RESOLUTION PROPOSING ACCEPTANCE OF OFFERS
TO PURCHASE SURPLUS REAL PROPERTY
WHEREAS, certain parcels of real property owned wholly or jointly by New Hanover
County and/or the City of Wilmington have been offered for sale pursuant to North
Carolina General Statute l60A-269; and
WHEREAS, the offerors indicated on the attaehed list have agreed to pay the
amounts indicated on the attached list for the parcel of real property shown; and
WHEREAS, the properties are declared by the County Commissioners to be surplus
and not needed for public purposes; and
WHEREAS, it is in the best public interest and welfare to dispose of these
properties in accordance with the negotiated terms and conditions,
NOW THEREFORE BE IT RESOLVED:
1. That pursuant to NCGS l60A-269, the County Commissioners propose to accept
the offers to purchase indicated on the attached list from the offerors as
indicated, 0
2. That the County of New Hanover and/or the City of Wilmington will retain
any deposit posted by the offerors when:
a, the offer is withdrawn after posting the deposit; or
b, the offeror fails to pay the balance of an approved offer, due
in cash, within ten (10) days of receipt of a notice by
certified mail of availability of the deed of conveyance.
3. That the County of New Hanover reserves the right to reject any and
all offers.
4, That the County of New Hanover will require the offerors to deposit five
(5%) percent of the offered prices immediately following adoption of this
resolution,
5. That the Clerk of the Board of Commissioners will publish a notice of the
offers as required by NCGS 160A-269.

EXTRACTS FROM MINUTES OF BOARD OF COMMISSIONERS
The Board of Commissioners of the County of New
Hanover, North Carolina, met in regular session in the
Assembly Room of the New Hanover County Administration
Building in Wilmington, North Carolina, the regular place of
meeting at7' tJ 0 0' clock, ~.M., on September 4, 1984. The

The Chairman stated that The New Hanover County
Industrial Facilities and Pollution Control Financing
Authority had adopted a resolution expressing its intention
to issue revenue bonds and authorizing the execution and
delivery of an inducement agreement pertaining to the
financing of an industrial project for National Service
Industries, Inc. The Chairman submitted copies of the
resolution and the inducement agreement to the Board. The
Chairman then stated that a notice had been published on
August JLZ, 1984 that the Board would hold a public hearing
on September 4, 1984 on the proposed project and the issu-
ance of revenue bonds to financ~ the project.

fol1qwing resolution which was read at length:
WHEREAS, the Board of County Commissioners has
created a political subdivision and body corporate and
politic of the State of North Carolina known as "The New
Hanover County Industrial Facilities and Pollution Control
Financing Authority" (the "Authority"); and
WHEREAS, the Authority is authorized under the
Industrial and Pollution Control Facilities Financing Act,
Chapter 159C of the General Statutes of North Carolina; as
amended (the "Act"), to issue revenue bonds for the purpose,
among others, of paying all or any part of the cost of any
industrial project for industry, to acquire, construct and
equip any such project, and to make and execute financing
agreements, security documents and other contracts and
instruments necessary or convenient in the exercise of such
powers; and
WHEREAS, the Authority has determined to issue its
revenue bonds in the principal amount of not more than
$750,000 to pay all or a portion of the costs of the acqui-

sition, construction and installation of an expansion of the
existing industrial facility of National Service Industries,
Inc. at 525 North College Road, near Wilmington, in New
Hanover County, for the distribution of shirts and shirt
products, consisting of an approximately 40,000 square foot
building addition and related improvements (the "Project")
to be operated by National Service Industries, Inc.; and
WHEREAS, the Authority intends to file an applica-
tion for approval of the Project with the Secretary of the
Department of Commerce (the "Department"), as required by
the Act; and
WHEREAS, the Department has, by regulation,
provided that no application for approval of a project will
be officially received until the elected board of county
commissioners of the county from which the application is
made has, by resolution after a public hearing, approved the
issue of revenue bonds and approved in principle the pro-
posed project and a certified copy of such resolution has
been provided to the Department; and
WHEREAS, the Board of County Commissioners,
pursuant to public notice duly given, has held a public
hearing on the advisability of the Project and the issuance
of revenue bonds to finance the Project and has considered
the comments of persons who requested to be heard; and

WHEREAS, the Board of County Commissioners desires
to approve the Project in principle and the issuance of
revenue bonds to finance the Project;
NOW, THEREFORE, BE IT RESOLVED by the Board of
County Commissioners of the County of New Hanover as fol-
lows:
(1) The Project is hereby approved in principle.
(2) The issuance of revenue bonds by the Author-
ity to finance the Project is hereby ap-
proved.
(3) The Clerk of the Board of Commissioners is
hereby authorized and directed to provide a
certified copy of this resolution to the
Department of Commerce.
(4) This resolution shall take effect immediately
upon its passage.

ADOPTED OCTOBER 6, 1969
THE BOARD OF COMMISSIONERS OF NEW HANOVER COUNTY DOTH ORDAIN:
Section I, That the Zoning Ordinance of the County of New Hanover adopted
October 6, 1969, as amended be and the same is hereby further amended as fol lows:
Substitute 600 square feet for 500 square feet in the first
sentence of Article VI, Section 62, Accessory Building, The
changed sentence shal I read as fol lows:
"No accessory bu i 'd i ng sha II be erected in any requ i red yard
nor within five (5) feet of any other bui Iding except that
accessory buildings not exceeding 600 square feet,"
Section 2. Any ordinance or any part of any ordinance in conflict with this
ordinance, to the extent of such confl ict, is hereby repealed.

all resident owners and prominently posted in at least two (2) locations along
said road, and published in the Star News local newspaper, and the Board of
County Commissioners is of the opinion that said public road(s) in New Hanover
County should be renamed and the renaming of same is in the public interest, the

IT IS FURTHER ORDERED that a copy of this ordinance be recorded in the
office of the Register of Deeds of New Hanover County, North Carolina, and that
notice of the action taken by the Board of County Commissioners be transmitted to
the postmaster having jurisdiction over the road(s), the North Carolina Board of
Transportation and to any city within five (5) miles of said road(s) in
accordance with N. C. General Statute 153-240.

TO CLOSE A PUBLIC ROAD
WHEREAS, a petition has been filed pursuant to G. S. 153A-24l, requesting
the Board of Commissioners 'of New Hanover County to close the following described
public road:
Old tli1itary Road from its intersection with Avery Drive
extending north and east approximately 245 feet to its
termination at Bradley Creek. Being the same portion of
said road as shown on Magnolia Heights Subdivision as
recorded in Map Book 6, Page 8.
NOW, THEREFORE, BE IT RESOLVED, that this Board is considering closing said
road to public use, and that a public hearing on this question will be held on
the lStlttay of October , 1984, at 9: 00 A. H. 0' clock in the Assembly Room of
the County Administration Building, 320 Chestnut Street, Wilmington, North
Carolina, at which time the Board will hear all interested citizens and make a
final determination as to whether the unopened road shall be closed.
The foregoing resolution was adopted by the New Hanover County Board of
Commissioners on the4t-A day of * '
