SPEECH AND LANGUAGE DAY FOR THE RITECARER CLINICS
OF THE SCOTTISH RITE MASONS
FOR THE
VALLEY OF WILMINGTON, NORTH CAROLINA
PROCLAMATION
WHEREAS, the Scottish Rite Foundation supports philanthropic endeavors, including the
RiteCareR Childhood Language Program; and
WHEREAS, the RiteCareR Childhood Language Program helps children with speech and
language disorders and there are 178 RiteCareR clinics, centers, and special programs
operating or planned for children and therapists located throughout the United States; and
WHEREAS, the Scottish Rite Masonic Foundation funds and supports two RiteCareR
language learning disabilities and dyslexia clinics in Greenville and Boone, North Carolina
since 1972; and
WHEREAS, on Wednesday, April 27, 2011 from 11:00 a.m. until 7:00 p.m. the Scottish Rite
Masons of Wilmington, North Carolina will hold its Annual "Fish Fry" fundraiser in support
of the RiteCareR clinics located in North Carolina.
NOW, THEREFORE BE IT PROCLAIMED by the New Hanover County Board of
Commissioners that Wednesday, April 27, 2011 be known as Speech and Language Day for
the RiteCareOO clinics of the Scottish Rite Masons for the Valley of Wilmington, Orient of
North Carolina and asks the New Hanover County community to show their support on this
day.

for Trask Elementary School. Bids included a base bid and an addendum requesting an alternate for the cost

Staff reviewed all bids received in response to the RFB and recommends that the bid be awarded to the
lowest responsive, responsible bidder on the basis of base bid plus alternate. Based on this criteria, DPS
Electrical Contractors, Inc. is the lowest responsive, responsible bidder.
RECOMMENDED MOTION AND REQUESTED ACTIONS:
Adopt resolution awarding RFB # 11 -0266 and contract # 11 -0266 to DPS Electrical Contractors, Inc. in the

Ratification of Grant Application and Acceptance of Grant Award from North Carolina Healthy
Schools for Parents Matter Program
BRIEF SUMMARY:
Parents Matter is an evidence -based prevention program for parents of pre- teens. This community -level
family -based program's focus is to build relationships between parents and children to increase family
involvement in learning of HIV /STD and teen pregnancy prevention education. The program's focus is to
enhance parenting practices and promote parent -child discussions about sexuality and sexual risk reduction
through a five - session curriculum. Grant funds will be used to provide incentives, snacks, Parents Matter
handbooks, and literature for at least 15 participants.
Due to the grant submission deadline of March 15, 2011, the Health Department is requesting ratification of
approval to submit the grant application (required), simultaneous acceptance of the grant award, and
approval of the related budget amendment 11 -214.
No matching County funds are required and no new positions are requested.
RECOMMENDED MOTION AND REQUESTED ACTIONS:
Ratify submission of Parents Matter grant application in the amount of $2,300, accept grant award, and adopt
ordinance for budget amenedment 11 -214.

North Carolina Healthy Schools
Parents Matter! Application
INTRODUCTION:
Parents Matter! is an evidence -based prevention program for parents of pre - teens. This community -level family -based prevention program
is designed to enhance parenting practices and promote parent -child discussions about sexuality and sexual risk reduction. NC Healthy
Schools strongly believes that informed and empowered parents/guardians can be resources for positive adolescent decision - making and
bring about positive behavior change. Research has shown that parents/guardians need to begin the conversation around this issue
early and talk (and listen) often, even if they do not think their son or daughter is at immediate risk. Strong messages, consistent support,
and meaningful two-way communication are the keys to healthy families. NC Healthy Schools is working to build relationships between
schools and communities in an effort to increase family involvement in student learning of HIVISTD and teen pregnancy prevention
education.
ELIGIBLE ORGANIZATIONS:
Proposals may be submitted by agencies in which a team of trainers attended the NCDPIINorth Carolina School Health Training
Center (NCSHTC) sponsored Parents Matterl Training of Facilitators. Funding will be awarded to support the implementation of one
Parents Matter! workshop.
AVAILABLE FUNDS:
Organizations may be awarded up to $2,504.44 to reach a minimum of 15 parentslguardians. This is not a renewable application.

