The 2011 New Hanover County Board of Equalization and Review met on Tuesday, May 10, 2011, at
1:00 p.m. in the Lucie F. Harrell Conference Room of the New Hanover County Government Center, 230
Government Center Drive, Wilmington, North Carolina. The purpose of the meeting was to hear appeals by
property owners regarding their 2011 tax value assessments and consider adjournment, thereby establishing the
date and time, as previously published in the local newspaper, at which their authority to receive appeals expires
for the tax year 2011.
Members present were: Chairman Donald E. Harris, William J. O'Shea, Joe Miller, David Taylor Turner,
Linda M. Woods, and John R. Babb (Alternate).
Staff members present were: Tax Administrator Roger Kelley, Appraiser Jason Radtke, Appraisal
Administrative Support Technician Macio Carlton, Finance Auditor Lisa Wurtzbacher, and Appraisal
Administrative Support Technician Jennifer Watson.
Also present: Tom Tucker, Tax Management Associates
Chairman Donald E. Harris called the meeting to order at 1:01 p.m.
AGENDA ITEM # 1: Approval of Minutes
The Board considered and gave a consensus of approval for the minutes from their meeting on April 27,
2011
AGENDA ITEM # 2: Tax Appeal Presentations
The Board heard appeal presentations from the following individuals regarding the 2011 tax assessment
of real property. Each appellant was informed that the Board would make decisions following the hearings and
they would be notified by mail of the Board's decision in ten days.
1. Syd Ingle and Brad Sparks representing Fortron Industries LLC, property owner of 4600 HWY 421 N,
Wilmington, NC; Business Personal Property ID B0940B412
2. Walter Evans, property owner of 6232 Chalfont Cir, Wilmington, NC; Parcel ID R05000- 003 - 180 -000
3. Mike Brown and Attorney Howell Kitchen representing Autumn Hall, property owner of 5320 Old Garden
Rd, Wilmington NC; Parcel ID R05000- 004 - 079 -000
4. Jason Radtke, New Hanover County Appraiser, at the written request of Charles Buchanan, property
owner of 1200 W Smith Bay Cir, Wilmington NC, read into the record an undated letter (received May 3,
2011) from the owner, who was unable to attend the hearing, for consideration by the Board; Parcel ID

In deliberations after hearing the appeals, the Board affirmed the assessed values as follows:

Motion: Bill O'Shea MOVED, SECONDED by Linda M. Woods, to uphold the assessed value at $616,849 and to

AGENDA ITEM # 3: Affirmation of Recommended Values for Scheduled Hearings for Appellants Who
Failed to Appear
Tax Administrator Kelley reported that no other appellants were present and requested the Board to
affirm the recommended Assessed values of those appellants who were scheduled for hearings, but failed to
appear.
Motion: Bill O'Shea MOVED, SECONDED by Donald Harris, to affirm the assessed values recommended by the
Tax Administrator of those appellants who were scheduled and failed to appear before the Board.
AGENDA ITEM # 4: Affirmation of the Following Signed and Agreed Values
Tax Administrator Roger Kelley presented a list of appellants who, in writing, have agreed to the value
recommended by the appraisers and agreed to withdraw their appeals.
Motion: Joe Miller MOVED, SECONDED by David Taylor Turner, to affirm the assessed values of the appeals
listed below as withdrawn or agreed upon by appellants. Upon vote, the motion carried 4 to 0, with Bill O'Shea
recusing himself.

AGENDA ITEM # 5: Affirmation of potential hearings of owners who appealed or owners of parcels
with value changes that may appear before the Board of Equalization and Review
Tax Administrator Kelley advised the Board of the list below, by parcel identification number only, of the
appeals that the Board has considered or could potentially consider, in 2011, and further advised that the list
would be included in the minutes for this session. Pursuant to North Carolina General Statute (NCGS) §105 -322,
appeals shall be received until 3:00 PM on May 10, 2011, at the Tax Department, 230 Government Center Drive,
Suite 190, Wilmington, NC.
Motion: Joe Miller MOVED, SECONDED by David Taylor Turner, to affirm the list of potential hearings of owners
of properties with value changes after the opening session of the Board. Upon vote, the motion carried 5 to 0.

There being no further business to consider, Chairman Donald Harris called for a motion to adjourn the
meeting for the 2011 tax year.
Motion: David Taylor Turner MOVED, SECONDED by Bill O'Shea, to adjourn. Upon vote, the motion carried 5 to
0.
Chairman Donald Harris adjourned the 2011 Board of Equalization and Review at 5:00 p.m. The next
meeting of the Board, as allowed by NCGS §105 -322 in order to continue hearing appeals already filed, is
scheduled for 1:00 PM on Thursday, May 19, 2011.
