Ownership of the old Courthouse should be retained by the County. The Courthouse should be redeveloped with its primary' use being a'visit'ors information center. It appears that the benefits of creating a visitors information center to assist in the development of the tourism industry in the County far outweigh the benefits of developing this building as an office center complex. The Task Force realizes that the visitors information center will not require all of the space available, therefore, consideration should be given to leasing available space to appropriate government related agencies and tourist related businesses. Specific interest for leasing space in the Courthouse has been expressed by the Committee of 100, D.A.R.E., and C.O.G. Revenues generated from leasing will be for the operation and maintenance of the building. Every effort should be made to establish the lease rates at a level so as not to create unreasonable competition with private sector businesses who lease space in the downtown area. 2. Parking The TaskForce recommends that some type of parking facility be constructed at the corner of Market and Third Streets. The success of the Courthouse being developed into a functional use is highly contingent upon a parking facility being constructed and interfaced with the activities in the Court- house and the Judicial Buildings. The Task Force is strongly committed to the concept that the Courthouse should not be developed unless construction of a parking facility is also considered and developed simultaneously. In light of the fact that the primary function of the Courthouse is to be a visitors information center, free parking should be made available to those persons visiting the information center. The Task Force is also aware of the need to keep the appearance of the parking facility within the context of its historical surroundings. Therefore, the Task Force recommends that the design of the parking facility be such that it blends with the surroundings of the downtown area. 3. Princess Street The Task Force recommends that Princess Street between Third and Fourth Streets be closed to automobile traffic and made into a pedestrian mall. It is also recommended that a walkway be constructed from the Princess Street level to the parking facility proposed for the corner of Third and Market Streets. The Task Force also recommends that the area below the walkway be designed as a "minipark", with appropriate landscaping and benches to attract pedestrians. 4. Historical Exhibits It is recommended that areas in the Courthouse be designed for exhibits of historical or cultural significance. These exhibits could be the responsibility I, ~ -" :\ . . ~- -2- of the County Museum, Historical Society, or samEk other appropriate agency. The exhibits would be located in areas easily ac~essib1e to the public. Also, because of the historical significance of the original.desigp of the courthouse, the Task Force recommends that serioqs consideration be given to rehabilitating as much of the courthouse as possible to its original state. Particularly, the Task Force recommends that the entrance! on the north and south sides of the building be reopened and the interior finishes be restored to their original state. 5. Third Street It is recommended that City Council take appropriate steps to prohibit truck/heavy vehicles through traffic on Third Street. Upon completion of the new bridge on Highway 421 in April 1985, there should be no reason for vehicles of this nature to use Third Street as a thruway to the industrial sectors located on the outskirts of Wilmington. 6. 1m ended that the schedule of development of the Courthouse coincide ning of the new bridge on Highway 421. Emphasis should be placed head with the development of the Courthouse. It is the consensus T sk Free that delays in implementaion will cause more decay and harm tructu e. The Task Force strongly recommends that a reasonable time e for de elopment be prepared and followed.
