Port, Waterway and Beach Commission
Minutes of the March 30, 2011, 4 pm Meeting
Members Present: Kevin O’Grady, David Cignotti, Jim Dugan, Joe Augustine, Layton Bedsole, Lara Landgraf, Rick Catlin,
Jason Smith, Connie Majure-Rhett, Paul Woodbury
Guests Present: Sue Bullock, Kathleen Riely, Jim Iannucci, Tim Owens, Todd Walton, Patricia Matson
Welcome: Chairman Bedsole welcomed attendees and called for approval of the February 18, 2011 minutes. Upon a
motion by Rick Catlin and a second by Jim Dugan, the minutes were approved. He also welcomed new commission
members Lara Landgraf and Paul Woodbury.
Water Resources Congress: Bedsole continued with an update on the Water Resources Congress meeting in DC. The
meeting was a good one that opened eyes of some in attendance. There are no earmarks and no new starts. Discussed
was contributing authority and how to get it. It was suggested that connecting Kure Beach to Carolina Beach would
modify project to eliminate one new project. It was also suggested that a Corps of Engineers representative attend the
PWW B Commission meetings.
New Hanover County Beach Nourishment Contingency Plan: Bedsole noted that CPE has completed the analysis for
New Hanover County getting its own permits. Cignotti noted that there should be an interlocal municipal agreement
between the county and the beach towns. Bedsole has a sample from Carteret County that he will share. Catlin
reminded the group that if the state doesn’t fund, the match becomes a local one. Bedsole asked if the commission
needs to make a recommendation to the county. Owens suggested a joint meeting of beaches and county to clarify.
After other discussion, Catlin suggested that the county commissioners need an update with a summary of the
contingency plan and recommendations, then have the interlocal agreement prepared by New Hanover County staff in
conjunction with beach towns’ staff using Carteret’s as guide. Connie will forward to all members when she receives
from Bedsole.
After additional discussion, Rick Catlin made the following motion: The Port, Waterway and Beach Commission
recommends that New Hanover County pursue the General Permit option and develop an inter-local agreement with
the beach communities. The Commission also recommends that New Hanover County negotiate a fee with CPE to
prepare and submit the General Permit and any other associated permits required. The motion was seconded by Joe
Augustine and unanimously approved.
New Business: Layton Bedsole mentioned USACE Wilmington District Setback Policy and suggested all review the policy.
Connie will distribute links to appropriate portions of the Corps website.
Old Business: Bedsole asked for other business. Sue Bullock, of behalf of Holiday Inn and the Pearsal family, thanked
the Commission for protecting the sand on Wrightsville Beach.
Joe Augustine thanked Rick Catlin for his service to the Commission and presented him a Wilmington Cup in honor of the
legwork, commitment, time and talent he has given to Port, Waterway and Beach issues. Kathleen Riely thanked him on
behalf of the real estate community.
Bedsole again welcomed the new commission members, thanked all for attending and adjourned the meeting at 5:05
pm.
