WHEREAS, the attached petition has been filed with the Board of County
Commissioners of the County of New Hanover requesting that the above de-
scribed road, the location of which has been indicated in red on the attached
map, be added to the Secondary Road System; and

WHEREAS, the Board of County Commissioners is of the opinion that the
above described road should be added to the Secondary Road System, if the
road meets minimum standards and criteria established by the Divis;on of
Highways of the Department of Transportation for the addition of roads to
the System.
NOW, THEREFORE, be it resolved by the Board of County Commissioners of
the County of New Hanover that the Division of Highways is hereby requested
to review the above described road, and to take over the road for maintenance
if it meets established standards and criteria.

ADMINISTRATIVE POLICY
ABATEMENTS ON WATER AND SEWER BILLS DUE TO LEAKAGE AND UNKNOWN CAUSES
Water, once taken from the stream of flow and processed, becomes a
product for sale. similar to every other product.
1 ) Underground or visible leak where water does not return to the sewer
system: Such a leak does not result in any cost for treatment or disposal by
the County sewer service. The portion of the bill in excess of the usual
sewer charge shall be abated. No Administrative abatement will be given on
the water portion because the County has experienced costs in producing the
water, whether it is effectively used or not.
2) Fixture leak where water returns to sewer system: Fifty percent of
the excess portion of the sewer bill will be abated since water entering the
sewer system from this type of leak is almost uncontaminated and processing
costs are low.
3) Excess consumption resulting from unknown or undetermined cause: No
Administrative abatement will be provided.
The following procedure will be followed in investigating a request for
an abatement:
1) The person making the request shall present a copy of ,the invoice
from the plumber or other individual who repaired the leak. The invoice shall
include a statement of the type and location of the leak, the fact that the
leak has been repaired and the date of such repair.
2) The person must request an abatement within seven (7) days after
receiving a bill showing excess consumption.
3) Only one abatement will be allowed in any 12-month period for
leakage through the same fixture.
4) All abatements must be investigated and a recommendation presented by
the County Engineering Department to be reviewed by the County Engineer.
RESOLUTION PROPOSING ACCEPTANCE OF OFFERS TO PURCHASE
SURPLUS REAL PROPERTY
WHEREAS, certain parcels of real property owned jointly by New Hanover County
and the City of Wilmington have been offered for sale pursuant to N.C.G.S.
160A-269; and
WHEREAS, the offerors indicated on the attached list have agreed to pay the
amounts indicated on the attached list for the parcels of real property shown; and
WHEREAS, the property is declared by the County Commissioners to be surplus
and not needed for public purposes; and
WHEREAS, it is in the best public interest and welfare to dispose of this
property in accordance with the negotiated terms and conditions.
NOW, THEREFORE, BE IT RESOLVED:
1. That pursuant to N.C.G.S. 160A-269, the County Commissioners propose to
accept the offers to purchase indicated on the attached list from the offerors
as indicated.
2. That the County of New Hanover and/or the City of Wilmington will retain any
deposit posted by an offeror when:
a. the offer is withdrawn after posting the deposit; or
b. the offeror fails to pay the balance of an approved offer, due in cash,
within ten (10) days of receipt of a notice by certified mail of
availability of the deed of conveyance.
3. That the County of New Hanover reserves the right to reject any and all
offers.
4. That the County of New Hanover will require the offerors to deposit five (5%)
percent of the offered prices immediately following adoption of this
resolution.
5. That the Clerk of the Board of Commissioners will publish a notice of the
offers as required by N.C.G.S. 160A-269.

RESOLUTION ACCEPTING OFFER TO PURCHASE SURPLUS
REAL PROPERTY
WHEREAS, certa~n offers to purchase parcels of real ~roper.ty owned by
New Hanover County and the City of Wilmington have been advertised for upset
bid in compliance with North Carolina General Statute 160A-269 and pursuant
to resolutions adopted by the City Council of the City of Wilmington and the
Board of Commissioners of New Hanover County; and
WHEREAS, there have been no further qualifying upset bids entered for
the property described on the attached list within the statutory period
allowed by North Carolina General Statute 160A-269; and
WHEREAS, the offerors indicated on the attached list have agreed to pay
the amount indicated on the attached list for the parcels of real property
shown thereon; and
WHEREAS, the property is declared by the County Commissioners to be
surplus and not needed for public purposes; and
WHEREAS, it is in the best public interest and welfare to dispose of
this property in accordance with the negotiated terms and conditions.
NOW, THEREFORE, BE IT RESOLVED:
1. That pursuant to N.C.G.S. 160A-269, the County Commissioners do
hereby accept the offers to purchase as indicated on the attached
list from those offerors as indicated.
2. That New Hanover County will retain any deposit posted by offeror
as liquidated damages if the offeror fails to pay the balance of
an approved offer due in cash within ten (10) days of receipt of a
notice by certified mail of availability of the deed of
conveyance.
3. That the Chairman of the Board of Commissioners of New Hanover
County be and is hereby authorized to execute a deed without
warranties to the offerors as designated on the attached list.

