WHEREAS, the attached petition has been filed with the Board of County
Commissioners of the County of Ne\v Hanover . requesting that the above de-
scribed road, the location of which has been indicated in red on the attached
map, be added to the Secondary Road System; and
WHEREAS, the Board of County Commissioners is of the oplnlon that the
above described road should be added to the Secondary Road System, if the
road meets minimum standards and criteria established by the Division of
Highways of the Department of Transportation for the addition of roads to
the System.
NOW, THEREFORE, be it resolved by the Board of County Commissioners of
the County of New Hanover that the Division of Highways is hereby requested
to review the above described road, and to take over the road for maintenance
if it meets established standards and criteria. 1

The foregoing resolution was duly adopted by the Board of Commissioners of
the County of New Hanover at a meeting on the 21st day of July

RESOLUTION AUTHORIZING GRANT OF EASEMENTS TO THE CITY OF WILMINGTON
FOR UTILITY INSTALLATIONS

WHEREAS, New Hanover County owns two tracts or parcels of land by
virtue of those deeds recorded in Book 162 at Page 162 and Book 1145 at
Page 643 of the New Hanover County Registry; and
WHEREAS, the City of Wilmington has requested a grant of easements
over these two tracts or parcels of and for the purpose of installing
certain public utilities therein, said easements being more particularly
described in the Exhibits "A" and "B" attached hereto and made a part here-
of; and
WHEREAS, the effect .of the conveyance and the associated construction
will not significantly impair continued utilization of the County's facili-
ties which may be located on the respective tracts or parcels of land; and
WHEREAS, the City will exercise due deligence to insure that the tracts
or parcels of land affected will be returned to their original condition
upon completion of the construction activity anticipated; and
WHEREAS, the Board of Con~issioners of New Hanover County believe that
it is in the best interest and welfare to grant unto the City of Wilmington
perpetual easements over the tracts or parcels of land identified in the
Exhibits "A" and "B" attached hereto.
NOW THEREFORE BE IT RESOLVED THAT:
1) The Board of Commissioners of New Hanover County hereby authorize
a grant of perpetual easements to the. City of Wilmington over the
tracts or parcels of land identified in the attached Exhibits "A"
and "B" for the purpose of installing certain public utility lines.
2) The Chairman of the Board of Commissioners be and is hereby authorized

RESOLUTION
OF THE
BOARD OF COUNTY COMMISSIONERS
OF
NEW HANOVER COUNTY
WHEREAS, after due advertisement, bids were received and publicly
opened by Centralized Purchasing at 3:00 o'clock p.m. on the 15th day of
July, 1986 at City Hall, 102 North 3rd Street, Wilmington, North Carolina,
and the following bids were received for a Direct Access Storage Device:
IBM Corporation
$26,600.00
AND WHEREAS, Centralized Purchasing, the Management Information
Systems, the Finance Director and the County Manager recommend that the
contract be awarded to IBM Corporation, Wilmington, N.C., the lowest
responsible bidder, in the amount of Twenty Six Thousand Six Hundred and No
Cents ($26,600.00);
AND WHEREAS, funds have been previously appropriated and are now in
Account No. 110-410-4132-6400 to cover this contract;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
New Hanover County that the contract for a Direct Access Storage Device, Bid
No: NHC 26-686, be awarded to IBM Corp, in the amount of
Twenty Six Thousand Six Hundred Dollars and No Cents ($26,600.00); and that
the Chairman of the Board of County Commissioners or the County Manager is
hereby authorized and directed to execute the contract on behalf of New
Hanover County, contract form to be approved by the County Attorney and bid
deposit to be retained until the successful bidder has executed and
delivered the contract and, if required, satis~actory bond.