The Parent's Matter! Program is an opportunity to enhance the infrastructure that has already been
established in New Hanover County. In 2007, as a result of New Hanover county's ranking in the top 10
counties in the state for highest HIV /AIDS reported cases, the New Hanover county Health Department
began the Non Traditional Site (NTS) HIV outreach program. The HIV outreach program provides
testing, education, counseling and referral services to high risk populations in their community settings;
college campuses, homeless shelters, night clubs, and churches. The adolescent risky behavior of early
sexual initiation, unprotected intercourse, and sex with multiple partners continues to be seen in New
Hanover County through the increasing rates of sexually transmitted infections and teenage pregnancies.
From 2005 to 2009, New Hanover County's average rate of reported Chlamydia cases was 9.2% higher
than the state's average rate (428.80 vs. 392.74 per 100,000). Not surprisingly, the 2005 to 2009
average rate for reported Gonorrhea cases seen in New Hanover county was also higher compared to
the state (C.3 %, 185.52 vs. 175.48 per 100,000). Implementing the Parents Matter! Program in New
Hanover County will help lead to safer sexual decisions made by youth, which will be reflected in a
decrease of future reported STD cases.
New Hanover county experienced an almost 16 increase in adolescent pregnancies reported among
1519 year olds from 2008 to 2009 (280 vs. 300 ). Of the reported adolescent pregnancies in New
Hanover county for 2009, 24.8% were repeat pregnancies. From 2005 to 2009, nearly one third (29.4°/x)
of New Hanover County's adolescent pregnancies have been repeat pregnancies. New Hanover county
continues to see higher rates among African American adolescent pregnancies compared to the state
(average rate 2007-2009: 92.4 vs. 84.7). New Hanover county needs an intervention to help reduce and
prevent teenage pregnancies.

A total of fifteen parents and/or guardians of preteens will be reached through the Parents Matters!
Program. These parents and /or guardians will be informed of the program through the established
partnerships within the community, including partnerships within the faith community.
In New Hanover County, the faith communities have been extremely receptive to programs and
resources that empower families to improve their health. As a result from the community programs,
parents in the faith community have expressed a high level of readiness to improve relationships with
their youth in order to be a positive influence in their lives. This desire is an existing motivation that the
New Hanover County Health department will build upon to encourage participation in the Parents
Matters! Program.
During planning of the program's implementation process, feedback was obtained concerning factors
that would motivate participants' decision to take part in the program. Therefore, the Parents Matters!
Program would reinforce attendance by providing dinner, snacks and childcare for those who attend. In
addition, program materials will be given during each class, in order to build a toolkit that will encourage
and strengthen parent -child communication (i.e. parent -child calendar, family game, recipes to
encourage family meal time, etc.)
In order to help encourage participants to attend, promotional messages will convey that the program will
meet the expressed desire of improving parent -child relationships while including the additional benefits
of food and childcare.

A diverse and specific marketing plan has been established to achieve the goals of this program.
Marketing will take place directly within the churches by way of flyers posted on the building's bulletin
boards and program information will be presented in the regular church newsletter. Information about the
Parents Matter! Program will be presented to church members during Sunday announcements, group
meetings and Sunday school classes. In addition, the church's health and outreach ministry will promote
the program by word of mouth to further community members. Brochures, flyers and posters will be
developed and distributed by church members to community agencies, at attended community fairs, and
at additional community churches.
Further promotion of this program would involve the use of additional multiple communication channels
including existing community contacts, radio messages, listings on the health department's and teen
health clinic center website, on the county's facebook page.

The Parents Matter! classes are scheduled to begin Monday April 25th and end Monday May 30th from 5-
8 pm. Feedback from other NC Parents Matter! Programs as well as New Hanover County health
programs suggest that this time of day will produce successful participation results.
The strong connections within the community, the need to reduce negative health outcomes that result
from risky sexual decisions and the desire of a program that improves parent -child relationships are
factors that will contribute to the success of implementing the Parents Matters! Program. New Hanover
County understands the change that will happen when the practices of the Parents Matter! Program is
applied within the community. Through the implementation of this program, New Hanover County will see
the effect that a strong parent -child relationship can have on future decisions made by the county's
youth.

