It appearing to the Board of County Commissioners of New
Hanover County that consideration has been given to the renaming
of Central Avenue, located in Federal Point Township
approximately 1,300 feet south of the Carolina Beach/South
Seabreeze Road intersection, commencing from said point east for
a distance of 2,000 feet; thence 350 feet north to a 100 foot
access easement; thence 300 feet north of remaining right-of-way
to its intersection with South Seabreeze Road and duly recorded
as a portion of Plat Book 14, Page 12 of the New Hanover County
Registry and it further appearing that a public hearing was held
on Tuesday, July 5, 1988, at which time all persons were heard on
the question of whether or not the naming would be in the public
interest, and it further appearing that notice of said hearing
was transmitted to all resident owners and prominently posted in
at least two (2) locations along said road, and published in the
Star News local newspaper, and the Board of County Commissioners
is of the opinion that said road in New Hanover County should be
renamed and the renaming of same is in the public interest, the
description of which is delineated on the attached exhibit.
NOW, THEREFORE, IT IS ORDAINED AND DECREED that the above
described easement is hereby named Roscoe Freeman Avenue.
IT IS FURTHER ORDERED that a copy of this ordinance be
recorded in the office of the Register of Deeds of New Hanover
County, North Carolina, and that notice of the action taken by
the Board of County Commissioners be transmitted to the
postmaster having jurisdiction over the road, the North Carolina
Board of Transportation and to any city within five (5) miles of
said road in accordance with N.C. General Statute 153A ~240.

AN ORDINANCE OF THE COUNTY OF
NEW HANOVER, NORTH CAROLINA AMENDING THE
ZONING ORDINANCE OF
NEW HANOVER COUNTY ADOPTED
OCTOBER 6, 1969
THE BOARD OF COMMISSIONERS OF NEW HANOVER COUNTY DOTH ORDAIN:
Section 1. That the Zoning Ordinance of the County of New
Hanover adopted October 6, 1969, as amended be and the same is
hereby amended as follows:
MODIFY 53.5-2, Subsection (4) Fringe Use Area as follows:

To insure compatibility with adjoining land uses, a fringe I~ /
use area, two hundred (200) feet in width, shall be established
along the exterior property lines of the PD District only where
the exterior lines of the PD District are adjacent to residential
uses and/or platted residential lots. If the exterior property
line of the PD district is not adjacent to residential uses
and/or platted residential lots, then no fringe use area will be
required. . If a fringe use area is required, only residential
uses or open space may be permitted within that fringe area. The
maximum building height.....
Section 2. Any ordinance or part of any ordinance in
conflict with this ordinance, to the extent of such conflict is
hereby repealed.
Section 3. This ordinance is adopted in the interest of
public health, safety, morals, and general welfare of the
inhabitants of the County of New Hanover, North Carolina, and
shall be in full force and effect from and after its adoption.

SOLID WASTE DISPOSAL BONDS OF THE COUNTY OF NEW HANOVER"
WHEREAS, the Board of Commissioners of the County
of New Hanover deems it advisable to make the improvements
hereinafter described; and
WHEREA~, the Board has caused to be filed with the
Secretary of the Local Government Commission of North
Carolina an application for Commission approval of .the bonds
hereinafter described as required by The Local Government
Finance Act, and the Secretary of the Local Government
commission has notified the Board that the application has
been filed and accepted for submission to the Local
Government Commission; NOW, THEREFORE,
BE IT ORDERED by the Board of Commissioners of the

Section 2. In order to raise the money required to
pay capital costs of providing the improvements as set forth
above, in addition to any funds which may be made available

for such purpose from any other sources, bonds of the County
of New Hanover are hereby authorized and shall be issued
pursuant to The Local Government Finance Act of North
Carolina. The maximum aggregate principal amount of said
bonds authorized by this bond order shall be $27,500,000.
section 3. A tax sufficient to pay the principal
of and interest on said bonds when due shall be annually
levied and collected. The revenues of the facilities
hereinbefore described may be pledged to the payment of the
interest on and principal of said bonds if and to the extent
that the Board shall hereafter determine by resolution prior
to the issuance of said bonds. In such event, the, tax to pay
the principal of and interest on said bonds may be reduced by
the amount of such revenues available for the payment of such
principal and interest.
section 4. A sworn statement of the County's debt
has been filed with the Clerk of the Board of Commissioners
and is open to public inspection.

approved by the voters of the County at a referendum.

