Minutes of the Port. Waterway and Beach Commission
February 18. 2011 4:00 PM

Present: Augustine, Bedsole, Catlin, Cignotti, Dugan, Harris, Owens, Lambeth, Losee
Silivanch, and Weaver
Guests: Jim Iannuoci, Tom Jarrett, Kathleen Riely, Brad Rosov, and Ken Wilson
The meeting was called to order by Chairman Layton Bedsole at 4L00PM.

Catlin/Losee moved to approve the minutes of the February 2, 2011 meeting. The motion
passed.
Bedsole gave a brief update from the Corps of Engineers concerning O. & M. funding for
Carolina Beach and the second half of the reconnaissance study. There is no sense of working
on something that has not been approved.
The question was raised whe
and perhaps can meet with Marlowe in Washington to find out.
The group for the Washington, D. C. trip so far consists of Catlin, Bedsole, Harris and Carolina
Beach representatives. Meetings have been confirmed with the Corps, McIntyre, Price, and
Burr for certain with Senator Hagan in the planning stage.
Tom Jarrett started the CPE report. A copy of the report (4 pages) is enclosed herewith.

Jarrett explained briefly lateral drift and the need to maintain the northern end of the beach. The
beach fill came first (built to 135 ft.) the berm was rebuilt.
Dave Weaver asked Jarrett if the area north of Shell Island requires renourishment. Tom
indicated this is not normally necessary.
Jarrett suggested that reauthorization of funding by the Corps would not be in time for the
2016/2017 season. If the County should do its own funding, rather than waiting for the Corps,
could it skip the re-con process? Catlin felt that if a locally preferred feasibility study would be
authorized by Congress, an M.O.A. could be reached. Explanation of M.O.A. by Rick Catlin is

other than that has been holding up rather well..
The second phase of thee CPE report was given by Brad Rosov with a laundry list of permits
needed. There are basically two options:
(1)Use the same footprint.
(2)Look at other options
The permitting process for any and all options involves a Part 1-A and 1-B:
Individual permit (footprint in places no changes).
Biological Assessment-Corps issues a permit.
General Permit#291 Review with Federal agencies.
Corps makes determination of the procedure.
Bedsole commented that New Hanover County has minimum permit requirements. How long
and How much?
-A estimates 14+16 months at a cost of $300 to $400K. Supporting
documents for 1-B takes longer and would cost more (est.$500K),
Layton asked the beach mayors if there is much deterioration of the beaches in the last years of
Jarrret commented that the footprint has remained the same for Wrighsville Beach borrow area
since 1996-1997. He suggested that CAMA may not govern the permitting process after next
year, but someone will manage the process. Currently, there is not a big monitoring program.
Catlin questions if we would have to re-negotiate the contract if the entire permit was not
implemented. It was felt that we would need to perhaps work directly with the Corps to
negotiate thee difference or perhaps work directly with the contractor. We may not know what
the funding is going to be.
Losee suggested a contingency plan to coordinate with the funding
Catlin said Option 1-A makes more sense. Under present conditions, we commit 35% of project
costs.
The next phase of the CPE report was presented by Ken Wilson. He gave some estimates of the
relative costs of the projects:
Option #1 - $150K to $250K
Option #2 - $250K to $400K
A cultural survey may be required to identify historic shipwrecks in the channel.
Carolina Beach has a slide presentation that shows the amount of sand need is not a problem.
Masonboro Island is an excellent borrow site, plus there are additional offshore borrow sites.'
Catlin commented that dredging the Carolina Beach Inlet will probably not happen in 2011
oar2012.
The current borrow sites for Kure Beach should have 7 or 8 more cycles remaining
There is no precedent that suggest if you do your own thing-the federal government will no
longer help.

Jarrett suggested conceivably doing both processes at the same time to save money.
It was felt that more time was needed to review the report.
The beach mayors felt they needed a month to review the draft with their respective boards,
Chairman Bedsole said it was time to adjourn and he did so, however, he asked everyone to
respond to him or to Connie Majure-Rhett via e-mail.
The meeting adjourned.
