WHEREAS, New Hanover County is a body politic and
corporate, created in 1729; and
WHEREAS, New Hanover County is a defined
geographic subdivision of the State of North Carolina; and
WHEREAS, New Hanover County serves state purposes
and performs state functions; and
WHEREAS, New Hanover County also serves the
particular needs of its inhabitants through a variety of
local programs and services; and
WHEREAS, the government of New Hanover County
affects the lives of all the citizens; and
WHEREAS, the citizens of New Hanover County will
benefit from an increased understanding of county
government.
NOW, THEREFORE, BE IT RESOLVED: That the Board of
Commissioners of New Hanover County does hereby proclaim,
February 23-28, 1986, as "County Government Week," in
cooperation with counties throughout North Carolina, and
encourages its citizens to participate in the activities
being offered during this observance.

RESOLUTION ACCEPTING OFFER TO PURCHASE SURPLUS
REAL PROPERTY
.'
WHEREAS, certain offers to purchase parcels of real property owned by
New Hanover County and the City of Wilmington have been advertised for upset
bid in compliance with North Carolina General Statute 160A-269 and pursuant
to resolutions adopted by the City Council of the City of Wilmington and the
Board of Commissioners of New Hanover County; and
WHEREAS, there have been no further qualifying upset bids entered for
the property described on the attached list within the statutory period
allowed by North Carolina General Statute 160A-269; and
WHEREAS, the offerors indicated on the attached list have agreed to pay
the amount indicated on the attached list for those parcels of real property
shown thereon; and
WHEREAS, the property is declared by the County Commissioners to be
surplus and not needed for public purposes; and
WHEREAS, it is in the best public interest and welfare to dispose of
this property in accordance with the negotiated terms and conditions.
NOW, THEREFORE, BE IT RESOLVED:
1. That pursuant to N.C.G.S. 160A-269, the County Commissioners do
heraby accept offers to purchase as indicated on the attached list
from the offerors as indicated.
2. That New Hanover County will retain any deposit posted by offeror
as liquidated damages if the offeror fails to pay the balance of
an approved offer due in cash within ten (10) days of receipt of a
notice by certified mail of availability of the ~eed of
conveyance.
3. That the Chairman of the Board of Commissioners of New Hanover
County be and is hereby authorized to execute a deed without
warranties to the offerors as designated on the attached list.,

RESOLUTION
OF THE
NEW HANOVER COUNTY
BOARD OF COUNTY COMMISSIONERS
WHEREAS G. S. 105-275 includes an exclusion of the
following property from the tax base:
Tangible personal property that has
been imported from a foreign country
through a North Carolina seaport ter-
minal and which is stored at such a
terminal while awaiting further ship-
ment for the first twelve (12) months
of such storage. (The purpose of this
classification is to encourage the
development of the ports of this State.)
WHEREAS the Board of Commissioners desires to adopt a
specific interpretation of "seaport terminal", so as to provide
guidance to port-dependent businesses seeking to locate in New
Hanover County;
NOW, THEREFORE, BE IT RESOLVED as follows:
New Hanover County's "seaport terminal" is defined as
all those lands zoned by a municipality or county to accommodate
water transportation or warehousing facilities; provided such
lands are also located within an area described as follows:
BEGINNING at a point where the Cape Fear River
intersects the Pender/New Hanover line; pro-
ceeding thence southerly along the western
boundary of New Hanover County to the point
where said boundary touches Federal Point
township; thence to U. S. 421 and then north-
erly along U. S. 421 to a point where U.S.421
intersects N.C. 133; thence northerly along
N. C. 133/N. C. 117 to its intersection with
the Northeast Cape Fear River; thence west-
wardly along the course of the Northease Cape
Fear River to a point on said river intersect-
ing the New Hanover/Pender County line des-
cribed in map by Robert Goslee recorded at Map
Book , Page of the New Hanover County
