Review and Approval of November Meeting Notes All
November minutes were not included so could not be
approved by the board and will be included at the next
meeting.
Director's Report Kathy Stoute
See attached report by Kathy.
CSR Recidivism rates are:
From July-December 79 youth were served, 8 had
new charges and 71 (90%) did not have new
charges.
Post 1 year, 42 youth were served, 6 had new charges
and 36 (86%) did not have new charges.
Discussed if CSR services could be used as a resource for
schools and discipline problems.
Home based recidivism rates are:
5 youth returned from YDC program, 0 have had new charges
1 youth has completed the program.

Shared with the group a brief version of the presentation
given to potential business work sites and to youth that
participate in the program. Discussed how the community
service and restitution works for each youth. Shared the success
stories of the programs.
See attached for handout presented to the board.

Department/Division Updates
• 96.46%of youth served are Adjudicated/Court Diverted and 3.54%are identified
At Risk—referrals from Teen Court&WPD to CSR
• Division Quarterly Recidivism Reports—CSR Highlighted and Home Based
Family Counseling Component has served five YDC youth with 0%Recidivism
• JPS staff have conducted 18 Suicide Risk Assessments this fiscal year
• JPS staff work with challenging court/legal issues—Raw test data&Competency
• CSR staff and community worksites provide excellent opportunities for youth
especially in Dec&Jan working with Cape Fear Volunteer Organization on MLK
Community Activities
• PDS, Changing Lives Through Literature Program has expanded their age from
serving 16-17 to include through age 19—referrals from Pretrial Release Program
• Administrative Support Technician still on FLMA since 10/12 (3-6 months)
• NC Task Force Report Recommending Consideration on NC General Assembly
Bill to raise juvenile age from 16 to 18
