WHEREAS, New Hanover County supports and funds those
programs that improve the quality of life while making the area
attractive for deve1opment~ and
WHEREAS, New Hanover County supports and funds those
programs that promote tourism~ and
WHEREAS, New Hanover County considers DARE one of the most
prominent economic development organizations in the communi ty~
and
WHEREAS, New Hanover County recognizes both the need and
potential benefit of convention facilities in the area.
NOW THEREFORE, BE IT RESOLVED that we the New Hanover County
Board of Commissioners do recognize the role and accomplishments
of Downtown Area Revitalization Effort (DARE), Incorporated in
improving Wilmington's Central Business District by stab1i1izing
the tax base, increasing employment, and eliminating blight
through renovation, and do also support DARE'S effort to secure a
developer for a Hotel-Convention Center located on the
Riverfront, and do also commit to assist in this project to the
extent possible and feasible.

WHEREAS, the New Hanover County Human Relations
Commission and the Greater Wilmington Chamber of Commerce are
sponsoring Human Relations Month~ and
WHEREAS, the theme for Human Relations Month is
"Sensitivity Today and Respect Tomorrow"~ and
WHEREAS, we recogni ze that establishing equal and
inalienable rights to all people creates dignity and is the
foundation of freedom, justice and peace~ and
WHEREAS, through practicing the principles of Human
Relations on an everyday basis, we encourage and reinforce
positive actions and attitudes toward the rich and poor, young
and old, handicapped and non-handicapped -- people of all races
and sexes.
NOW, THEREFORE, I, Nolan O'Neal, Chairman of the New
Hanover County Board of Commissioners do hereby proclaim, in New
Hanover County, North Carolina, the month of February, 1985
HUMAN RELATIONS MONTH
and dedicate it to Lynn Pancoe, the 1984 citizen of the year. I
call upon all citizens of the Wilmington-New Hanover County area
to sincerely join forces in creating and practicing a mutual bond

In accordance with the provisions of Chapter 1310 of the Session Laws of 1973 (2nd Session, 1974) setting forth the

WHEREAS, artificial fishing reefs have proven most
beneficial to the citizens of North Carolina as such reefs
enlarge the area of mar ine research, provide addi tiona1 recrea-
tional areas for sportsmen, greatly benefit the coastal economy,
and enhance the marine fisheries environment; and .
WHEREAS, abandoned ships, vessels, structures and
submersible material, ideal for such reefs, is offered and made
available to various local governments and other entities on the
condition that title immediately pass from donor to donee; and
WHEREAS, New Hanover County has received numerous such
offers which, if accepted, would have contributed greatly to the
artificial reef construction off the coast of Southeastern North
Carolina; and
WHEREAS, New Hanover County is not
financially able to assume the responsibi1i ty of
and therefore has lost many items that could have
reefs;

NOW, THEREFORE, BE IT RESOLVED that the State of North
Carolina, by and through its Department of Natural Resources and
Communi ty Development, is encouraged to formulate a policy and
program for the receipt and disposition of ships, vessels,
structures and submersible material offered to the State of North
Carolina as part of its artificial fishing reef projects.

AMENDMENT TO RESOLUTION ESTABLISHING
A GOVERNMENTAL CONSOLIDATION STUDY COMMISSION
WHEREAS, the governing bodies of New Hanover County,
Wilmington, Carolina Beach, Kure Beach, and Wrightsville Beach
adopted a resolution establishing a Governmental Consolidation
Study Commission on the respective dates of June 25, 1984; June 25,
1984; July 10, 1984; June 26, 1984; and June 28, 1984; and
WHEREAS, the governing bodies desire to amend the number
of members serving on said Commission;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
FOR NEW HANOVER COUNTY, THE WILMINGTON CITY COUNCIL, THE CAROLINA
BEACH TOWN COUNCIL, THE KURE BEACH BOARD OF COMMISSIONERS, AND THE
WRIGHTSVILLE BEACH BOARD OF ALDE~~EN THAT:
The first two sentences of Paragraph 3 are hereby
amended as follows:
The Commission shall consist of twenty-nine (29)
members who shall serve until the work of the
Commission is completed. The New Hanover County
Commissioners shall appoint ten (10) members, the
Wilmington City Council shall appoint nine (9)
members, and the Carolina Beach Town Council,
Kure Beach Board of Commissioners, and Wrightsville
Beach Board of Aldermen shall appoint three (3)
members each.