The Health Department received $2,300 from the North Carolina Healthy Schools Parents Matter! Program.
The program focus is to enhance parenting practices and promote parent -child discussions about sexual -
related topics through a five- session curriculum. These funds will provide incentives and
handbooks /literature for participants. No County matching funds are required.
Section 3: Documentation of Adoption:
This ordinance shall be effective upon its adoption.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New
Hanover County, North Carolina, that the Ordinance for Budget Amendment 11 -214, amending the annual

SUBJECT:
Approval to Submit a Letter of Intent to Cape Fear Memorial Foundation (CFMF) for Family
Counseling Program
BRIEF SUMMARY:
The New Hanover County Health Department would like to submit a Letter of Intent to Cape Fear Memorial
Foundation for continuation of our Family Counseling Program. If accepted, the full application for $81,000
would be due in July, 2011. The grant would allow us to continue providing family counseling to high risk
families with children birth to five, through our Care Coordination for Children Program. Family Counseling
has been supported by CFMF funds for the past three years. With the new grant, we would include a
cooperative agreement with Family Support Network (FSN) to provide additional early intervention services,
for a more comprehensive program. These services are even more needed, with the loss of Care Coordination
positions.
Our Licensed Clinical Therapist currently providing family counseling also bills insurances and is able to
create revenues to help support her position. Additional grant funds are needed to supplement the revenues
and add the Family Support Network Early Intervention service. The grant and revenues would support the
current full -time Licensed Clinical Therapist, part -time support staff, and FSN staff time. No new County
position would be created and the current grant- funded positions will no longer exist if continuation grant
funds are not obtained. No County match is required to submit this letter of intent or grant application.
RECOMMENDED MOTION AND REQUESTED ACTIONS:
Approve submission of the Letter of Intent to Cape Fear Memorial Foundation and the subsequent
application for $81,000 for the Family Counseling Program (due July 15, 2011).

Dear Ms. Erwin:
Thank you for continuing to support New Hanover County Health Department programs and the
children in our community. our partnership has proven invaluable as we work hard to meet the needs
of those most vulnerable in our community. Many programs have been compromised in these
challenging times and services targeting early intervention have been hit especially hard. Statewide,
effective 3 -1 -11 . Maternity Care Coordination and Child Service Coordination have been changed to
Pregnancy Care Management and Care Coordination for Children and their Medicaid funding has been
cut by 50 %. These two programs have lost 10 positions, including Nurses, Social Workers and
Support Staff . This will impact hundreds of families who will no longer be served. our efforts to
reach at risk pregnant women and young children in our community have been profoundly
compromised.
As we know, the first five years of life are the most important in terms of brain development. Funding,
however, through Infant Toddler Early Intervention continues to become more restrictive and include
only those with severe and profound developmental delays. Many at risk children are falling through
the cracks and enter kindergarten lacking in social, language, behavioral skills leaving them ill
prepared to learn. This is particularly true for the many children placed in foster care who often have
been subjected to abuse and neglect.
With these needs in mind we are excited about the design of a new program we would like to propose
— Early Intervention Collaboration Project (EICP). We would like to submit a new grant which would
enhance In Home Family Counseling by an expansion of services to include a certified Infant Toddler
Family Specialist from Family Support Network of Southeastern NC. Through a cooperative
agreement and continuum of care these combined services from both agencies will help maximize
skills necessary to effectively parent through direct one on one interventions in the home.
In Home Family Counseling will be available to assess the families' strengths and challenges in
fostering healthy development. Frequently, a child's poor social- emotional development is secondary
to the parents' mental health issues, developmental disabilities and /or substance abuse. In at risk
families many other factors such as limited parenting skills, limited life skills, poverty, domestic
violence, abuse and neglect tend to further compromise a child's development. once recognized, an
individual treatment plan can be designed to address these deficits.

An Early Interventionist can be part of this plan and work in conjunction with the therapist focusing on
the acquisition and reinforcement of the skills necessary to optimize healthy development. Research
shows that repetition and reinforcement of social, language and school readiness skills improve
outcomes for children, particularly those at risk for delays. All interventions will be provided in the
child's home through direct hands -on treatment, instruction and skill building activities.
The need is great and Medicaid does not reimburse for many components of Early Intervention. we
are requesting to submit a grant in the amount of $S 1,000 enabling us to offer this one of a kind
service in our area. we look forward to the opportunity to further expand on our ideas for EICP with
Cape Fear Memorial Foundation. Thank you for your consideration for funding at risk children in our
community in their preschool years.

