MEMORANDUM OF UNDERSTANDING

THE CITY OF WILMINGTON, TOWN OF WRIGHTSVILLE BEACH, TOWN OF BELVILLE, COUNTY
OF NEW HANOVER, COUNTY OF BRUNSWICK, AND NORTH CAROLINA DEPARTMENT OF TRANS-
PORTATION IN COOPERATION WITH THE UNITED STATES.DEPARTMENT OF TRANSPORTATION.
WITNESSETH
THAT WHEREAS, Chapter 136, Article 3A, Section 136-66.2(a) of the
General Statutes of North Carolina require that:
"Each municipal ity with the cooperation of the Department of
Transportation, shall develop a comprehensive plan for a street
system that will serve present and anticipated volumes of vehicular
traffic in and around the municipality; The plan shall be based
on the best information available including, but not limited to,
population growth, economic conditions and prospects, and patterns
of land development in and around the municipality and shall pro~
vide for the safe and effective use of streets and highways through
such means as parking regulations, signal systems, and traffic signs,
markings, and other devices. The Department of Transportation may
provide financial and technical assistance in the preparation of
such pl ans. II and,
WHEREAS, the said Chapter 136, Article 3A, Section 136-66.2(b) pro-
vides that:
"After completion and analysis of the plan, the plan may be
adopted by both the governing body of the municipality and the
Department of Transportation as the basis for future street and
highway improvements in and around the municipality. As a part
of the plan, the governing body of the municipality and the De-
partment of Transportation shall reach an agreement as to which
of the existing and proposed streets and highways included in the
plan will be a part of the State highway system and which streets
will be pari of the Municipal street system. As used in this
article, the State highway system shall mean both the primary high-
way system of the State and the secondary road system of the State
within municipalities."; and,
WHEREAS, the said Chapter 136, Article 3A, Section l36.66.2(d) pro-
vides that:
"Either the municipality or the Department of Transportation
may propose changes in the plan at any time by giving notice to the
other party, but no change shall be effective'until it is adopted
by both the Department of Transportation and the municipal govern~
ing board."; and,

WHEREAS, Section 134(a) of Title 23 United States Code states:
lilt is declared to be in the national interest to encourage
and promote the development of transportation systems, embracing
various modes of transportation in a manner that will serve the
States and local communities efficiently and effectively. To
accomplish this objective, the Secretary shall cooperate-with the
State and local officials in the development of transportation
plans and programs which are formulated on the basis of trans-
portation needs with due consideration to comprehensive long-
range land use plans, development objectives, and overall social,
economic, environmental, system performance, and energy conserva-
tion goals and objectives, and with due consideration to their
probable effect on the future development of urban areas of more
than fifty thousand population. The planning process shall in-
clude an analysis of alternative transportation system management
and investment strategies to make more efficient use of existing
transportation facilities. The process shall consider all modes
of transportation and shall be continuing, cooperative, and com-
prehensive to the degree appropriate based on the complexity of
the transportation problems. After July 1, 1965, the Secretary
shall not approve under section 105 of this title any program for
projects in any urban area of more than fifty thousand population
unless he finds that such projects are based on a continuing, com-
prehensive transportation planning process carried on cooperatively
by States and local communities in conformance with the objectives
stated in this section. No highway project may be constructed in
any urban area of fifty thousand population or more unless the
responsible public officials of such urban area in which the pro-
ject is located have been consulted and their views considered
with respect to the corridor, the location and the design of the
project."; and,
WHEREAS, a transportation planning process includes the operational
procedures and working arrangements by which short and long-range transporta-
tion plans are soundly conceived and developed and continuously evaluated
in a manner that will:
1. Assist governing bodies and official agencies in determining
courses of action and in formulating attainable capital im-
provement programs in anticipation of community needs; and,
2. Guide private individuals and groups in planning their de-
cisions which can be important factors in the pattern of
future development and redevelopment of the area; and,
WHEREAS, it is the desire of these agencies that a previously estab-
lished continuing, comprehensive, cooperative transportation planning process
as set forth in a Memorandum of Understanding dated September 23, 1973, and
most recently updated on June 25, 1981, be revised and updated to comply with

