OF THE
BOARD OF COUNTY COMMISSIONERS
OF
NEW HANOVER COUNTY
WHEREAS, after due advertisement, bids wp.re received and publicly
opened by Centralized Purchasing at 3:00 o'clock p.m. on the 20th day of May
1987 at City Hall, 102 North 3rd Street, Wilmington, North Carolina, and the
following bids were received for a Trailer Mounted Water Jet Cleaner:

AND WHEREAS, Centralized Purchas ing, the Engineering Departm'ent, the
Finance Director and the County Manager recommend that the contract be
awarded to Public Works Equipment & Supply Co., Monroe, N. C., thp. lowest
responsible bidder, in the amount of Sixteen Thousand Five Hundred Sixty
Two Dollars and Seventy Cents ($16,562.70);
AND WHEREAS, funds have been previously appropriated and are now in
Account No. 800-470-6400 to cover this contract;

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commlssioners of
New Hanover County that the contract for a Trailer Mounted Water Jet Cleaner
be awarded to Public Works Equipment & Supply Co., Monroe, N. C., in the
amount of Sixteen Thousand Five Hundred Sixty Two Dollars and Seventy Cents
($16,562.70); and that the Chairman of the Board of County C0111111issioners or
the County Manager is hereby authorized and directed to execute the contract
on behalf of New Hanover County, contract form to be approved by the County
Attorney and bid deposit to be retained until the successful bidder has
executed and delivered the contract and, if required, satisfactory bond.
BE IT FURTHER RESOLVED that the Purchasing Agent is hereby authorized
to return to bid deposits of the unsuccessful bidders.

RESOLUTION AUTHORIZING PRIVATE SALE OF TAX
FORECLOSED PROPERTY
WHEREAS, New Hanover County and the City of Wilmington own a tract or
parcel of land located at 510 Swann Street more particularly identified
herein by virtue of that deed dated September 30, 1986 and recorded in Book
1345 at Page 1524 of the New Hanover County Registry; and
WHEREAS, New Hanover County and the City of Wilmington acquired their
respective interests in the property identified herein pursuant to a
foreclosure sale for non-payment of delinquent property taxes conducted by
the Sheriff of New Hanover County on July 21, 1986; and
WHEREAS, Ernest Johnson was named as judgment debtor in the tax
foreclosure action referred to herein; and
WHEREAS, Ernest Johnson and his wife, Mabel Johnson, died leaving no
surviving children; and
WHEREAS, Susie A. (Boykin) Chestnut is a surviving heir at law of Ernest
Johnson and has offered the sum of $),132.25 to repurchase this property at
private sale pursuant to N.C.G.S. 105-376(c).
WHEREAS, the Board of Commissioners of New Hanover County believes that

it is in the best public interest to approve a private sale to Susie A.
(Boykin) Chestnut as heir at law of Ernest Johnson pursuant to N.C.G.S.
105-376(c).
NOW, THEREFORE, BE IT RESOLVED THAT:
1) The Board of Commissioners of New Hanover County hereby approves a
private sale of a 50.2 percent undivided interest by Susie A.
Chestnut for the property more particularly identified as follows,
for the sum of $1,132.25, to wit:
Beginning at a point in the Southern line of Swann
Street 150 feet Westwardly from the Southwestern
intersection of Swann and Sixth Streets and runs thence
Southwardly and parallel with Sixth Street 50 feet and
2 inches; thence Westwardly and parallel with Swann
Street 25 feet more or less to the Hilton Line; thence along
the Hilton line Northwestwardly about 60 feet to Swann
Street; thence Eastwardly along the Southern line of Swann
Street 45 feet more or less to the Beginning, the same being
part of Lot 1 Block 307 according to the official plan of
said City of Wilmington. Being the same property conveyed
to David R. Jones by John E. Taylor and wife, Eliza G.
Taylor March 14, 1911 in Book 64 Page 135; Being the same
property devised to Sarah A. Johnson by David R. Jones as
recorded in Will Book J Page 532; Being the same property
devised to Ernest Johnson by Sarah A. Johnson as recorded in
Will Book S Page 105. Subject to an 8 foot conflict with
Map No. 4809-032 020.000.

section 12: There is hereby levied in the General Fund
for the fiscal year ending June 30, 1988, the rate of $ .7l on each
one hundred dollars ($100.00) assessed valuation of taxable property
as listed as of January 1, 1987, for the purpose of raising the reve-
nues from the current year's property tax as set forth in the fore-
going appropriations.
Such rate is based on an estimated total appraised value
of property for the purpose of taxation of $ 4,486,000,000 with an
assessment ratio of 100% of appraised value. Estimated collection
rate of 97.5% is based on fiscal year 1986-87 collection rate of 97.5%.
section l3: Copies of this Budget Ordinance shall be fur-
nished to the County Man~ger and the County Finance Director of New
Hanover County, North Carolina, to be kept on file by them for their
direction in the collection of revenues and the expenditures of
amounts appropriated.

BE IT ORDAINED by the Board of Commissioners of New
Hanover County, North Carolina, in regular session assembled:
Section 1: The following amount is hereby appropriated
for the operation of New Hanover County Special Fire District and
its activities for the fiscal year beginning July 1, 1987, and
ending June 30, 1988:

Such rate is based on an estimated total appraised

It appearing to the Board of County Commissioners of New
Hanover County that consideration has been given to the naming
a private road (easement), located in Harnett Township
approximately 1,400' west of DarbyfGreenville Loop Road
intersection commencing from said point north, northeast for a
distance of 2,300' to termination and duly recorded as part of
Plat Book 26, Page 43 et al and it further appearing that a
public hearing was held on Monday, June l5, 1987 at which time
all persons were heard on the question of whether or not the
naming would be in the public interest, and it further appearing
that notice of said hearing was transmitted to all resident
owners and prominently posted in at least two (2) locations along
said road, and published in the Star News local newspaper, and
the Board of County Commissioners is of the opinion that said
private road in New Hanover County should be named and the naming
of same is in the public interest, the description of which is
delineated on the attached exhibit.
NOW, THEREFORE, IT IS ORDAINED AND DECREED that the above
described road is hereby named Woodland Trace.
IT IS FURTHER ORDERED that a copy of this ordinance be
recorded in the office of the Register of Deeds of New Hanover
County, North Carolina, and that notice of the action taken by
the Board of County Commissioners be transmitted to the
postmaster having jurisdiction over the road, the North Carolina
Board of Transportation ,and to any city within five (5) miles of
said road in accordance with N.C. General Statute l53-240.
of June, 1987.
