6/30/2011dr , t ` NEW HANOVER COUNTY BOARD OF BOOK EQUALIZATION AND REVIEW, June 30, 2011 PAGE ASSEMBLY The 2011 New Hanover County Board of Equalization and Review met on Thursday, June 30, 2011, at 1:00 p.m. in the Lucie F. Harrell Conference Room of the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. The purpose of the meeting was to hear appeals by property owners regarding their 2011 tax value assessments. Members present were: Chairman Donald E. Harris, William J. O'Shea, Joe Miller, Bob Drach (Alternate) and John R. Babb (Alternate). Staff members present were: Tax Administrator Roger Kelley, Appraisers Stephen Walker, Jason Radtke, Jim Hardin, and Brandy Landrie, Administrative Support Technician Macio Carlton, and Fiscal Support Technician Jennifer Watson. Chairman Donald E. Harris called the meeting to order at 1:03 p.m. AGENDA ITEM # 1: Approval of Minutes The Board considered and gave a consensus of approval for the minutes from their meetings on June 15 and June 22, 2011. The Board concurred, that the minutes from this last session would be circulated via e -mail to, and for the approval by, those members of the Board who participated in the June 30, 2010 session. AGENDA ITEM # 2: Tax Appeal Presentations The Board heard appeal presentations from the following individuals regarding the 2011 tax assessment of real property. Each appellant was informed that the Board would make decisions following the hearings and they would be notified by mail of the Board's decision in ten days. 1. Stephen Walker, New Hanover County Tax Appraiser, spoke on behalf of Mark Daffer per his email request dated June 28, 2011, property owner of 5312 Dandelion DR, Wilmington, NC; Parcel ID R04318- 007 -011- 000 2. Roger Kelley, New Hanover County Tax Administrator, spoke on behalf of Mr. Guy David Dyer, property owner of 806 Rolling Hills Cove, Wilmington, NC; Parcel ID R06118- 006 - 001 -000 7. Roger Kelley, New Hanover County Tax Administrator, spoke on behalf of Ms. Shelva G. Byrd, property owner of 109 Antoinette DR, Wilmington, NC; Parcel ID R07610- 002 - 001 -000 In deliberations after hearing the appeals, the Board affirmed the assessed values as follows: Parcel ID Owner Appealed Value Affirmed Value R04318- 007 - 011 -000 Mark and Nicole Daffer $218,464 $217,398 Motion: Joe Miller MOVED, Seconded by Bob Drach, to uphold the recommended value of $217,398. AGENDA ITEM # 3: Affirmation of Recommended Values for S�heduled Hearings for Appellants Who Failed to Appear Tax Administrator Kelley reported that no other appellants Were present and requested the Board affirm the recommended Assessed values of those appellants who were scheduled for hearings, but failed to appear. Motion: Joe Miller MOVED, Seconded by John Babb, to affirm the assessed values recommended by the Tax Administrator of those appellants who were scheduled and failed to ( appear before the Board. Motion: Joe Miller MOVED, Seconded by Bob Drach, in light of the documentation submitted, to reduce the values as follows: Parcel R04100- 003 - 009 -000, reduce value to $218,430, and Parcel R04100- 003 - 010 -000, reduce value to $306,979. Upon vote, the motion carried 5 to 0. AGENDA ITEM #5: Schedule of Future Meetings There are no future meetings scheduled at this time. AGENDA ITEM # 6: Adjournment There being no further business to consider, Motion: Don Harris MOVED, Seconded by Joe Miller, to adjourn the 2011 Board of Equalization and Review.
