown on the map of "Suburban Land Company Division" recorded in Map Book 2, Page 31 of the New Hanover County Registry. ~ NOW, THEREFORE, IT IS ORDERED AND DECREED that the above described road be and the same is hereby closed. WHEREAS, ready and accurate identification of developed property is important for the delivery of general County services, for the operation of commercial enterprises, for the response of emergency and pUblic safety vehicles, and for the convenience of the general public; and WHEREAS, a comprehensive and systematic property numbering system is an efficient means of identifying property within the County; and WHEREAS, such a system will promote the health, safety, and welfare of the citizens of New Hanover County. THEREFORE, it further appearing that a public hearing was held on the 1st day of February, 1988, at which time all persons were heard on the question of whether or not assigning house numbers would be in the public interest, and it further appearing that notice of said hearing was prominently posted in at least two (2) locations along said street, that notice of the time, place and subject matter of the hearing was prominently posted at the County Courthouse, and published in a newspaper of general circulation in the County. Harrell, Clerk <j HOUSE/PROPERTY NUMBERING NORTH TWENTY-THIRD STREET APPLICANT: New Hanover County Planning Department REQUEST: To assign - reassign house numbers to properties along North Twenty-third Street. This area is located in Cape Fear Township from the Corporate Limits of Wilmington extending northwest to its intersection with Castle Hayne Road (see attached map) . ANALYSIS: A field examination indicates that the above referenced area has some inconsistent house/business numbering dating back two (2) or more years. The assignment of these new numbers will provide a consistent numerical block range from the Corporate Limits into the County. The County's Comprehensive and Systematic House/Property Numbering System is a ready and accurate identification of d~veloped property. This is important for the delivery of general County services, response of emergency and safety vehicles and the convenience of the general public. Appropriate agencies have been advised along with adjoining property owners. A March 7, 1988 effective date for such a change is scheduled.