23 U.S.C. 134; and Sections 3(a)(2), 4(a), 5(g)(1), and 5(1) of the Urban Mass
Transportation Act of 1964, as amended, [49 U:S.C. lh02(a~(2)~ 1603(a), 1604(g)
(1), ~nd 1604(1)J; the following Memorandum of Understandlnq lS made.
Section 1. lt is hereby agreed that the CITY OF lliIUlINGTON, TO~!N OF
WRIGHTSVILLE BEAC-H, Tmm OF BELVILLE, NEW HANOVER COUNTY, BRUNS\IJICK COUNTY,
AND THE NORTH CAROLINA DEPARTMENT OF TRANSPORTATION in cooperation with the
UNITED STATES DEPARTMENT OF TRANSPORTATION, will participate in a continuing
transportation planning process with responsibilities and undertakings as
related in the following paragraphs:
1. The Metropolitan Planning Organization in the Wilmington Urban
Area includes the boards of general purpose local government-
Wilmington City Council, ~Jrightsville Beach Board of Aldermen,
Belville Town Board, New Hanover County Board of Commissioners,
and Brunswick County Board of Commissioners; the North Carolina
Department of Transportation; a Transportation Advisory Com-
mittee hereinafter defined; a Technical Coordinating Committee
hereinafter defined; and the various agencies and units of
local and State government participating in the transportation
planning for the area.
2. The area involved, the WILMINGTON Urban Transportation Study
Area, will be the Wilmington Urbanized Area as defined by the
United States Department of Commerce, Bureau of the Census,
plus that area beyond the existing urbanized area boundary that
is expected to become urbanized within a twenty year planning
period. This area is hereinafter referred to as the planning
area.
3. The projected planning area boundary will be periodically re-
assessed and revised in the light of new developments and basic
data projections for the current planning period.
4. The continuing transportation planning process will be a co-
operative one and all planning discussions will be reflective
of and responsive to the programs of the North Carolina Depart-
ment of Transportation, and to the comprehensive plans for growth
and development of Wilmington, Wrightsville Beach, Belville,
New Hanover County, and Brunswick County.
5. The continuing transportation planning process will be in accor-
dance with the intent, procedures, and programs of Title VI of
the Civil Rights Act of 1964.
6. Transportation policy decisions within the planning area are
the responsibility of the North Carolina Board of Transportation,
the Wilmington City Council, the Wrightsville Beach Board of
Aldermen, the Belville Town Board, the New Hanover County Board
of Commissioners, and the Brunswick County Board of Commissioners.

7. Transportation plans and programs and land use policies and
programs, for the local urbanized area, having regional impacts
will be coordinated with the Cape Fear Council of Governments,
an agency established by the City of Wilmington, Tow~ of Wrights-
ville Beach, Town of Belville, New Hanover County, Brunswick
County, and other municipalities and counties of the region.
The Cape Fear Council of Governments will function a~ the
regional A-95 clearinghouse.
8. A Transportation Advisory Committee is hereby established with
the responsibility for serving as a forum for cooperative trans-
portation planning decision making for the Metropolitan Planning
Organization. The Transportation Advisory Committee shall have
the responsibility for keeping the policy boards informed of
the status and requirements of the transportation planning pro-
cess; assisting in the dissemination and clarification of the
decisions, inclinations, and policies of the policy boards; and
ensuring meaningful citizen participation in the transportation
planning process.
The Transportation Advisory Committee will be responsible for
carrying out the provisions of 23 U.S.C. 104(f)(3), 134, and 315;
Sections 3, 4(a), and 5 of the Urban ~1ass Transportation Act of
1964 as amended, (U~1T Act) (49 LJ.S.C. 1602, 1603(a), and 1604);
and 49 CFR 1.48(b) and 1.50(f) including:
a. Review and approval of the transportation planning work
program;
b. Review and approval of the Transportation Improvement
Program for multimodal capital and operating expenditures
and to insure coordination between local and State capital
and operating improvement programs;
c. Endorsement, review and approval of changes to the adopted
Transportation Plan. As required by General Statutes
Section 136-66.2 revisions in the Thoroughfare Plan must
be jointly approved by the local governing boards and the
N.C. Department of Transportation;
d. Endorsement, review, and approval of changes to the Federal-
Aid Highway System and Federal-Aid Urbanized Area Boundary;
e. Endorsement, review, and approval of a Prospectus for trans-
portation planning which defines work tasks and responsi-
bilities for the various agencies participating in the trans-
portation planning process; and
f. Establishment of goals and objectives for the transportation
planning process.
The membership of the Transportation Advisory Committee shall in-
clude:

a. Two members of the Wilmington City Council;
b. One member of the Wrightsville Beach Board of Aldermen;
c. One member of the New Hanover County Boa rd of Commissioners;
d. One member of the Brunswick County Board of Commissioners;
e. One member of the North Carolina Board of Transportation; and
f. The Division Administrator, Federal Highway Administration
or his representative who shall serve as an advisory and
non voting member.
The Transportation Advisory Committee will meet as often as it
is deemed appropriate and advisable. On the basis of majority
vote of its membership, the Transportation Advisory Committee
may appoint a member of the Committee to act as Chairperson with
the responsibility for coordination of the Committee's activities.
A member of the staff of the Wilmington Planning Department will
serve as secretary to the Committee.
9. A Technical Coordinating Committee shall be established with the
responsibility of general review, guidance, and coordination of
the transportation planning process for the planning area and
with the responsibility for making recommendations to the respec-
tive local and State governmental agencies and the Transportation
Advisory Committee regarding any necessary actions relating to
the continuing transportation planning process. The TCC shall
be responsible for development, review, and recommendation for
approval of the Prospectus, Unified Work Program, Transportation
Improvement Program, Federal Aid Urban Systems and Boundaries,
revisions to the transportation plan, planning citizen partici-
pation and documentation reports of the transportation study.
Membership of the Technical Coordinating Committee shall include
technical representatives from all local and State governmental
agencies directly related to and concerned with the transporta-
tion planning process for the planning area. Initially, the
membership shall include, but not be limited to, the following:
a. City Manager, City of Wilmington
b. Director of Public Works, City of Wilmington;
c. Traffic Engineer, City of Wilmington
d. Transportation Planner, City of Wilmington
e. Transit Planner, City of Wilmington;
f. Director of Public Works, Town of Wrightsville Beach;
g. County Manager, New Hanover County;

h. Director of Planning, New Hanover County;
i. Ai rport ~1anager, New Hanover County Airport;
j. Director of Planning, Brunswick County;
k. Division Engineer, Division of Highways, North Carolina
Department of Transportation;
1. Thoroughfare Planning Engineer, Planning and Research Branch;
Division of Highways, North Carolina Department of Transporta-
ti on;
m. Director, Public Transportation Division, North Carolina
Department of Transportation;
n. Wilmington Transportation Study Coordinator, Planning and
Research Branch, Division of Highways, North Carolina Depart-
ment of Transportation;
o. Division Traffic Engineer, Division of Highways, North Carolina
Department of Transportation;
p. Director of Engineering, North Carolina State Ports Authority;
q. Director, Cape Fear Council of Governments;
r. District Engineer, North Carol ina Division, Federal Highway
Administration (non voting); and
s. Planning and Research Engineer, North Carolina Division,
Federal Highway Administration (non voting).
The Technical Coordinating Committee shall meet when it is deemed
appropriate and advisable and at least once quarterly. On the
basis of majority vote of its membership, the Technical Coordinat-
ing Committee may appoint a member of the Committee to act as
Chairperson with the responsibility for coordination of the Com-
mittee1s activities. Membership to the Technical Coordinating
Committee may be altered on the bas i s of a majority vote of its
membership.
10. The Wilmington City Council, Wrightsville Beach Board of Aldermen,
Belville Town Board, the New Hanover County Board of Commissioners,
and the Brunswick County Board of Commissioners shall s~rve as
the primary means for citizen input to the continuing transportation
planning process. During transportation plan reevaluation, citizen
involvement in the planning process shall be encouraged during .
reanalysis of goals and objectives and plan formation. This
citizen involvement will be obtained through goals and objectives
surveys, neighborhood forums, and public hearings in accordance
with procedures outlined in the "North Carolina Highway Action

