2007-07-23 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 3 REGULAR MEETING, JULY 23, 2007 PAGE 238 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, July 23, 2007, at 11:11 a.m. in the Human Resources Training Center, New Hanover County Government Center, 230 Government Center Drive, Suite 135, Wilmington, North Carolina. Members present were: District Chairman William A. Kopp, Jr.; District Vice-Chairman Robert G. Greer; District Commissioner William A. Caster; District Commissioner Ted Davis, Jr.; District Commissioner Nancy H. Pritchett; County Attorney Wanda M. Copley; Clerk to the District Board Sheila L. Schult and County Manager Bruce T. Shell. NON-AGENDA ITEMS District Chairman Kopp announced that time had been reserved for anyone from the public to present an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes. No items were presented. APPROVAL OF MINUTES District Chairman Kopp called for a motion to approve the minutes of the Water and Sewer District Regular Meeting held on July 9, 2007, as presented by the Clerk to the District Board. Motion: District Commissioner Caster MOVED, SECONDED by District Vice-Chairman Greer, to approve the minutes of the Water and Sewer District Regular Meeting held on July 9, 2007, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. ADDITIONAL ITEMS APPROVAL OF EXPEDITING OGDEN PARK AREA WELL SITES M AND N AND ADOPTION OF BUDGET ORDINANCE AMENDMENT Interim County Engineer Dennis Ihnat reported that sealed bids for improvements to the County's water system known as Well Field and Water Treatment - Southern Well Drilling Project are due on August 14, 2007. The project consists of construction of seven potable water production wells and seven observation wells. There are three production wells and three observation wells in this project that are designed and permitted to be installed at Ogden Park with the well sites designated as M, N, and O in the Project. The County is experiencing significant growth and water conservation issues in the Ogden area and staff would like to fast track two of these well sites in order to increase system capacity and help alleviate irrigation issues next spring. Staff would like to begin working on this project as soon as possible and is requesting the District Board approve awarding the construction of wells M and N to the lowest responsible bidder and adopt budget ordinance amendment 2008-09 for construction and construction administration. District Chairman Kopp requested direction from the Board. District Vice-Chairman Greer, referencing a letter dated July 20, 2007 from WK Dickson to Interim County Engineer Ihnat, requested clarification if each well will be capable of providing at least 250,000 to 300,000 gallons per day from the Pee Dee Aquifer. Interim County Engineer Ihnat responded that it is his understanding that this is the production capacity that the County will gain through each well. District Commissioner Davis confirmed with Mr. Dawson that his firm does not have any concerns with expediting the two well sites. NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 3 REGULAR MEETING, JULY 23, 2007 PAGE 239 In response to Board questions, Mr. Dawson confirmed that they continue to monitor the three proposed routes for the Military Cutoff Extension, reporting that so far, there are no proposed well sites that will need to be moved. In response to Board questions, City of Wilmington Senior Transportation Planner Mike Kozlosky reported that there are two alternative routes being considered by NCDOT for the Military Cutoff Extension with a proposed funding date of 2012 with funding for the purchase of right-a-ways in the amount of $18.1 million. District Vice-Chairman Greer voiced his concern that the Military Cutoff Extension be elevated as it passes through Ogden Park as previously endorsed by the Board. He suggested writing a letter to the North Carolina Department of Transportation reiterating that the Board endorses the plan that parks roads would remain as is, at grade level, and the Extension would be elevated as it passed through the park. Motion: District Commissioner Caster MOVED, SECONDED by District Vice-Chairman Greer, to approve awarding the bid to the lowest responsible bidder for the installation of wells M and N in the Ogden Park area and adopt budget ordinance amendment 2008-09 for costs associated with construction and construction administration. Upon vote, the MOTION CARRIED UNANIMOUSLY. A copy of the Budget Ordinance Amendment is hereby incorporated as a part of the minutes and is contained in Water and Sewer Exhibit Book 3, Page 16. UPDATE ON VINEYARD WEST WATER LINE EXTENSION PROJECT In response to a question by District Vice-Chairman Greer, County Manager Bruce Shell confirmed that NCDOT is expediting the encroachment permits needed for the Vineyard West Water Line Extension Project that was approved by the Board at the July 9, 2007 meeting. The project will move forward as soon as the permits are in place. UPDATE ON BRADLEY CREEK SEWER OUTFALL REHABILITATION Don Safrit, HDR Engineering, presented an update on the Bradley Creek sewer outfall rehabilitation project highlighting the following: ? The spill on July 10, 2007, was caused by a hose slipping from a secondary bypass pump unit; the spill was contained on site and did not reach surface water. ? The spill on July 1, 2007, was caused by a hose slipping from an outfall bypass pump station connection to a main 18 inch bypass line; about 100 gallons reached surface water. At that time, routine checks of the project were increased. ? The spill on July 1, 2007, was caused by a hose slipping from a secondary bypass pump unit near Wrightsville Avenue; the spill was large enough to require water quality monitoring. ? Staff has met with the Division of Water Quality staff to review water quality reports. ? Prior to the resumption of the project: ? Existing bypass system will be relocated downstream resulting in fewer driveway crossings and outfall bypass pump stations; flexible pipe has been eliminated and replaced with flanged connections and higher pressure rated piping; and the main bypass pump station has been located further away from surface waters. ? Before resumption of the project a revised bypass plan must be submitted for review and approval by HDR Engineering with a pressure test being completed to the entire system, pressure gauges will be installed and attendant monitoring 24/7 will be required until the bypass system is taken off-line. ? The expected date to resume work is in the next week or two with an additional two to three weeks of work left. District Commissioner Davis confirmed with County Attorney Copley that there are no liability issues pending. NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 3 REGULAR MEETING, JULY 23, 2007 PAGE 240 Mr. Safrit reported that the contract document states that the contractor will be responsible for any fines assessed against the County. In conclusion, Mr. Safrit reported that before the project began, over 500 notification letters were sent to surrounding property owners and a public meeting was held. After the third spill, staff went door to door informing the public on the clean-up efforts. In response to questions by District Vice-Chairman Greer, Assistant County Manager Dave Weaver reported that the current water quality reports provided by Mr. Safrit, from the third spill, show levels close to past reports conducted by UNC-W.
