RESOLUTION PROPOSING ACCEPTANCE OF OFFERS
TO PURCHASE SURPLUS REAL PROPERTY
WHEREAS, cer tain par:cels of real proper ty owned wholly or join tly by New Hanover
Courtty and/or the City of Wibnington have been offered for sale pursuant to North
Carolina Geneial Statute l60A-269; and
WHEREAS, the offerors indicated on the attached list have agreed to pay the
amounts indicated on the attached list for the parcel of real property shown; and
\.JHEREAS, the properties are declared by the County Commissioners to be surplus
and not needed for public purposes; and
WHEREAS, it is in the best public interest and welfare to dispose of these
properties in accordance with the negotiated tenns and conditions.
NOW THEREFORE BE IT RESOLVED:
1. That pursuant to NCGS 160A-269, the Connty Commissioners propose to accept
tile offers to purchase indicated on the attached list from the offerors as
indicated.
2. That the County of Ne\<1 Hanover and/or the City of Wilmington will retain
any deposit posted by the offerors when:
a. the offer is withdrawn after posting the deposit; or
b. the offeror fat Is to pay the balance of an approved offer, due
ill cash, within ten (10) days of receipt of a notice by
certified mail at availability of the deed of conveyance.
3. '('hat the County of New Hanover reserves the right to reject any and
all offers.
4. That the County of New Hanover will require the offerors to deposit five
(5%) percent of the offered prices immediately following adoption of this
resolution.
5. That the Clerk of the Board of Commissioners \<1ill publish a notice of the
offers as required by NCGS l60A-269.

RESOLUTION
OF THE
NEW HANOVER COUNTY
BOARD OF COUNTY COMMISSIONERS
WHEREAS, New Hanover County owns a 4.6 acre tract of
land on the east side of 17th Street in the vicinity of the
intersection of 17th Street with Marstellar Street, Kidder Street
and Martin Street, said tract being bounded on the North by the
Star News Newspaper, on the South by the Masonic Temple, on the
East by the Chateau Terrace Apartments and Cape Fear Country Club
and on the West by 17th Street, and
WHEREAS, New Hanover County is considering construction
of a public building on said tract to provide space for one or
more county governmental functions required of New Hanover County
by the North Carolina General Statutes, and
WHEREAS, New Hanover County is aware of the fact that
said tract of land is in the vicinity or near the site of the
former Oak Grove Cemetery and as a result of an investigation New
Hanover County has determined that there are unmarked gravesites
on said tract of land, and
WHEREAS, New Hanover County recognizes the necessity of
removing such graves in order to construct a public building on
said site or any other use by New Hanover County, and
WHEREAS, the Board of County Commissioners of New
Hanover County at a regular meeting on September 3, 1985
discussed the possible use of said tract of land by county
government and heard from various members of staff and
departments of New Hanover County;
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of New Hanover County, pursuant to North Carolina
General Statute 65-13, that New Hanover County has determined and
so certifies that it is necessary for New Hanover County to
effect the disinternment, removal, and reinternment of any and
all graves located on the 4.6 acre tract of land, herein before

WHEREAS, Sickle Cell Disease is an inherited and debilitating genetic
disorder which causes much human suffering, psychological trauma, and is
an economic burden on the family of the affected individual: and
WHEREAS, Sickle Cell Disease is one of the most common genetic
disorders, since in the non-white population one newborn child in 500 has
the disease and 10 per cent of the non-white population carries sickle
cell trait which can genetically lead to sickle cell disease if both
spouses are "carriers": and
WHEREAS, support for research efforts directed toward treatment,
management, and finding a cure for Sickle Cell Disease is vital to the
amelioration of this disease: and
WHEREAS, The North Carolina Sickle Cell Syndrome Program, the County
Health Department, and the Southeastern f;ickle Cell Association coordinate
to provide a high quality of services to insure community education on
Sickle Cell Syndrome, testing and screening, genetic counseling, follow-up
and referral, medical management, and reimbursement services for medical
care rendered to patients unable to pay: and
WHEREAS, September is National Sickle Cell Month:
NOW THEREK>RE, we the New Hanover County Board of Commissioners,
hereby proclaim the month of Septenber as
SICKIE CELL KX.ilIH IN NEfi BAliIJVER CDUNTY
and recommend this observance to all of the citizens of New Hanover
County.

BE IT ORDAINED, by the Board of Commissioners of New
Hanover County:
WHEREAS:
1. New Hanover County (County) is engaged in the
construction of the social Services Building, which capital
project involves the construction and/or acquisition of
capital assets.
2. County desires to authorize and budget for said capital
project in a project ordinance adopted pursuant to North Carolina
General Statute ~159-l3.2, such ordinance to authorize all
appropriations necessary for the completion of said project.
NOW, THEREFORE, WITNESSETH THAT:
1. This project ordinance is adopted pursuant to North
Carolina Gener~l Statute ~159-l3.2.
2. The capital project undertaken pursuant to thLs ordinance
is the construction of the Social Services Building, which project
is herewith authorized.
3. The revenue that will finance said project is:

WHEREAS, the Seaboard Coastline Railroad has obtained
permission from the Interstate Commerce Commission to abandon its
rail lines from Jacksonville, North Carolina, to Wilmington,
North Carolina; and
WHEREAS, New Hanover County recognizes the need for an
improved transportation network with the rapid growth of
southeastern North Carolina; and
WHEREAS, U. S. Highway 17 has the. reputation in
southeastern North Carolina of being dangerous to travel as a
three lane highway;
NOW, THEREFORE, BE IT UNANIMOUSLY RESOLVED by the
Board of Commissioners of New Hanover County that the State of
North Carolina and Department of Transportation acquire the
abandoned railroad rights of way and easements along the former
Seaboard Coastline Railroad lines between Jacksonville and
Wilmington, North Carolina, for the purpose of constructing a
four lane highway and other improvements to U. S. Highway 17.
