WHEREAS, crime in America continues, either directly or
indirectly, to affect the lives and liberty of all our citizens~
and
WHEREAS, recent .evidence suggests that active community
participation in effective crime prevention activities can halt the upward
spiral of crime in many American communi ties ~ and
WHEREAS, area .law enforcement agencies, in cooperation with
individual citizens, neighborhocx:l groups, business organizations and other
crime prevention associations, have a vested interest in presenting a
comprehensive crime prevention program; and
WHEREAS, the benefit of a cooperative crime prevention effort is
discouragement to criminal activity and the enhancement of peace of mind
to an increasing number of our citizens; and
WHEREAS, a cooperative community crime prevention effort with a
well-defined program of activities to focus on citizen awareness of how to
prevent crime and to disseminate information throughout this community
will, if followed, significantly reduce crime.
NOW, THEREEURE, I, Jonathan Barfield, Sr., Vice-Chairman of the
New Hanover County Board of Commissioners, do hereby proclaim. the week of
September 5, 1984 - September 12, 1984 as

in New Hanover County, North Carolina, to seriously focus citizen
attention on our great need as well as our proven ability to counter crime
in our community~ and furthermore, I urge every citizen to support all
aspects of our continuing counter-crime program and to take full advantage
of the beneficial educational opportunities which the program offers, to
cooperate fully in protecting yourself and your property, and to learn how
to insure that the purveyors of crime are prosecuted to the fullest. extent
of the law.

THIS AGREEMENT, made and entered into this
day of
19_, by and between NEW HANOVER COUNTY, a politi-
cal subdivision of the State of North Carolina, hereinafter
referred to as "County," and
Crown Packaging Corporation
of Wilmington
North Carolina, hereinafter referred to as "Vendor";

WHEREAS, County advertised for bids for Various
Print Shop Supplies
and bids were received and opened as required by law: and
WHEREAS,
after careful consideration of the bid
submitted by Vendor, the Board of County Commissioners of New
Hanover County has adopted a resolution authorizing the
acceptance of such bid and the execution of a contract with
Vendor covering the purchase and delivery of
various Print
Shop Supplies
NOW, THEREFORE,
in consideration of the mutual bene-
fits inuring to the parties hereto, said parties covenant and
agree as follows:
1. In ,accordance with County's specifications and
Vendor's proposal, copies of both of which are attached hereto
and made a part hereof, Vendor will. deliver to County the

and more particularly described
in the proposal or in the specifications attached hereto.
2. The total purchase price for said goods in the sum
of Ten thousand three hundred forty-t~ree
and 56 /lOOths Dollars (~10,343.56 ) shall be paid by County
in cash within 30 days after the delivery of the goods
and their acceptance by County.
3. The specifications, the proposal, the advertise-
ment by County, the Instructions to Bidders, and the performance
bond for Vendor are attached hereto and made a part of this
contract as though fully written herein.
4. Risk of loss to County for the goods purchased
shall remain with Vendor until the goods are delivered to County
F.O.B.
New Hanover County Print Shop, 320 Chestnut St., Wilmingbon, NC
5. Vendor shall deliver all goods purchased by County
on or before as requested by Print Shop
6. In connection wi th the performance of this
contract, Vendor agrees not to discriminate against any employee
or applicant for employment because of race, religion, color, sex
or national origin. Vendor agrees to take affirmative actions to
insure that applicants are employed, and that employees are
treated during this employment, without regard to their race,
religion, color, sex or national origin.

7. This contract constitutes the entire understanding
of the parties and contains all of the terms agreed upon with
respect to the subject. matter hereof.
No modification or
rescission of this contract shall be effective unless evidenced
by a signed writing.
