RESOLUTION
OF THE
BOARD OF COUNTY COMMISSIONERS
OF
NEW HANOVER COUNTY
WHEREAS, after due advertisement, bids were received and publicly
opened by Centralized Purchasing at 3:00 o'clock p.m. on the 30th day of
September 1986 at City Hall, 102 North 3rd Street, Wilm~ngton, North
Carolina, and the attached bids were received for Sheriff's Department
Uniforms.
AND WHEREAS, Centralized Purchasing, the Sheriff's Department, the
Finance Director and the County Manager recommend that the contract be
awarded to Hub-Stinette Uniforms Inc., Raleigh, N. C., the lowest
responsible bidder, in the amount of Seven Thousand Eight Hundred Twenty
Five Dollars and No Cents ($7,825.00);
AND WHEREAS, funds have been previously appropriated and are now in
Account No. 110-431-4311-4440 to cover this contract;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
New Hanover County that the contract for Sheriffs Department Uniforms, Bid
No. NHC 21-986 be awarded to Hub-Stinnette Uniforms Inc., Wilmington, N. C.,
in the amount of Seven Thousand Eight Hundred Twenty Five Dollars and No
Cents ($7,825.00); and that the Chairman of the Board of County
Commissioners or the County Manager is hereby authorized and directed to
execute the contract on behalf of New Hanover County, contract form to be
approved by the County Attorney and bid deposit to be retained until the
successful bidder has executed and delivered the contract and, if required,
satisfactory bond.
BE IT FURTHER RESOLVED that the Purchasing Agent is hereby authorized
to return to bid deposits of the unsuccessful bidders.

It appearing to the Board of County Commissioners of New
Hanover County that consideration has been given to the official
naming of a road, located in Masonboro~Federal Point Township UJ
extending from the Masonboro Loop/Grissom Road intersection south CD
to its intersection with Carolina Beach Road (US 421) and ~
recorded as part of Deed Book 1176, Page 614 et. al. and it
further appearing that a public hearing was held on Monday,
November 17, 1986 at which time all persons were heard on the
question of whether or not the naming would be in the public
interest, and it further appearing that notice of said hearing
was transmitted to all resident owners and prominently posted in
at least two (2) locations along said road, and published in the
Star News local newspaper, and the Board of County Commissioners
is of the opinion that said road in New Hanover County should be
named and the naming of same is in the public interest, the
description of which is delineated on the attached exhibit.

NOW, THEREFORE, IT IS ORDAINED AND DECREED that the above
described road is hereby named Myrtle Grove Road.
IT IS FURTHER ORDERED that a copy of this ordinance be
recorded in the office of the Register of Deeds of New Hanover ;?
County, North Carolina, and that notice of the action taken by
the Board of County Commissioners be transmitted to the
postmaster having jurisdiction over the road, the North Carolina
Board of Transportation and to any city within five (5) miles of
said road i~_~p~2ance with N.C. General Statute 153-240.

IN THE MATTER OF NAMING
A ROAD
ORDINANCE
It appearing to the Board of County Commissioners of New
Hanover County that consideration has been given to the official'
naming of a road, located in Masonboro Federal Point Township
extending from the Masonboro Loop/Grissom Road intersection south
to its intersection with Carolina Beach Road (US 421) and
recorded as part of Deed Book 1176, Page 614 et. al. and it
further appearing that a public hearing was held on Monday,
November 17, 1986 at which time all persons were heard on the
question of whether ornbt the naming would be in the public
interest, and it further appearing that notice of said hearing
was transmitted to all resident owners and prominently posted in
at least two (2) locations along said road, and published in the
Star News local newspaper, and the Board of County Commissioners
is of the opinion that said road in New Hanover County should be
named and the naming of same is in the public interest, the
description of which is delineated on the attached exhibit.
NOW, THEREFORE, IT IS ORDAINED AND DECREED that the above
described road is hereby named Myrtle Grove Road.
IT IS FURTHER ORDERED that a copy of this ordinance be
recorded in the office of the Register of Deeds of New Hanover
County, North Carolina, and that notice of the action taken by
the Board of County Commissioners be transmitted to the
postmaster having jurisdiction over the road, the North Carolina
Board of Transportation and to any city within five (5) miles of