William Ladney has petitioned the County to close an unnamed road near the 8500 block of Bald Eagle
Lane. In accordance with NCGS 153A -241, a Resolution of Intent to close a road or easement must be
adopted by the Board of County Commissioners prior to scheduling a public hearing on the matter. If
adopted, the public hearing would be scheduled for June 6, 2011.
RECOMMENDED MOTION AND REQUESTED ACTIONS:

RESOLUTION OF INTENT
TO CLOSE AN UNNAMED ROAD
WHEREAS, a petition has been filed pursuant to NCGS 153 -A -241, requesting the Board of
Commissioners of New Hanover County to close the following described private road:
Being a twenty (20) foot right -of -way beginning at a point and intersecting with the
northwestern right -of -way line of Bald Eagle Lane (SR -1491) and the northeastern
property line of lot 31 as shown on the map of sections E & F of Porters Neck
Plantation, recorded in Map Book 6, Page 1 of the New Hanover County Registry;
running thence from said point 500 feet northwest to the northwest corner of lot 31;
running thence 20 feet north to the northern right -of -way of said private road;
running thence from said point southeast approximately 520 feet to the southeast
corner of lot 32 as noted in Map Book 6, Page 1; running thence 20 feet south to the
point of beginning.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of
Commissioners is considering closing said road to private use, and that a public hearing on this
question will be held on the 6th day of June, 2011 at 6:00 p.m. in the Assembly Room of the New
Hanover County Historic Courthouse at 24 North Third Street in Wilmington, North Carolina at
which time the Board will hear all interested citizens and make a final determination as to whether
the road shall be closed.

Section 2: Explanation
In September 2008, the County activated the Emergency Operations Center and opened shelters in response
to Tropical Storm Hanna. The County applied for FEMA Public Assistance for the cost incurred and was
awarded $223,883.68. During FY 2008 -09, the initial payment of $174,397 was received. This budget
amendment budgets the final payment received in the amount of $49,486.68 and reduces appropriated fund
balance. Prior to actions taken at this Board of County Commissioners meeting, the Appropriated Fund
balance is $3,578,180. This marks the closeout of Tropical Storm Hanna.

Environment and Natural Resources (DENR) based in Wilmington. Mr. Newland will provide a ten - minute
presentation on non - attainment, followed by questions from the Board.
B. Public Comments
The Board of Commissioners may submit comments to DENR by April 30, 2011 regarding non - attainment
boundary recommendations. The Board intends to use the public comments it hears as it considers its
comments to DENR. Public comments will be limited to three minutes each.

28" ANNUAL NATIONAL TOURISM WEEK PROCLAMATION
WHEREAS, in the United States...
• Travel to and within the United States provides significant economic benefits for the nation,
generating millions of jobs and billions in taxes.
• The travel industry is one of the country's largest employers, providing 7.4 million direct travel -
generated jobs. One out of every nine American jobs is dependent on Travel and Tourism.
• Travel is among the top ten industries of 48 states and the District of Columbia in terms of
employment.
• Travel can serve as a catalyst to help move the national economy forward. A 1% increase in U.S.
worldwide market share of travel and tourism would equate to 8.8 million more visitors, $15
billion more in expenditures, and 152,000 new jobs.
• Last year, spending by domestic and international visitors in the U.S. averaged $2 billion a day.
• Travel contributes to personal growth, health, professional advancement, education, cultural
understanding and the enhancement of America's image around the world.
• Meetings, events and incentive travel are core business functions that help companies to
strengthen business relationships, align and educate employees and customers, and reward
business performance; and
WHEREAS, in North Carolina...
• Travel and Tourism is among the state's fastest growing industries.
• In 2009, domestic travelers spent more than $15.6 billion in North Carolina; and
WHEREAS, in New Hanover County...
• Travel and Tourism is an important economic generator that infuses millions of new dollars
into our local economy each year, thereby benefiting all citizens by making New Hanover
County a better place to live, work and visit.
• In 2009, the economic impact of Tourism was estimated at $3 90.3 8 million, ranking New
Hanover as #8 among North Carolina's 100 counties in tourism expenditures.
• Travel and Tourism provides jobs. In 2009 the local travel industry provided more than 5,200
jobs and supported a payroll of $92.31 million.
Travel and Tourism generated approximately $35.96 million in state and local tax receipts,
representing a $185.27 tax savings to each county resident.
Travel can serve as a catalyst to help move the local economy forward.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of Commissioners
that May 7 -15, 2011 be recognized as "National Tourism Week" in New Hanover County.