WHEREAS, the bond order enti tled, "BOND ORDER

meeting of the Board of Commissioners of New Hanover County held
on July 5, 1988 and the Board desires to provide for the holding
of a public hearing thereon and the submission of a statement of
debt in connection therewith as required by The Local Government
Bond Act;
NOW, THEREFORE BE IT RESOLVED by the Board of
Commissioners of New Hanover County, as follows:
(1) The public hearing upon said bond order shall be
held on the 1st day of August, 1988 at 7:00 o'clock, P.M., at New
Hanover County Administration Building, 320 Chestnut Street, in
Wilmington, North Carolina.
(2) The Clerk of the Board of Commissioners is hereby
directed to cause a copy of the bond order to be published with a
notice of such hearing in the form prescribed by law in a
qualified newspaper no fewer than six days prior to such public
hearing.
(3) The County's Finance Officer is hereby
directed to file with the Clerk of the Board of Commissioners
prior to publication of the bond order with the notice of
such public hearing, a statement setting forth the debt
incurred or to be incurred, the appraised value of property
subject to taxation by the County and the net debt of the

assignment of house number~ on North Seabreeze Rd. (block range
800-1000); South Seabreeze Rd. (block range 800-1100); Roscoe
Freeman Ave. (block range 800-1000); Scout Camp Hatila Rd. (block
range 7600); Burnett Road. (block range 1200-1500); Silver Ave.
(block range 1400); Gold Ave. (block range 7300); Coastal Ave.

WHEREAS, ready and accurate identification of developed
property is important for the delivery of general County

system is an efficient meahs of identifying property within the
County; and
WHEREAS, such a system will promote the health, safety, and
welfare of the citizens of New Hanover County.

Applicant: New Hanover County Planning Department on behalf
of the Wilmington Postal Service
Request: This request is in response to the.... Wilmington Postal
Service's desire to overhaul the current rural route system
on the above-stated roads. To prevent two address changes
by the property owners; the Planning staff has accommodated
the Postal Services' request.
Location: The above-referenced roads are located in southeastern
New Hanover County ( Seabreeze Community and Inlet Point
area) on the east side of Carolina Beach Road. All roads
are within Federal Point township (see attached map).
Analysis: Afield examination reveals that all eight (8) roads
are predominately rural route and box numbers. The County's
numbering system is a ready and accurate identification for
developed property~ This is important for the delivery of
general County services, response of emergency and safety
vehicles and the convenience of the general public.
Approximately eighty-three (83 property owners will be
affected. An August 8, 1988, effective date for this change
is scheduled. '

RESOLUTION AUTHORIZING EXECUTION OF QUITCLAIM
DEED TO SURPLUS PROPERTY
WHEREAS, the City of Wilmington and New Hanover County own jointly
certain tracts or parcels of land more particularly identified in the
attachments hereto; and
WHEREAS, the City of Wilmington has received and approved a request
from Wilmington Housing Finance and Development, Inc., a non-profit North
Carolina corporation, to option the several tracts or parcels more
particularly identified in the attachments hereto for a period of six
months; and
WHEREAS, the purpose for which the option is given is to provide an
opportunity for persons who might not otherwise be able to afford housing
the ability to purchase the optioned lots from $1.00 and to use the equity
therein as the downpayment usually required by mortgage lenders; and
WHEREAS, the City of Wilmington is desirous of securing a quitclaim
deed from New Hanover County for the respective interest which it has in and
to the properties identified in the attachments hereto; and
WHEREAS, the Board of Commissioners of New Hanover County believes that
the implementation will be very beneficial in creating more urban in-fill
development on the lots or parcels of property more particularly identified
in the attachments hereto; and
WHEREAS, the Board of Commissioners of New Hanover County believes that
it is in the best public interest to quitclaim its interest in and to the
properties identified in the attachments hereto for the purposes stated
herein.
NOW, THEREFORE, BE IT RESOLVED THAT:
1) The Board of Commissioners of New Hanover County hereby declar~s the
tracts or parcels of land identified in the attachments hereto to be
surplus and not needed for public use.
2) The Chairman of the Board of Commissioners of New Hanover County be and
is hereby authorized to execute a deed conveying any interest which New
Hanover County has in and to the aforementioned properties to the City
of Wilmington.

WHEREAS, the Board of Commissioners of New Hanover County
adopted a resolution on January 20, 1986 proposing to accept an
offer to purchase from the offerers named in the attachment to the
resolution; and