Section 2. It is further agreed that the subscribing agencies will
have the following responsibilities, these responsibilities being those most
logically assumed by the several agencies:
City of Wilmington
The City will serve as the Lead Planning Agency for transportation
planning in the planning area and will assist in the transportation planning
process by providing planning assistance, data, and inventories in accordance
with the Prospectus. Additionally, the City shall coordinate zoning and sub-
division approvals within its jurisdiction in accordance with the adopted
Transportation Plan.
Town ofWrightsvil]e Beach
The Town of Wrightsville Beach will assist in the transportation plan-
ning process by providing planning assistance, data, and inventories in accor-
dance with the Prospectus. Additionally, the Town shall coordinate zoning
and subdivision approvals within its jurisdiction in accordance with the
adopted Transportation Plan.
Town of Belville
The Town of Belville will assist in the transportation planning process
by providing planning assistance, data, and inventories in accordance with the
Prospectus. Additionally, the Town shall coordinate zoning and subdivision
approvals within its jurisdiction in accordance with the adopted Transportation
Plan.
New Hanover County
New Hanover County will assist in the transportation planning process by
providing planning assistance, data, and inventories in accordance with the
Prospectus. Additionally, New Hanover County shall coordinate zoning and sub-
division approvals within its jurisdiction in accordance with the adopted Trans-
portation Plan.
Brunswick County
Brunswick County will assist in the transportation planning process
by providing planning assistance, data, and inventories in accordance with the
Prospectus. Additionally, Brunswick County shall coordinate zoning and sub-
division approvals within its jurisdiction in accordance with the adopted Trans-
portation Plan.
~oJth Carolina Department of Transportation
The Department will assist in the transportation planning process by
providing planning assistance, data, and inventories in accordance with the
Prospectus. The Department to the fullest extent possible and as permitted
by existing State and Federal regulations, will provide assistance in the
protection of necessary rights-of-way for those thoroughfares designated in
the transportation plan.

Section 3. Parties to this Memorandum of Understanding may terminate
their partic'-paf{on in the continuing transportation planning process by
giving 30 days written notice to the other parties prior to the date of ter-
mination.
Section 4. In witness whereof, the parties of this Memorandum of
Understanding have been authorized by appropriate and proper resolations to

THAT WHEREAS, it is recognized that the proper movement of travel within
and through the Wilmington urban area is a highly desirable element of a compre-
- hensive plan for the orderly growth and development of the area; and
WHEREAS, there are a number of governmental jurisdictions within the
Wilmington urban area which have been authorized implementation and regulatory
responsibilities for transportation by Nort~ Carolina General Statutes; and
WHEREAS, it is desirable that a coordinated, comprehensive, and co-
operative transportation planning process be maintained in the Wilmington urban
area to insure that the transportation System is maintained on an efficient and
economical basis commensurate with the public health, safety, and welfare; and
,WHEREAS, a Memorandum of Understanding between the City of Wilmington,

for the aging population of New Hanover County; and

DESIGNATING COMMUNITY FOCAL POINT FOR THE AGING
WHEREAS, a community focal point is an organization that provides
information and referral, advocacy and coordination of
services to the elderly population; and
WHEREAS, the community focal point shall work closely with the
elderly who are in the greatest social and economic need;
and
WHEREAS, the following important characteristics were considered
in the designation of the focal point:
The focal point shall have an established
operating schedule.
The focal point shall have direct access to existing
information and referral and emergency services.
The focal point shall encourage service providers
to co locate services at the focal point and coordinate
with other service providers.
The designated focal point must have an advisory
councilor board wh~ch meets at least quarterly.
The staff must be familiar with the Older Americans
Act and coordinate with the Area Agency on Aging, I
The focal point shall actively seek out resources

RESOLUTION PROPOSING ACCEPTANCE OF OFFERS
TO PURCHASE SURPLUS REAL PROPERTY
WHEREAS, certain parcels of real property owned wholly or jointly by New Hanover
County and/or the City of Wilmington have been offered for sale pursuant to North
Carolina General Statute l60A-269; and
WHEREAS, the offerors indicated on the attached list have agreed to pay the
amounts indicated on the attached list for the parcels of real property shown; and
WHEREAS, the properties are declared by the County Commissioners to be surplus
and not needed for public purposes; and
\~EREAS, it is in the best public interest and welfare to dispose of these
properties in accordance with the negotiated terms and conditions.
NOW THEREFORE BE IT RESOLVED:
1. That pursuant to NCGS l60A-269, the County Commissioners propose
to accept the offers to purchase indicated on the attached list .
from the offerors as indicated.
2. That the County of New Hanover reserves the right to reject any
and all offers.
3. That the County of New Hanover and/or the City of Wilmington
will retain any deposit posted by the offerors when:
a. the offer is withdrawn after posting the deposit; or
b. the offeror fails to pay the balance of an approved offer,
due in cash, within ten (10) days of receipt of a notice
by certified mail of availability of the deed of conveyance.
4. That the County of New Hanover will require the offerors to deposit five (5%)
percent of the offered price immediately following adoption of this resolution.
5. That the Clerk of the Board of Commissioners will publish a notice of the
offer as required by NCGS l60A-269.