ORDER
IT APPEARING to the Board of Commissioners of New
Hanover County that a Resolution of Intent to close the Clear Run
..Dr i ve ,Easement was adopted by the. Board on the 3rd day of
December, 1984, and it further appearing that said resolution
called for a hearing to be held on the 8th day of January, 1985,
at which time the. Board would hear complaints and comments of
interested persons, and it further appearing that notice of said
hearing was published in the Wilmington Morning Star in
accordance with the Road Closing Ordinance of New Hanover County,
and the Board having made findings that:
(1) the closing of said
easement is. not contrary to the public interest, and (2) based
upon the existence of another easement and upon the willingness
of property owners adjacent to Clear Run Drive Easement to
execute temporary easements to property now owned by Summey
Building Systems, Inc., no individual owning property in the
vicinity of the Clear Run Drive Easement will be deprived of
reasonable means of ingress and egress to his property by such
closing~ the legal description of such easement being as follows:

Located at intersection of College Acres Drive and
Clear Run Drive, it extends 200 feet from former
Raiford Trask property to College Acres Drive and is
sixty (60) feet in width. It is designated on map
recorded in Map Book 7, Page 28, at the New Hanover
County Registry.

RESOLUTION OF THE
BOARD OF COMMISSIONERS OF
NEW HANOVER COUNTY

WHEREAS, the City of Wilmington has adopted an official
Thoroughfare Plan which serves as a guide for major transporta-
tion improvements needed to accommodate existing and future
travel demand; and
WHEREAS, the Thoroughfare Plan for the' City of
Wilmington proposes certain thoroughfares in the College Acres
neighborhood; and
WHEREAS, res iden ts of College Acr es have expr essed
concern regarding traffic in their neighborhood~ and
WHEREAS, the ultimate solution to the traffic concern
in College Acres is an alternate route around the neighborhood;
and
\'V"HEREAS, developers and land owners have expressed an
interest in developing land around College Acres and have
requested information on the Ci ty's plans for thoroughfares in
this part of the City; and
WHEREAS, the Wilmington Area 'I'ransportation Advisory
Committee has endorsed a proposed street plan for the College
Acres neighborhood~ and
WHEREAS, a report entitled "Thoroughfare System for the
College Acres Neighborhood" has been prepared, which identifies
the location of a system of thoroughfares for the College Acres
vicinity; and
WHEREAS, the system of thoroughfares identified in the
aforementioned report is intended to provide for existing and

NOW, THEREFORE, BE IT RESOLVED by the Board of County

Commissioners of New Hanover County:
1. That the Board of County Commissioners does hereby
endorse the report entitled "Thoroughfare System for the College
Acres Neighborhood" a~ the official policy of the Board regarding
thoroughfares in this area of New Hanover County.
2. That the Board of County Commissioners further
directs regulatory boards, commissions and agencies of the County
to recognize this report as the County's policy regarding
thoroughfares in this area of the County.
3. That copies of the report enti t1ed "Thoroughfare
System for the College Acres Neighborhood" be distributed to the
appropriate regulatory boards, commissions and agencies of the
County and to the City of Wilmington and the North Carolina
Department of Transportation.
4. That the official Thoroughfare Plan for the
Wilmington Area be amended, subject to approval by the Ci ty of
Wilmington, to reflect the system of thoroughfares recommended in
the report, "Thoroughfare System for the College Acres Neighbor-
