WHEREAS, New Hanover County and the City of Wilmington have
entered into a joint interlocal agreement to develop a Management
and Planning System (MAPS) to automate our land records system
and;
WHEREAS, MAPS will be financed over a period of five years
with a lease purchase arrangement,
NOW, THEREFORE, BE IT RESOLVED, that the Board of County
Commissioners hereby gives its unanimous approval of New Hanover
County's 1988-89 Land Records management Grant Application for
$183,940 in matching funds to assist in the automation of our
land records system.

MEMORANDUM OF AGREEMENT
BETWEEN

NEW HANOVER COUNTY EMERGENCY MEDICAL SERVICE
AND
THE DEPARTMENT OF THE AIR FORCE
1. Background information. Fort Fisher Air Force Station, North Carolina,
will cease to be operated as a radar installation by the Air Force on
'30 June 1988. After that date, Fort Fisher will be converted to a Recreation/
,Conference Center and a training center for the North Carolina Army National
Guard. The Ai r Force wi 11 thereafter no longer provi de ambul ance or medi ca 1
service for Fort Fisher. The purpose of this agreement is to arrange for ambu-
lance service by the New Hanover County Emergency Medical Service, and to set
forth the-terms and conditions of that protection.
2. The New Hanover County Emergency Medical Service agrees to provide
emergency/ambulance services to Fort Fisher and to individuals present on Fort
Fisher, to the same extent it provides such service to any private citizen.
3. In consideration of said agreement to provide ambulance service, the
Department of the Ai r Force agrees to permit personnel assi gned to the New
Hanover County Emergency Medical Service access to Fort Fisher and to buildings
located there, to the full extent permitted under applicable laws and regula-
tions.

4. Emergencies. The parties agree that any of the terms of this agreement may
be suspended or waived if the parties mutually agree that the exigencies in a
given instance necessitate it.
5. All equipment used by the New Hanover County Emergency Medical Service in
carrying out this agreement will, at the time of action hereunder, be owned by
it; and all personnel act i ng for New Hanover County Emergency Medi ca 1 Servi ce
under this agreement will, at the time of such action, be an employee or volun-
teer member of the New Hanover County Emergency Medical Service. This agree-
ment is in no way intended to create any obligation for payment of monies
between the parties.

6. Expiration. This agreement will continue in full force and effect until
terminated by either party. Any party exercising such right to terminate this
agreement must do so by providing written notice of such termination to the
other party.

Section 3. All appropriations shall firstly be paid from revenues restricted
as to use and secondly from general unrestricted revenues.
Section 4. The Superintendent is hereby authorized to transfer appropriations
within a fund under the following conditions:
a. He may transfer amounts between sub functions and objects of expenditure
within a function without limitations, and without a report to the
Board of Education being required.
b. He may transfer amounts not to exceed $1,000 between functions of
the same fund with a report on such transfers being required at the
next meeting of this Board of Education.
c. He may not transfer any amounts between funds nor from any contingency
appropriation within a fund.
Section 5. Copies of the Budget Resolution shall be immediately furnished to
the Superintendent and School Finance Officer for direction in carrying out their
duties.

IN THE MATTER OF ASSIGNING
STREET HOUSE NUMBERS
It appearing to the Board of County Commissioners of New
Hanover County that consideration has been given to the
assignment of house numbers on Castle Hayne Road (Hwy 117),
located in Cape Fear Township (Map attached) numerical range
3000-6500 respectively.
WHEREAS, ready and accurate identification of developed
property is important for the delivery of general County
services, for the operation of commercial enterprises, for the
response of emergency and public safety vehicles, and for the
convenience of the general public; and
WHEREAS, a comprehensive and systematic property numbering
system is an efficient means of identifying property within the
County; and
WHEREAS, such a system will promote the health, safety, and
welfare of the citizens of New Hanover County.
THEREFORE, it further appearing that a public hearing was
held on the 20th day of June, 1988, at which time all persons
were heard on the question of whether or not assigning house
numbers would be in the public interest, and it further appearing
that notice of said hearing was prominently posted in at least
two (2) locations along said street, that notice of the time,
place and subject matter of the hearing was prominently posted at
the County Courthouse, and published in a newspaper of general
circulation in the County.

NOW, THEREFORE, it is ordained and decreed that the above
House Number Assignment be made.
It is further ordered that a copy of this ordinance be
transmitted to the postmaster having jurisdiction over the road,
to the Board of Transportation, Sheriff's 911 dispatcher an~ to
any city within five miles of said road in accordance with N. C.
General Statutes 153A-240.

APPLICANT:
New Hanover County Planning Department
REQUEST:
To assign/reassign house and business numbers along Castle
Hayne Road (Hwy 117) from the northern corporate limits of
Wilmington extending north to its intersection with Holland Drive
to its intersection with the Pender County line. Said area is
located in Cape 'Fear Township (See attached map).
A field and research examination reveals that the
above-referenced areas have been assigned house and business
property numbering that is inconsistent with the County's
Comprehensive and systematic Numbering System. The County's
numbering system is a ready and accurate identification for
developed property. Delivery of general County services,
response of emergency and safety vehicles and the convenience of
the general public depends on an accurate system of
identification. Approximately 183 property owners will be
affected. This change will take place on July 25, 1988.
