RESOLUTION PROPOSING ACCEPTANCE OF OFFERS TO PURCHASE
SURPLUS REAL PROPERTY
WHEREAS, certain parcels of real property owned jointly by New Hanover County
and the City of Wilmington have been offered for sale pursuant to N.C.G.S.
160A-269; and
WHEREAS, the offeror indicated on the attachE!d list has agreed to pay the
price indicated on the attached list for the parcE!l of real property shown; and
WHEREAS, the property is declared by the County Commissioners to be surplus
and not needed for public purposes; and
WHEREAS, it is in the best public interest and welfare to dispose of this
property in accordance with the negotiated terms and conditions.
NOW, THEREFORE, BE IT RESOLVED:
1. That pursuant to N.C.G.S. 160A-269, the County Commissioners propose to
accept the offers to purchase indicated on the attached list from the offeror
as indicated.
2. That the County of New Hanover and/or the City of Wilmington will retain any
deposit posted by an offeror when:
a. the offer is withdrawn after posting thE! deposit; or
b. the offeror fails to pay the balance of an approved offer, due in cas~,
within ten (10) days of receipt of a notice by certified mail of
availability of the deed of conveyance.
3. That the County of New Hanover reserves the t'ight to reject any and all
offers.
4. That the County ~f New Hanover will require the offeror to deposit five (5%)
percent of the offered prices immediately following adoption of this
resolution.
5. That the Clerk of the Board of Commissioners will publish a notice of the
offer as required by N.C.G.S. 160A-269.

Sewer System
Kelly plumbing Company - Change order 1 in the amount of
$20,000 - Kelly Plumbing is the company that the county uses to
install water meters for billing purposes on the sewer system.
Their services were obtained by the bid process. The change
order provides funds to continue meter installation on a unit
price basis.

J.J. Barnes - Change order 2 in the amount of $752.00 reduction
is the contract amount. This is an adjustment in work scope
when the exterior plaster soffit at the holdroom was deleted
from the terminal building contract. This work will be done in
a later contract to avoid conflicts with work to be done at a
later date.
Reagan Electric - Change order 1 in the amount of $815.00
reduction in the contract amount. Conduit work and boxes have
been deleted from this contract. This work will be done in
future contracts to avoid conflicts with future work.

Miller Building - Change order 9 with no change in contract
amount. The work scope has been modified during the project
adding work items to complete the sections of the building 'or
to avoid conflicts with future work. Work has also been
deleted to avoid conflicts with future work. The amounts
involved negated each other.
Miller Building Change order 10 with an increase of
$26,373.00. $2,200 covers the addition of safety barricades
using angle posts and wire cabling around the balcony for
safety purposes. The balance of the change order is due to the
Federal Wage Rate Schedule that was used in the bid process was
not current. The adjustment to the levels required in the
current schedule caused the increase. Projects using federal
funds must adhere to the schedule.

Explanation of Proposed Amendments to Museum Board of Trustees
By-Laws
Under housekeeping amendments, Article V, 1., Powers and Duties of
the Board of Trustees, mentions an "Artifact Acquisition Policy."
The official name of the document is "Collection Policy."

Article V, Committees, delete the Legal Committee. Legal
assistance is available through the County Attorney's Office.

Because the New Hanover County Museum Foundation, Inc., is the
primary public relations and fund-raising entity assiciated with
the museum, we recommend that the Public Relations Committee be
assigned a chairman, and other members be appointed only as needed.
The Education Committee, created in the fall of 1985, should be
listed among the standing committees.
