WHEREAS, the attached petition has been filed with the Board of County
Commissioners of the County of New Hanover requesting that the above de-
scribed road, the location of which has been indicated in red on the attached
map, be added to the Secondary Road System; and
WHEREAS, the Board of County Commissioners is of the oplnlon that the
above described road should be added to the Secondary Road System, if the
road meets minimum standards and criteria established by the Division of
Highways of the Department of Transportation for the addition of roads to
the Sys tem.
NOW, THEREFORE, be it resolved by the Board of County Commissioners of
the County of New Hanover that the Division of Highways is hereby requested
to review the above described road, and to take over the road for maintenance
if it meets established standards and criteria.

WHEREAS, after due advertisement, bids were received
and publicly opened by the Finance Department

THIS AGREEMENT, made and entered into this day of
19_, by and between NEW HANOVER COUNTY, a pOliti-
cal subdivision of the State of North Carolina, hereinafter
referred to as "County," and

WHEREAS, County advertised for bids for Bookmobile
and bids were received and opened as required by law: and
WHEREAS, after careful consideration of the bid
submitted by Vendor, the Board of County Commissioners of New
Hanover County has adopted a resolution authorizing the
acceptance of such bid and the execution of a contract with
Vendor covering the purchase and delivery of Bookmobile
NOW, 'I'HEREFORE,
in consideration of the mutual bene-
fits inuring to the parties hereto, said parties covenant and
agree as follows:
1. In accordance with County's specifications and
Vendor's proposal, copies of both of which are attached hereto
and. made a part hereof, Vendor will deliver to County the
Bookmobile
specifically referred to as Item(s) No. N/A

and more particularly described
in the proposal or in the specifications attached hereto.
2. The total purchase price for said goods in the sum
of Twenty-eight thousand seven hundred
no /lOOths Dollars ($28,700.00
) shall be paid by County
and
in cash within
30
days after the deli very of the goods
and their acceptance by County.
3. The specifications, the proposal, the advertise-
ment by County, the Instructions to Bidders, and the performance
bond for Vendor are attached hereto and made a part of this
contract as though fully written herein.
4. Risk of loss to County for the goods purchased
shall remain with Vendor until the goods are delivered to County
F.D.B. New Hanover County Public Library, 201 Chestnut st., Wilm.ington, NC
5. Vendor shall deliver all goods purchased by County
on or before 60-90 days depending upon availability of chassis.
6. In connection with the performance of this
contract, Vendor agrees not to discriminate against any employee
or applicant for employment because of race, religion, color, sex
or national origin. Vendor agrees to take affirmative actions to
insure that applicants are employed, and that employees are
treated during this employment, without regard to their race,
religion, color, sex or national origin.

7. This contract constitutes the entire understanding
of the parties and contains all of the terms agreed upon with
respect to the subject matter hereof.
No modificatio'n or
rescission of this contract shall be effective unless evidenced
by a signed writing.

Resources and Community Development/Office of Coastal Management
to develop three neighborhood accessways at Wi1mington Beach: and

PROJECT ORDINANCE
COURTHOUSE RENOVATION, PHASE II - NEW HANOVER COUNTY
BE IT ORDAINED, by the Board of Commissioners of New
Hanover County:
WHEREAS:
1. New Hanover County (County) is engaged in the second
phase of the renovation of the Courthouse which capital project
involves the construction or acquisition of a capital asset.
2. County desires to authorize and budget for said capital
project in a project ordinance ,adopted pursuant to North Carolina
General Statute $159-13.2, such ordinance to authorize all
appropriations necessary for the completion of said project.
NOW, THEREFORE, WITNESSETH THAT:
1. This project ordinance is adopted pursuant to North
Carolina General Statute ~159-13.2.
2. The capital project undertaken pursuant to this ordinance
is the second phase of the renovation of the Courthouse, which
project is herewith authorized.
3. The revenue that will finance said project is:

WHEREAS, in a time of escalating cost of medical care in
hospitals and nursing homes, more attention is being placed on
,
home health care; and
WHEREAS, provision of special follow-up care can mean
earlier discharge from the hospital for many; and
WHEREAS, through teaching in the home setting, the patient
and family learn to attain maximum independence; and
WHEREAS, patients are usually happier at home in a familiar
place where the patient feels secure and contentment usually
results in a better recovery; and
WHEREAS, home health agencies provide skilled nursing care
and other health services under a physician's supervision and may
eliminate the need for more costly long term institutional care;
NOW, THEREFORE, the New Hanover County Board of
Commissioners do hereby proclaim the week of November 25, through
December l, 1984, as,
HOME CARE WEEK
in New Hanover County, and encourage all citizens to recognize
the importance of home health care being provided to many elderly
and disabled individuals in their homes, not only by
professionals, but also by their families and loved ones.