WHEREAS, actions taken by the State of North Carolina and
national legislative bodies impact the budgets of local
governments; and
WHEREAS, according to N.C.G.S.}159-8(b), the budget
ordinance of a unit of local government shall cover a fiscal year
beginning July 1 and ending June 30; and
. WHEREAS, state and national legislative bodies make
decisions that affect the budgets of local governments after
local governments are required to adopt their budgets (July 1);
and
WHEREAS, the-budgetary process of local governments would be
more accurate and meaningful if the legislative bodies had
completed their budgetary actions prior to local governments
being required to adopt their budget ordinances.
NOW, THEREFORE, BE IT RESOLVED: That the New Hanover County
Board of Commissioners requests the North Carolina Association of
County Commissioners to lobby the State legislature during its
next session to amend N.C.G.S.}159-8(b) as follows: The budget
ordinance of a unit of local government shall cover a fiscal year
beginning January 1 and ending December 31, and amend any other
General Statutes as necessitated by this change.

IN THE MATTER OF ASSIGNING
STREET HOUSE NUMBERS
ORDER
It appearing to the Board of County Commissioners of New Hanover County that
consideration has been given to the assignment of house numbers on Caroi Ina Beach
Road, numerical range 5500-6700 and Christa Drive, numerical range 1000-1055.
WHEREAS, ready and accurate identification of developed property is
important for the del ivery of general County services, for the operation of
commercial enterprises, for the response of emergency and public safety vehicles,
and for the convenience of the general publ ic; and
WHEREAS, a comprehensive and systematic property numbering system is an
efficient means of identifying property within the County; and
WHEREAS, such a system wi II promote the health, safety, and welfare of the
citizens of New Hanover County.
THEREFORE, it further appearing that a publ ic hearing was held on the 22nd
day of July, 1986 at which time al I persons were heard on the question of whether
or not assigning house numbers would be in the publ ic interest, and it further
appearing that notice of said hearing was prominently posted in at least (2)
locations along said street, that notice of the time, place, and subject matter
of the hearing was prominently posted at the County Courthouse, and publ ished in
a newspaper of general circulation in the County.
NOW, THEREFORE, it is ordained and decreed that the above House Number
Assignment be made.
It is further ordered that a copy of this ordinance be transmitted to the
postmaster having jurisdiction over the road, to the Board of Transportation,
Sheriff's 91 I dispatcher and to any city within five mi les of said road in
accordance with N. C. General Statute I 53A-240.

A RESOLUTION LEVYING A ONE-HALF PER CENT 1/2% ADDITIONAL LOCAL
GOVERNMENT SALES AND USE TAX AND PRESCRIBING THE METHOD OF
DISTRIBUTION OF THE PROCEEDS WITHIN NEW HANOVER COUNTY.
WHEREAS, a public hearing was held on July 22, 1986, to
consider the levy of a one-half per cent (1/2%) additional local
government sales and use tax, and interested citizens presented
their views to the Board of County Commissioners; and
WHEREAS, the Board of County Commissioners caused public
notice of the public hearing to be given in accordance with law at
least ten days prior to the date of the hearing; and
WHEREAS, the Board of Commissioners of New Hanover County is
now of opinion and does hereby find and declare that the levy of
said sales tax within New Hanover County is both desirable and
necessary to adequately finance the operation of the county and
the cities and towns herein;
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of New Hanover County as follows:
Section 1. There is hereby imposed and levied within New
Hanover County the one-half per cent (1/2%) supplemental local
government sales and use tax authorized by Ratified Chapter 906 of
the 1985 Session Laws (Regular Session, 1986), and codified as
Article 42 of Chapter 105 of the General Statutes of North
Carolina, effective July 7, 1986. The tax hereby imposed and
levied shall apply to the same extent and be subject to the same
limitations as are set forth in said Chapter 906.
Section 2. Collection of the tax by the North Carolina
Secretary of Revenue, and liability therefor, shall begin and
continue on and after the first day of September, 1986.
Section 3. The net proceeds of the tax levied herein shall
be distributed by the Secretary of Revenue on a quarterly basis to
New Hanover County as prescribed by G. S. 105-501. The amount
distributed to New Hanover County shall be divided among the
County and the municipalities herein in accordance with the method
by which the one percent (1%) sales and use taxes levied in New
Hanover County pursuant to Article 39 of General Statutes Chapter
105 are distributed.

Section 4. This Resolution shall become effective upon its
adoption and a certified copy hereof shall be forwarded to the
North Carolina Secretary of Revenue.
Adopted this 22nd day of July, 1986.
