WHEREAS, ready and accurate identification of developed property is important for the delivery of general County services, for the operation of commercial enterprises, for the response of emergency and public safety vehicles, and for the convenience of the general public; and WHEREAS, a comprehensive and systematic property numbering system is an efficient means of identifying property within the County; and WHEREAS, such a system will promote the health, safety, and welfare of the citizens of New Hanover County. THEREFORE, it further appearing that a public hearing was held on the 21st day of March, 1988, at which time all persons were heard on the question of whether or not assigning house numbers would be in the public interest, and it further appearing that notice of said hearing was prominently posted in at least two (2) locations along said street, that notice of the time, place and subject matter of the hearing was prominently posted at the County Courthouse, and published in a newspaper of general circulation in the County. NOTICE OF PUBLIC HEARING ADDRESS ASSIGNMENTS ON SOUTH COLLEGE ROAD (HWY 132) ~ The Board of Commissioners of New Hanover County will consider the assignment of house/business numbers on South College Road (HWY 132) located in Masonboro Township from the southern Corporate Limits of Wilmington south to its intersection with" Carolina Beach Road (Hwy. 421). Date: Monday, March 21, 1988 Place: County Administration Building (Assembly Room) 320 Chestnut Street Time: 9:00 a.m. or as soon thereafter as possible For further information, please contact the County Planning Department, 320 Chestnut Street, Wilmington, NC; phone 341-7165.. House/Property Numbering South College Road (Hwy. 132) APPLICANT: New Hanover County Planning Department REQU~ST: To assign - reassign house and business numbers to properties along South College Road (Hwy. 132) from the southern corporate limits of Wilmington south to its intersection with Carolina Beach Road (Hwy 421). Said area is located in Masonboro Township (see attached map) . ANALYSIS: A field and research examination reveals that the above referenced area has had house/business property numbering assigned that is inconsistant with the County's Comprehensive and Systematic Numbering System and does not adequately tie-in with the City's numbering scheme. The County's numbering system is a ready and accurate identification of developed property. This is important for the delivery of general County services, response of emergency and safety vehicles and thp convenience of the general public. Approximately twenty (20) property owners will be affected. An April 25, 1988 effective date for such a change is scheduled. NOTIFICATION: Property owners and agencies - March 10, 1988 Star News advertisement - March 11, 1988 Area posted and courthouse - March 11, 1988 RECOMMENDATION: Planning Staff recommends approval.
