2007-09-04 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 3 REGULAR MEETING, SEPTEMBER 4, 2007 PAGE 245 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Tuesday, September 4, 2007, at 9:13 p.m. in the Human Resources Training Center, New Hanover County Government Center, 230 Government Center Drive, Suite 135, Wilmington, North Carolina. Members present were: District Chairman William A. Kopp, Jr.; District Vice-Chairman Robert G. Greer; District Commissioner William A. Caster; District Commissioner Ted Davis, Jr.; District Commissioner Nancy H. Pritchett; County Attorney Wanda M. Copley; Clerk to the District Board Sheila L. Schult and County Manager Bruce T. Shell. NON-AGENDA ITEMS District Chairman Kopp announced that time had been reserved for anyone from the public to present an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes. No items were presented. APPROVAL OF MINUTES District Chairman Kopp called for a motion to approve the minutes of the Water and Sewer District Regular Meeting held on August 13, 2007, as presented by the Clerk to the District Board. Motion: District Commissioner Caster MOVED, SECONDED by District Vice-Chairman Greer, to approve the minutes of the Water and Sewer District Regular Meeting held on August 13, 2007, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. NEW HANOVER COUNTY WATER SYSTEM OVERVIEW AND WATER TREATMENT PLANT PROJECT PROGRESS UPDATE Jordan Peck, consultant, stated that he was present to provide the District Board with an overview of the water system and North Side Waste Water Treatment Plant project. The strategic vision as proposed includes: ? Develop redundant sources of water ? Meet world class treatment standards ? Provide flow and pressure sufficient for residential fire protection ? Water conservation by innovation New Hanover County residents are served by the following water systems: ? North System ? serves 8,628 customers; twenty-one wells, five water towers ? Airport System ? serves 1,836 customers; no wells; no water towers ? Kings Grant System ? serves 5,334 customers; four wells; one water tower ? Flemington System ? serves 400 customers; two wells; one water tower ? Monterey Heights System ? serves 4,578 customers; three wells; one water tower ? Privately Owned Systems ? includes individual wells, private systems and beach communities ? Wilmington Water System ? the City of Wilmington operates a 25 million gallon per day water treatment plant withdrawing water from the Cape Fear River. Raw water from the river is pumped to the plant to eliminate the intake of salty water during tidal changes. The system currently extends beyond the city limits and the division also oversees twenty-three wells on the groundwater system. Water system improvement projects include: ? Corps of Engineers wetland permit is controlling the schedule In response to District Board questions, Mr. Peck reported that heading into the fall season, water usage is expected to decrease. With the current projects underway the County should be in a good position next spring and not need to impose mandatory water restrictions. Mr. Peck assured the District Board that even with the Corps of Engineers in control of the wetland permits the project is only about two weeks behind schedule. District Commissioner Davis excused himself at 9:50 p.m. NORTHEAST INTERCEPTOR IMPROVEMENTS PROJECT UPDATE Chris Ford, Kimley-Horn and Associates, Inc. and Project Manager for the City of Wilmington for the Northeast Interceptor Improvements Project, presented the following update on the Northeast Interceptor Improvements Project: Study Objectives: ?
