WHEREAS, the prehospital emergency personnel in New Hanover
County is comprised of the Department of Emergency Medical
Services, Ogden-New Hanover Volunteer Rescue Squad, Inc., and
Pleasure Island Volunteer Rescue Squad, Inc., and j

WHEREAS, elected officials, rescue squad representatives,
and concerned citizens are serving on Regional Emergency Medical
Services Advisory Councils throughout the State to further guide
the local and regional development of a comprehensive, emergency
medical care system; and

WHEREAS, New Hanover County is rich in natural resources and
beauty; and

WHEREAS, we believe that citizens should contribute to
keeping their environment clean and healthful, should work
together to preserve clean air, fresh water and the natural
beauty of their surroundings; and
WHEREAS, the New Hanover Clean Community Commission is
dedicated to a county-wide effort to improve our visual
environment; and

WHEREAS, North Carolina's First Lady, Dottie Martin, has
challenged each county in the state to motivate one percent of
its population to participate in a litter pickup campaign during
the month of September; and
WHEREAS, the New Hanover Clean Community Commission is a
public service organization responsible for involving individuals
in community improvements and focusing attention on the efforts
of concerned citizens,
NOW, THEREFORE, we, as the duly elected officials of New

WHEREAS, the attached petition has been filed with the Board of County
Commissioners of the County of New Hanover requesting that the above de-
scribed road, the location of which has been indicated in red on the attached
map, be added to the Secondary Road System; and
WHEREAS, the Board of County Commissioners is of the oplnlon that the
above described road should be added to the Secondary Road System, if the
road meets minimum standards and criteria established by the Division of
Highways of the Department of Transportation for the addition of roads to
the System.
NOW, THEREFORE, be it resolved by the Board of County Commissioners of
the County of New Hanover that the Division of Highways is hereby requested
to review the above described road, and to take over the road for maintenance
'if it meets established standards and criteria.

EXTRACTS ~ROM MINUTES OF BOARD OF COMMISSIONERS
The Board of Commissioners of the County of New
Hanover, North Carolina, met in requJar session in the As-
sembly Room of the New Hanover County Administration Build-
ing, in Wilmington, North Carolina, the regular place of

The Chairman stated that The New Hanover County
Industrial Facilities and Pollution.Control Financing Au-
thority had adopted a resolution expressing its intention to,

issue revenue bonds and authorizing the execution and deliv-
ery of an inducement agreement pertaining to the financing
of an industrial project for Pace Equities Corporation.
The Chairman submitted copies of the resolution and
the inducement agreement to the Board. The Chairman then

that the Board would hear anyone who wished to be heard on
the advisability of the proposed project and the issuance of
revenue bonds to finance the project and that a represen-
tative of the Authority was present and was prepared to
discuss the details concerning the proposed project and bond
issue.

Joseph O. ,Taylor, Jr. of Wilmington, N.C., counsel
for the Authority, explained that the project consisted of
acquisition, construction and installation of an industrial
facility for the manut~ctu~e of neckties, razor bags and bther
products, including the acquisition of approximately 11 acres
and an approximately 106,000 square foot building located at
1519 North 23rd Street, Wilmington, that the project will'
require expenditures of approximately $2,500,000, the project
, I
will be owned by Pace Equities Corporation and operated by
Remington Apparel Company and will save or create
approximately 300 jobs.
Mr. David Barefoot of Wilmington, N.C., attorney for
Pace Equities Corporation, stated that this corporation was
the sole owner of Remington Apparel Company, Inc., which would
operate the plant, that in 1983 Pacesetter Industries was
operating the necktie plant in Wilmington, that the plant was
bought by a company owned by Victor Kiam, who with his
children owns Pace Equities Corporation. Mr. Barefoot
explained that the lease on the present facility on South 13th

Street is expiring, the building is structurally obsolete, and

the operator only has two choices: one is to move into a new
facility'and the other is to move the manufacturing operation
. : ~

offshore. The company wishes to start over on North 23rd
Street with a renovated structure and to obtain revenue bond
financing. Mr. Barefoot spoke of the statutory requirements
for revenue bonds, one of which is the wage requirement. The

operator does not pay an average weekly manufacturing wage
above the weekly manufacturing wages paid in New Hanover
County or at least ten percent above the weekly manufacturing
wag7 paid in North Carolina, but this requirement can be,
waived. Another requirement is that jobs be generated or
saved and Mr. Barefoot's client is propos~ng that there will
be around 300 joos saved by the project, keeping the industry
in New Hanover County. Another statutory requirement regards

abandonment of a'present1y operated facility and Mr. Barefoot
stated that abandonment was required because of the structural
obsolescence of the present building. with regard to wages,
Mr. Barefoot stated that the industry was a depressed industry,
that employment in New Hanover County was less than the state
average and that a waiver of the wage requirement was possible.
He reported that the New Hanover County Industrial Facilities
and Pollution Control Financin9 Authority had approved the
project and it has been reviewed by the Department of Commerce
officials in Raleigh. He mentioned that two officials of
Remington Apparel were with him, Mr. Terry Cockman, Controller,
and Mr. Al Evans, Manager.
The chairman asked for questions.

