Minutes of June 29, 2011 Meeting

Chairman Layton Bedsole called the meeting to order and asked for approval of the minutes of the
March 30, 2011 meeting. Upon a motion by Dugan and a second by Coudriet, the minutes were
approved.
PWBC Fund Balance: Bedsole noted that the commission had a fund balance of $12,000. Catlin added
that the beach communities used to contribute to the commission ($1,000 each per year) and suggested
that it would be a good idea to get back into their budgeting cycles. The county donates $4,000 per year;
the city $1,500 per year. The beach leaders said they would take the request back to their respective
bodies.
NHCo Beach Nourishment Contingency Plan: Bedsole reported that the county staff had recommended
to the county commissioners the commission’s motion from 3/30/11 concerning the interlocal
agreement with the beach communities. County staff is discussing with beach town. CPE is preparing
estimates to prepare and submit permits as outlined in the motion. Carteret County’s regional approach
to sand management for efficiencies has a goal of reducing the number of projects. Catlin noted that our
project is not as extensive so the interlocal agreement should work. Bedsole expressed concern that the
scope of GP 291 not get drug down by cost estimates. Iannucci noted that they were two separate
projects so one will not affect the other.
Cignotti reported that CPE had charged Wrightsville Beach $600 for the presentation they made and
wondered if other beach towns had been charged. Coudriet indicated that the price the county pays CPE
should cover beach town presentation.
Old Business: Bedsole noted that as of July 1, NCSPA will be part of NCDOT. The ports board will remain
the same with the NCDOT secretary added. With the move to a more holistic approach to moving cargo
through the work of the NC Logistics Council, we need to remain vigilant in our support of the ports.
Bedsole discussed conversations with Marlowe and Company concerning contributory authority. Since
Carolina Beach will be the first nourishment project to meet the 50 year contract expiration, their hard
work is important. Bedsole is pleased with their approach and inroads in Congress. It was noted that
County Commission Chairman Barfield had sent a letter to federal officials supporting the ability of the
Corps of Engineers to accept contributing funds from non-federal entities. Bedsole asked for a copy of
the letter. Owens wondered if that letter should be shared with beach town across the US that are
approaching expiring contracts. Catlin indicated that other beach towns may not support contributing
authority.
New Business: Discussions were had with the #2 Corps official about a GRR that would make Carolina
Beach a part of the Kure Beach project. Woodbury wondered if there was a danger in making projects
too large to succeed. Catlin said all options have to be explored. Weaver asked if we should be pushing
for changes allowing locals to contribute 100% of project. Catlin indicated that the Corps is not the
cheapest way to do a project and that if we had all permits, we could do projects less expensively. Can
we contribute to design? Coudriet volunteered to ask Marlowe what contributions can be made to …
design or construction or both and could it be 100%.
Catlin asked if Figure 8 Island should have a representative on the commission. It was decided to hold
this discussion until the next meeting so that the county could research the original intent of the
commission and determine if there is anything that would prevent them being added. Woodbury
announced that the fish ladders at Lock and Dam 1 are under construction. Catlin mentioned that the
community should begin to worry about water supplies in the future and that a possible solution would
be a reservoir using the Cape Fear River around Local & Dam 1 as a source.
Public Comments: Kathleen Riely thanked the group for their work on behalf of the real estate
community.
There being no other business, Chairman Bedsole adjourned the meeting.