assignment of house numbers on Myrtle Grove Road, located from
the Myrtle Grove/Grissom Road intersection south to its
intersection with Carolina Beach Road, numerical range 5400 to
7900.
WHEREAS, ready and accurate identification of developed
property is important for the delivery of general County
services, for the operation of commercial enterprises, for the
response of emergency and public safety vehicles, and for the
convenience of the general publici and
~HEREAS, a comprehensive and systematic property nUmbering
system is an efficient means of identifying property within the
CountYi and
WHEREAS, such a system will promote the health, safety, and
welfare of the citizens of New Hanover County.
THEREFORE, it further appearing that a public hearing was
held on the 17th day of November, 1986, at which time all persons
were heard on the question of whether or not assigning house
numbers would be in the public interest, and it further appearing
that notice of said hearing was prominently posted in at least
two (2) locations along said street, that notice of the time,
place and subject matter of the hearing was prominently posted at
the County Courthouse, and published in a newspaper of general

A BILL TO BE ENTITLED
AN ACT TO GIVE LOCAL HEALTH DIRECTORS THE AUTHORITY TO IMPOSE
ADMINISTRATIVE PENALTIES FOR VIOLATIONS OF
LOCAL BOARD OF HEALTH RULES
The North Carolina General Assembly enacts:
Section 1. G.S. l30A-22 is amended by adding a new
paragraph (i) at the end of the Section:
"(i) A local health director may impose an administrative
penalty on a person who violates a rule adopted by the local board
of health, but only if authorized in rules adopted by the local
board of health. Each day of a continuing violation shall
constitute a sepa~ate violation. The penalty shall not exceed
dollars for each day the violation continues. The local
health director shall establish and recover the amount of the
administrative penalty in accordance wi th subsections (d) and (g).
This subsection shall not apply to administrative penal ties
imposed pursuant to subsection (h) for violations of sewage
collection, treatment and disposal rules of a local board of
health."
Section 2. This Act shall be effective upon ratification.

All students attending: a) COlleges and
Universities, b) Technical and Business Schools
located in New Hanover County. Out-of-town
students should list their local residential
address on the front of the registration card and
their permanent home address on the reverse side. ,
Military personnel: a) stationed on Coast Guard
ships based in New Hanover County, stationed at
Fort Fisher Air Sase-Kure Beach, c) others liVing
in New Hanover County. '
Children:
a) All children residing in New Hanover County are
entitled to receive a library card. There is no
minimum age limit.
b) A parent's or guardian's signature is required
on the registration card as aCknowledgment of the
. application.
. High School Students:
a) High school students ages 14 to 18 must secure
a parent's or guardian's signature on the
registration card as aCknowledgment of the
application unless that student is working at a
part-time or full-time jOb.
Non-residents:
Residents of counties other than ,New Hanover
County are eligible for a library card upon
payment of a ten dollar fee.
Exceptions:
Exceptions to this policy may only be approved
by the library director.
Term:
a) Library cards for New Hanover residents are issued for a
three-year period.
b) ,Non-residents are issued a one-year card.

WHO MAY USE THE LIBRARY
A. The library will serve all residents of New Hanover
County. Services will not be denied or ,abridged
because of religious, racial, social, age, economic or
political status. Persons residing outside of New,
Hanover County, but owning property, or attending an
educational institution in New Hanover County, shall be
eligible to borrow library materials at no charge.
Other non-residents may borrow library materials upon
payment of an annual fee.
B. -The use of the library or its services may be denied
for due cause. Such cause may be failure to return
books or to pay penalties, destruction of library
property, disturbance of other patrons or any other
objectional conduct on library premises.
