1986-12-15 RM Exhibits .....------. ~ NEW BOARD OF ORDINANCE OF 'l'HE HANOVER COUNTY COUNTY COMMISSIONERS WHEREAS G.S. ~ 168- 2 2 prov ides that fam ily care homes shall be a permissable use, for zoning purposes, in all residential districts of all political subdivisions; provided that a political subdivision may prohibit a family care home from being located within a one-half mile radius of an existing facility; and WHEREAS, at the December 4, 1986 meeting of the New Hanover County Planning Board, a proposal to establish a family care home and day care center radius was presented to the Board, and discussed by proponents (neighborhood residents) and opponents (care home operators); and WHEREAS, the Planning Board concluded that further study was required, and directed the Planning Department to analyze the perceived problem and prepare a comprehensive report and recommendation; and WHEREAS, G.S. ~153A-344(b) provides that zoning amendments such as the proposed family care home and day care center radius requirement are not enforceable against lot owners who obtain building permits prior to the enactment of the ordinance amendment; and WHEREAS, the general knowledge that regulations may be forthcoming may result in a proliferation of family care home and ;~...---~ P' G day care center bui Id ing perm it applications, thereby wor sen ing the particular percei ved problem that the Planning Department study is designed to address; and WHEREAS, a study of family care home and day care center locations can be concluded within a reasonably short period of time; NOW, THEREFORE, BE I'l' ORDAINED BY THE BOARD OF COMMISSIONERS AS FOLLOWS: 1. A moratorium is established on the issuance of building permits for "family care homes" as the same are defined in G.S. ~168-21, and for adult and child day care centers, as the same are defined in Sections 23-46 and 23-53 of the Zoning Ordinance. The moratorium shall take effect on the date of this ordinance and shall continue until and including February 3, 1987. 2. The Planning Department is directed to complete a study of the location of family care homes and day care centers, and submit the study to the Board of Commissioners prior to day of December, 1986. Raynor - Collector Internal Auditor .,.- RESOLUTION ESTABLISHING COMPUTER PURCHASE PROGRAM FOR EMPLOYEES OF NEW HANOVER COUNTY, NORTH CAROLINA WHEREAS, overall productivity in the rendering of services stands to be substantially improved through the use of computers; and , WHEREAS, expansion of computerization within the County organization is occurring at a rapid rate; and WHEREAS, it is believed that employee knowledge of computers and their applications within the work force is becoming more and more vital to the efficient rendering of services; and WHEREAS, the County desires to provide an additional benefit to its employees making computers as reasonably available as possible both on and off the job in support of computer literacy. NOW, THEREFORE, BE IT RESOLVED that the Employee Computer Purchase Program is hereby established which shall provide: (1) Loans of up to Three Thousand Dollars ($3,000) to ~ permanent employees for the purchase of computers and <~ their associated equipments. ( 2 ) That each loan shall be payroll deduction within months. repaid to the County through a time not to exceed 24 (3) That no interest shall be charged to employees for these loans.