Bay Subdivision, Section 2 in Federal Point Township, and it further appearing
that a public hearing was held on November 12, 1984, at which time al I persons
were heard on the question of whether or not the renaming would be in the publ ic
interest, and it further appearing that notice of said hearing was transmitted to
al I resident owners and prominently posted in at least two (2) locations along
said road, and publ ished in the Star News local newspaper, and the Board of
County Commissioners is of the opinion that said publ ic road(s) in New Hanover
County should be renamed and the renaming of same is in the publ ic interest, the
description of which is delineated on the attached exhibit.
NOW, THEREFORE, IT IS ORDAINED AND DECREED that the above described road(s)
are hereby named SEA ROBIN COURT.
IT IS FURTHER ORDERED that a copy of this ordinance be recorded in the
office of the Register of Deeds of New Hanover County, North Carolina, and that

IN THE MATTER OF RENAMING A
PORTION OF CAROLINA BEACH ROAD

ORDINANCE
It appearing to the Board of County Commissioners of New Hanover County that
consideration has been given to the renaming of a portion of Carolina Beach Road
CU. S. 421) located at the northern corporate I ;mits of Carol ina Beach and
extending north to Snows Cut Bridge, and it further appearing that a public
hearing was held on November 12, 1984, at which time al I persons were heard on
the question of whether or not the renaming would be in the public interest, and
it further appearing that notice of said hearing was transmitted to al I resident
owners and prominently posted in at least two (2) locations along said road, and
publ ished in the Star News local newspaper, and the Board of County Commissioners
is of the opinion that said public roadCs) in New Hanover County should be
renamed and the renaming of same is in the public interest, the description of
which is del ineated on the attached exhibit.
NOW, THEREFORE, IT IS ORDAINED AND DECREED that the above described roadCs)
11 are hereby named LAK,E PARK BOULEVARD.
IT IS FURTHER ORDERED that a copy of this ordinance be recorded in the
office of the Register of Deeds of New Hanover County, North Carolina, and that
notice of the action taken by the Board of County Commissioners be transmitted to
the postmaster having jurisdiction over theroadCs), the North Carolina Board of
Transportation and to any city within five (5) miles of said roadCs) in
accordance withN. C. General Statute 153-240.

AN ORDINANCE OF THE COUNTY OF NEW HANOVER
AMENDING THE SUBDIVISION REGULATIONS
OF NEW HANOVER COUNTY ADOPTED
FEBRUARY 17, 1969
THE BOARD OF COMMISSIONERS OF NEW HANOVER COUNTY DOTH ORDAIN:
Section I. The Subdivision Regulations of the County of New Hanover adopted
February 17, 1969, as amended be, and the same is hereby further amended as
fo I lows:
A. Amend Article I I I, Plat Preparation and Approval Procedure,
Section 4, Final Plat, by adding under Section 4.4 (10), a
part "e" to read:
(e) Certificate Disclaiming Water/Sewer Suitabi I ity.
B. Amend Article VI I of the Subdivision Ordinance by adding
a Section "I" entitled: Water and Sewer Suitability
Disclaimer.
I. Water and Sewer Suitabi I ity Disclaimer: Notwithstanding
New Hanover County approval of this plat, lots shown
on said plat may not receive Health Department approval
for on site sewage disposal systems, nor for individual
water supply system.
Section 2. Any ordinance or any part of any ordinance in confl ict with this
ordinance, to the extent of such confl ict, is hereby repealed.
Section 3. This ordinance is adopted in the interest of publ ic health,
safety, morals, and general welfare of the inhabitants of the County of New
Hanover, North Carol ina, and shal I be in ful I force and effect from and after its
adoption.