Dolan asked how many employees the company had and was told
297 to 300. He asked about future employment. Mr. Barefoot
said there would not be a great deal,of change but some
increase in employment was expected over the next period of
years. Mr. Dolan inquired about the average state wage. Mr.

Barefoot said that ,as of June, 1986 unemployment statewide was
5.5% and in New Hanover County it was 6.6% and that for the
past three years New Hanover County has generally been higher
than the state. Mr. Dolan inquired aboutithe wages' paid in

terms of dollars. Mr. Barefoot responded that if it were
found that there was severe unemployment in the county, then
the County Board of Commissioners could authorize a waiver of
the wage requirement and this was what the company was basing

Commissioner O'Neal said that he was troubled by the
fact that historically the area had been trying to attract
, !
industry by accepting low wages and permitting dumping of
pollution into the river, that the Social Services Department
,i i .
was trying to help people who could not make a decent living
and that he felt the county would have to tell industries
wanting to come in that they would have to pay enough so
people can work and live on the money that they earn. Mr.
Barefoot responded that his company was not a new industry but
one that has been here for many years, that it was not a
polluting industry, and that in the recent conference with the
Department of Commerce there was no pollution involved or
discussed. Mr. Barefoot said that the company was not in a
high paying industry because of the type of skills involved in
manufacturing the product, and the cpo ice is whether to keep

it in the United States or move offshore.

Commissioner O'Neal asked if the company was paying
less than the minimum wage and Mr. Barefoot stated they were
not. He said that they were on piece work. Commissioner
Dolan asked about the average wages and Mr. Taylor explained
how the average manufacturing wage was computed, stated that
it was well above the minimum wage, but the company was paying
slightly below the average manufacturing wage paid in New
Hanover County. Mr. Taylor also explained the process of

obtaining approval of the project by the County Commissioners,
then by the Department of Commerce, then approval of the bonds
by the Local Government Commission, and by the County
Commissioners again. Commissioner Dolan asked specifically
about wages being paid. Mr. Evans said that the state average
was about $5.60 an hour and his company was paying an average
of about $5.00 an hour. Commissioner Dolan expressed approval
of the application.
Chairman Barfield asked if there were any comments
from the general public on the project and there were no
comments or questions from those present.

,WHEREAS, the Board of County Commissioners has
created a political subdivision and body corporate and poli-
tic of the State of North Carolina known as "The New Hanover
County Industrial Facilities and Pollution Control Financing
Authority" (the "Authority"); and
WHEREAS, the Authority is authorized under the
Indu~trial and Pollution Control Facilities Financing Act,
Chapter 159C of the General Statutes of North Carolina, as
amended (the "Act"), to issue revenue bonds for the purpose,
among others, of paying all or any part of the cost of any
industrial project for industry, to acquire, construct and

equip any such project, and to make and execute financing
agreements, security documents and other contracts and in-
struments necessary or convenient in the exercise of such
powers; and
WHEREAS, the Authority has determined to issue its
revenue bonds in the principal amount of not more than

WHEREAS, the Board of County Commissioners, pursu-
ant to public notice duly given, has held a publi~ hearing
on the advisability of the Project and the issuance of ~eve-
nue bonds to finance the Project and has considered the

WHEREAS, New Hanover County is experiencing "espe-

cially severe unemployment" as defined in NCAC Sub-Chapter
lE, Section .0303(d), in that unemployment in the latest
available six-month period averaged 6.28%; and
WHEREAS, the Board desires that the Secretary of
the Department approve the Project, notwithstan~ing the fact
that Remington Apparel Company, Inc. does not pay an ,average
weekly manufacturing wage above the ave~age weekly manufac-
turing wage paid in New Hanover County; and
WHEREAS, in accordance wlth Executive Order 113 of
the Governor of the State of North Carolina pursuant to the
Internal Revenue Code of 1954, as amended, the Authority has.,
applied on behalf of the Project for an allocation of the

private activity bonds volume limitation for the State of
North Carolina for the calendar year '1986 a.nd the Authority
and the Board of County Commissioners understand that such
allocation may be used only for the Project and that, to the
extent that the face amount of the revenue bonds issued by
