WHEREAS, the New Hanover Human Relations Commission
and the Greater \Vilmington Chamber of Commerce are sponsoring
Human Relations Month; and
WHEREAS, the theme for Human Relations Month is
"Open Hearts Open Doors"; and
WHEREAS, we recognize that establishing equal and
inalienable rights to all people creates dignity and is the
foundation of freedom, justice and peace; and
\~EREAS, through practicing the principles of Human
Relations on an everyday basis, we encourage and reinforce
positive actions and attitudes toward the rich and poor, young
and old, handicapped and non-handicapped -- people of all races
and sexes.
NOW, THEREFORE, I Karen E. Gottovi, Chairman of the
New Hanover County, North Carolina Board of Commissioners, do
hereby proclaim the month of February, 1984 as
HUMAN RELATIONS MONTH
in New Hanover County, North Carolina, and call upon all
citizens of the Wilmington-New Hanover County area to sincerely
join forces in creating and practicing a mutual bond of fellow-
ship with all citizens and resolve to accept a personal challeng
to improve the status of all people through assurance of the .:

WHEREAS, the obscurity of that history has not been
in the best interest of the public good; and

the citizens of any nation, yea, and any community, must in
accuracy be known to all of its citizens, lest the result be a
diminishing of the human esteem and personal value of the
neglected group, and their worth always viewed with suspicion;
WE, the New Hanover County Board of Commissioners,

RESOLUTION AUTHORIZING, ADOPTING, APPROVING, ACCEPTING AND
RATIFYING THE EXECUTION OF AMENDMENT NO. 1 TO GRANT AGREEMENT FOR
PROJECT NO. 3-37-0084-01 BETWEEN THE UNITED STATES OF AMERICA AND
COUNTY OF NEW HANOVER, NORTH CAROLINA.
BE IT RESOLVED, by the Board of Commissioners of New Hanover
County:
SECTION 1.
That said Board of Commissioners hereby
authorizes, adopts, approves, accepts and ratifies the execution
by the County Manager of Amendment No. 1 to the Grant Agreement
between the Federal Aviation Administration on behalf of the
United States of America and County of New Hanover.
SECTION 2.
That the execution of said Amendment No. 1 to
the Grant Agreement in quadruplicate on behalf of said New
Hanover County by G. Felix Cooper, County Manager and the
impression of the official seal of the County of New Hanover and
the attestation of said execution by Lucie F. Smith, County
Clerk is hereby authorized, adopted, approved, accepted and
ratified.
SECTION 3. That the Airport Manager is hereby authorized to
execute payment requests under this Amendment to the Grant
Agreement on behalf of said New Hanover County.
SECTION 4. That the Amendment No. 1 to the Grant Agreement
referred to hereinabove shall be attached hereto and made a part
of this Resolution as though it were fully copied herein.

Information for a State Association' of Counties in the United

fo~ Governor Dan Moore before becoming a member of staff for
the ,North Carolina Association of County Commissioners; and"
WHEREAS, recognizing as one of his many
accomplishments the founding, publishing and editoring of the
"North Carolina County Lines";
NOW, THEREFORE, BE IT RESOLVED that the New Hanover
County Board of Commissioners of New Hanover County pay tribute
and homage to Jerry for years of unselfish, loyal, and
dedicated service to the N. C. Association of County
Commissioners bidding him many happy years of retirement so
well deserved.