Ratification of 2008 Port Security Grant Program (PSGP) Award to Sheriff's Office for the Purchase
of Night Vision Enhancement ($70,000) and Digital Downlink Enhancement ($200,000) Needed for
Helicopter
BRIEF SUMMARY:
The Sheriffs Office has been awarded a 2008 Port Security Grant for the purchase of Night Vision and
Digital Downlink Enhancements for the helicopter.
The grant award is $270,000. No County match is required.
The Night Vision enhancements will expedite the resolution process, increase security patrols at night and
increase the safety of response personnel. The Digital Downlink enhancement will allow immediate and live
Camera feed to personnel on the ground as well as to a centralized command center.
The Sheriff originally planned to request permission to apply for this in November, 2009, but at that time, it
required a 25% match. He decided to pull the item because of the match requirement. We have now received
a waiver to eliminate the matching requirement.
Since the Sheriff intends to sell the County helicopter, we have been given permission to purchase these
items for the Sable helicopter.
RECOMMENDED MOTION AND REQUESTED ACTIONS:
Accept the 2008 Port Security Grant for the purchase of Night Vision and Digital Downlink Enhancements
for helicopter in the amount of $270,000; authorize the County Manager to sign the grant award document;
and adopt the ordinance for budget amendment 11 -189.

Section 2: Explanation
To budget a 2008 Port Security grant award of $270,000 for the purchase of Night Vision Enhancement and

Statute or cause creating Authority: General Statutes 161A. Wilmington -New Hanover
County Water and Sewer Authority established in 1970 to meet the needs of local governments
and industry. Name changed in 1972 to the Lower Cape Fear Water and Sewer Authority in and
became a regional.
Brief on Functions: The Lower Cape Fear Water & Sewer Authority is responsible for providing
wholesale regional raw water supply services to local governments and industry within its
five - county service area comprised of Bladen, Brunswick, Columbus, New Hanover, and Pender
Counties. The Lower Cape Fear Water & Sewer Authority is a self-supporting agency that
depends on customer rates and fees to support its operations. The Authority is a non- profit
public agency organized under the provisions of the NC Water and Sewer Authorities Act.
Purpose: Under the Enabling Legislation, the Authority is authorized, among other things, to
construct and operate water and sewer systems located within its service area. The Authority
may issue revenue bonds and fix and collect rates, fees and charges for services furnished by any
water and sewer system operated by the Authority. Its purpose is to provide a reliable and
dependable surface water supply as cost - effective as possible through economy of scale while
operating on sound fiscal and utility principles.

Searing as a deacon and S!S teacher in my church,—approx. 50 years
Organized and acting commissioner of the YMCA 55f Basketball League --coach and player
Coached the Bof senior Basketball Team @ The state Finals in Greenville,NC -201 o
Coach and play on a softball team in the Wilmington Senior Softball Assoc. 13 years
Member of NC State Champion senior softball teams
Started a travel team in the East Coast League.(senior softball) currently player /coach —created a new
division
Formed a southern gospel quartet -- currently manager and Kass singer
Member and chairman of the North Brunswick Sanitary District -- elected 2 terms
Member of the Lower Cape Fear Water and Sewer Authority- appointed and served 2 terms
Member Of The Brunswick County Water and Sewer Board—the original board
Served as a member of the Leland School Board
Served as a member of the local precinct committee
While employed at the Cape Fear Dupont site- -1 served as chair of the Energy Conservation Team -
we were recognized by Dupont corporate with an Engineering Excellence Award in 1992
Was also a rnenber of the Site safety committee.
During my 30 years with Dupont—had many suggestions accepted and implemented
through our site suggestion program.
Wrote a ground water and spill containment manual -- dealing with chemicals stored on site -
serving as an aid to groundwater contamination prevention
Sketched all water lines involved with the treatment( water was treated to different levels) and
use of water in the Dupont power and utilities department- -these were CAD designed into schematic
for use by the site.
Over 20 years hands on experience in water treatment -- worked with the operators assigned to wastewater
treatment
Attended water and sewer training as a Dupont employee and as a board member
Since my retirement l have worked as a Realtor /Broker primarily with Exit Realty- -
Being listing and selling agent of the month several times and in 2006 acheived the
highest level of performance.
I moved to New Hanover County in 2002 to be near my only grandson --now 15 and a student at Asheiy.
My desire is use rn"xperience to mane New Hanover a better place to five.

