The 2011 New Hanover County Board of Equalization and Review met on Wednesday, June 22, 2011, at
1:00 p.m. in the Lucie F. Harrell Conference Room of the New Hanover County Government Center, 230
Government Center Drive, Wilmington, North Carolina. The purpose of the meeting was to hear appeals by property
owners regarding their 2011 tax value assessments.
Members present were: Chairman Donald E. Harris, William J. O'Shea, David Taylor Turner, Bob Drach
(Alternate) and John R. Babb (Alternate).
Staff members present were: Tax Administrator Roger Kelley, Lisa Wurtzbacher, Appraisers Scott Saunders,
Chris Boney, Larry Bolick, Charles Davis, and Jason Radtke, Administrative Support Technician Joann Davenport,
and Fiscal Support Technician Jennifer Watson.
Chairman Donald E. Harris called the meeting to order at 1:00 p.m.
AGENDA ITEM # 1: Tax Appeal Presentations
The Board heard appeal presentations from the following individuals regarding the 2011 tax assessment of
real property. Each appellant was informed that the Board would make decisions following the hearings and they
would be notified by mail of the Board's decision in ten days.
1. Roger Kelley, New Hanover County Tax Administrator and Lisa Wurtzbacher, New Hanover County, Finance
Auditor, spoke on behalf of Altamar, property owner of 3330 River RD, Wilmington, NC; Business Personal
Property ID B0050B2020
2. Karen Foster, property owner of 233 Bayshore DR, Wilmington NC; Parcel ID R03619- 001 - 006 -000
3. William and Julie Greenwood, property owners of 1501 Marsh Cove LN, Wilmington, NC; Parcel ID R07908-

In deliberations after hearing the appeals, the Board affirmed the assessed values as follows:

business personal property). Upon vote, the motion carried 4 to 1. (Opposed by John Babb)

y'= AGENDA ITEM # 2: Affirmation of Recommended Values for Scheduled Hearings for Appellants Who Failed
to Appear
Tax Administrator Kelley reported that no other appellants were present and requested the Board to affirm
the recommended Assessed values of those appellants who were scheduled for hearings, but failed to appear.
Motion: Bill O'Shea MOVED, Seconded by John Babb, to affirm the assessed values recommended by the Tax
Administrator of those appellants who were scheduled and failed to appear before the Board. Upon vote, the motion
carried 5 to 0.
AGENDA ITEM # 3: Affirmation of the Following Signed and Agreed Values
Tax Administrator Roger Kelley presented a list of appellants who, in writing, have agreed to the values
recommended by the appraisers and agreed to withdraw their appeals.
Motion: Bob Drach MOVED, Seconded by David Taylor Turner, to affirm the assessed values of the appeals listed
below as withdrawn or agreed upon by appellants. Upon vote, the motion carried 5 to 0.

AGENDA ITEM #4: Old Business — (Tab# 18 and 19) were rescheduled from the June 22, 2011 session to the
June 30, 2011 meeting. (Tab# 20) Item was tabled at the June 15, 2011 session so the Tax Administrator
could contact the City of Wilmington to determine whether the lot is buildable or not and be reconsider at the
June 22, 2011 session.
Mr. Drach and Mr. Turner recused themselves because they were il ot present when the appeal was
presented to the Board.

Roger Kelley, New Hanover County Tax Administrator, spoke in regards to Parcel ID R07011- 003 - 005 -000.
Mr. Kelley contacted Mr. John W. Fullerton, Zoning Administrator for the City of'Wilmington questioning if the subject
parcel was buildable or not. Mr. Fullerton replied in writing stating that, "the lot iE buildable subject to the City of
Wilmington Land Development Code restrictions."
Motion: Don Harris MOVED, Seconded by Bill O'Shea, that due to the finding trjiat the lot is buildable, to uphold the
current assessed value at $49,500. Upon vote, motion carried 3 to 0.
AGENDA ITEM #5: Schedule of Future Meetings
The next meeting of the Board, as allowed by NCGS §105 -322 in order to continue hearing appeals already
filed, is scheduled for 1:00 PM on Thursday, June 30, 2011. This is the last scheduled meeting for hearings of
appeals on real property for the tax year 2011. 1

There being no further business to consider,
Motion: Bill O'Shea MOVED, Seconded by Bob Drach, to recess. Upon vote, the motion carried 5 to 0.
Chairman Don Harris called a recess to the 2011 Board of Equalization and Review at 4:05 p.m.