A PRIVATE DRIVE (EASEMENT)
ORDINANCE

It appearing to the Board of County Commissioners of New
Hanover County that consideration has been given to the naming of
a private drive (easement), located in Federal Point Township
approximately 300 feet south of the Carolina Beach Road/Chimney
Lane intersection commencing from said point east for a distance
of 3,000 feet and duly recorded in Map Book 27, Page 21 of the
New Hanover County Registry and it further appearing that a
public hearing was held on Monday, February 15,1988 at which time
all persons were heard on the question of whether or not the
naming would be in the public interest, and it further appearing
that notice of said hearing was transmitted to all resident
owners and prominently posted in at least two (2) locations along
said road, and published in the Star News local newspaper, and
the Board of County Commissioners is of the opinion that said
road (easement) in New Hanover County should be named and the
naming of same is in the public interest, the description of
which is delineated on the attached exhibit.
NOW, THEREFORE, IT IS ORDAINED AND DECREED that the above
described easement is hereby named Hill Valley' Walk.
IT IS FURTHER ORDERED that a copy of this ordinance be
recorded in the office of the Register of Deeds of New Hanover
County, North Carolina, and that notice of the action taken by
the Board of County Commissioners be transmitted to the
postmaster having jurisdiction over the road, the North Carolina
Board of Transportation and to any city within five (5) miles of
said road in accordance with N.C. General Statute 153A~240.

NEW HANOVER COUNTY AIRPORT COMMISSION
Policy Statement
Out of town travel shall be approved for any Airport
Commissioner engaged in airport business upon authorization by
simple majority vote of the Airport Commission.
Airport Commissioners will use reasonable and prudent
business judgment concerning such expenses. Voting authorization
may be obtained retroactively, if approved by the Commission
Chairman, for those instances of a time critical nature when
authority cannot wait for a regularly scheduled Commission
meeting.
This policy to be effective November 1, 1987.

citizens of New Hanover County have the basic food necessary for
a productive and satisfying life, and
WHEREAS the Food Bank of the Lower Cape Fear, a
nonprofit agency, is dedicated to the gathering and distribution
of food to agencies which provide meals and sustenance to the
hungry in New Hanover County, and
WHEREAS many of the public-spirited citizens of New
Hanover County give of their time and of their means through
contributions, to assist the Food Bank of the Lower Cape Fear in
its mission to relieve hunger in our County, and
WHEREAS since assuming responsibility for the USDA
surplus food distribution in March 1987, the Food Bank of the
Lower Cape Fear has distributed over 430,000 pounds of food, and
WHEREAS during 1987 the Food Bank of the Lower Cape
Fear has distributed more than 110,000 pounds of food to agencies
which provide meals -for the hungry, and
WHEREAS the Food Bank of the Lower Cape Fear provides,
at no charge, storage and distribution space for Mother Hubbard's
Cupboard, an organization comprised totally of volunteers from
church groups in our County, which has as its mission the
collection and distribution of food at no charge to needy
families and individuals, which Cupboard has provided food for
over 100,000 meals, and

WHEREAS the New Hanover County Board of Commissioners
desires to commend both the Food Bank of the Lower Cape Fear and
Mother Hubbard's Cupboard for their efforts in behalf of the
hungry in New Hanover County, and
WHEREAS the New Hanover County Board of Commissioners
deems it advisable to encourage and support the work of the Food
Bank of the Lower Cape Fear and Mother Hubbard's Cupboard in
their mission to reduce hunger in our County, and
WHEREAS the New Hanover County Board of Commissioners
also deems it advisable to encourage all citizens of New Hanover
County to involve themselves in this important effort in behalf
of our hungry-as food donors, as volunteers, and as financial
supporters;

NOW, THEREFORE BE IT RESOLVED that the New Hanover
County Board of Commissioners, PROCLAIM the month of March,
1988 a s FOOD BANK OF THE LOWER CAPE FEAR MONTH IN NEW HANOVER
COUNTY