Why do you wish to serve on this committee?
I would like to continue to assist in fostering regional cooperation as the LCFwASA adds another
county to its customer base, ie. Pender County. The LCFwASA has invested $12 million dollars during
the recession to build the long -term raw water capabilities for the region with duel intakes in the Cape
Fear River to provide 110 MGD capacity and purchased the necessary pumps to provide that capacity
but needs to develop long term water purchase agreements with Brunswick County and the CFPUA in
order to build a parallel transmision to deliver this rapacity. ,
What areas of concern would you like to see addressed by this committee?
While the LCFwASA is currently in a position to serve Brunswick, New Hanover and Pender Counties,
it needs to continue in efforts to serve Bladen and Columbus counties currently in its service area. A
new 30 MGD raw water intake in the Cape Fear River at Tar Heel is enabling the LCFwASA to build a
6 MGD surface water treatment plant with 5 (r/o of that rapacity already contracted to Smithfield
Packing Company who is financing the majority of the construction. I have been involved in marketing
activities with Cumberland County to offer surface water in place of groundwater. with my county
commissioner experience, as well as being Chairman of the previous New Hanover County water &
Sewer Iii stri ct, I am able to effectively reach out to surrounding counties to bring a surface water option
to their citizens.
Qualifications for serving: Currently, I am serving as vice - Chairman in the current calendar year. If
reappointed, I would serve as Chairman of the LCFwASA in the next calendar year. The LCFwASA
rotates the Chairman among its six member local governments. I have previously served as Secretary
and Treasurer.

Members: 9 5 At -large members and 4 representatives from each of the following agencies:
Southeastern Center, New Hanover County Schools, NC Department of Juvenile Justice and
Delinquency Prevention, and New Hanover County Department of Social Services
Term of office: 3 years. Members may not serve more than two consecutive full terms and
cannot be reappointed until at least one year after the last term.
Purpose: To support the Youth Empowerment Services (YES) Department's focus on the
participation of the youth, their family and community to assist the youth served in succeeding
academically and behaviorally, thus resulting in yielding a productive member in society. The
goals will be 1.) to provide a forum for the collection and expression of ideas and
recommendations on matter relating to all four divisions of services; 2.) to promote
Communication and collaboration among the general public, other agencies, NHC departments,
and administration; 3.) to advise on matters of community interest relating to the youth and
services the department provides, as well as funding issues and other relevant local and state
matters. Established by the Board of Commissioners 3/15/2010 after disbandment of the JDTC.
Meetings: Regular monthly meetings are held on the third Wednesday of every month at 3:00
p.m. at the New Hanover County Government Center, 230 Government Center Drive,
Wilmington, NC.

Consideration of The Good Shepherd Fund Grant Award for Sheriff's Office to Support D.A.R.E.

BRIEF SUMMARY:
The Sheriff's Office has been awarded a grant from The Good Shepherd Fund in the amount of $1,900. No
County match is required. The grant will be used to purchase supplies, meals and transportation for the
D.A.R.E. program, which gives children the life skills necessary to avoid involvement with drugs, gangs, and
violence.
RECOMMENDED MOTION AND REQUESTED ACTIONS:
Recommend acceptance of the grant from The Good Shepherd Fund and adopt ordinance for budget
amendment 11-225.

BE IT ORDAINED by the Board of County Commissioners of New Hanover County, North
Carolina, that the following Budget Amendment 11 -225 be made to the annual budget ordinance for the

Section 2: Explanation
To budget a grant award of $1,900 from the Good Shepherd Fund, a local organization promoting the