The Board of County Commissioners of New Hanover County
met in regular session on Monday, April 5, 1983, at 7:00 o'clock
p.m., in the Assembly Room, New Hanover County Administration
Building, 320 Chestnut Street, Wilmington, North Carolina, with

counties to contract, and G.S. ~153A-13 authorizes said counties
to enter into continuing contracts; and
WHEREAS, a contract with American Express Company would
further the interests of New Hanover County;
NOW, THEREFORE, BE IT RESOLVED THAT:

commitment to American Express Company on behalf of New Hanover

SUPPORTING HOUSE BILL 426
WHEREAS, county governments face persistent and growing
public opposition to increases in property taxes; and
WHEREAS, counties are required by State law to provide
a wide range of services which must be supported with county
revenue; and
WHEREAS, the County of New Hanover must provide financing
for a number of very important public facility projects which
include Sewer Collection System, School, Museum, Technical Insti-
tute facility, and ,Social ,-Services:, which will require $19,000,000 .
during the next 7 years; and :

WHEREAS, House Bill 426 has been introduced by
Representative Vernon James, and co-sponsored by Repr~sentative
Enloe, Evans, C. Hughes, Keesee-Forrester, Seymour and Tyson and
would increase the State sales tax by 19; and
WHEREAS, House Bill 426 would share one-half of these
proceeds with local governments; and
WHEREAS, House Bill 426 would permit local officials
to choose the most appropriate use of these shared revenues based
on local needs and conditions; and
WHEREAS, the North Carolina Association of County
Commissioners officially supports passage of House Bill 426;
NOW, THEREFORE, BE IT RESOLVED that the New Hanover
County Board of Commissioners calls upon the 1983 Session of the
General Assembly to pass House Bill 426.

. A five-year transportation program has been developed
.for New Hanover County based upon the inventory of
transportation resources available for human service .
.programs and assessment of needs (described in Technical
Report No.. 1) and the analysis of alternatives. (de5'cribed
in Technical Report No.2). The plan ,described below
responds to the identified need to initiate a centralized
and coordinated transportation system at the earliest
opportunity possible.

YEAR 1. (1982-1983)
. Have the New Hanover Board of County Commissioners
designate the New Hanover County Department of Social
Services as the Lead Transportation Agency. for New Hanover
County, to assume overall responsibility for seeing that
the implementation of the Five-Year Program commences, and.
to administer the coordinated transportation program.
. Establish a Transportation Coordinating Committee for
New Hanover County under the leadership of the New Hanover
County Manager (or his representative), to include
representation from the New Hanover County Department of
Social Services, the New Hanover County Health Department,
the Wilmington/New Hanover Services for the Aging, Inc.,
the New Hanover County Board of Education, the Wilmington
Transit Authority, the New Hanover County Sheltered
Workshop, the Southeastern Mental Health Center, Elderhaus,.
the Wilmington Housing Authority, the American Red Cross,
the U.S. Veterans Administration, united Cerebral Palsy,
Inc., Head Start of New Hanover, Inc., private sector
transportation providers, and consumer agencies (such as
the Southeastern Kidney Center).

five (S) IS-passenger vans and radio communications
equipment (one base station and five mobile. units) under
the Section l6{b)(2) elderly and handicapped capital grant
program.
· Discuss opportunities with the New Hanover County Board
of Education regarding use of school buses when not needed
for pupil transportation during school hours.
· Prepare a detailed transportation budget for the
anticipated level of service to be provided in Year 2,
coordinating with each participating agency during the
budget development process.
.. Develop a formal process by which clients of one agency
may be referred to (and the agency billed for) .
transportation services provided by another agency in the
interim period until the coordinated system commences
operation.
· Develop a program to make all human service agencies and
their clients aware of the scheduled transportation
services provided within the city limit~ by the Wilmington
Transit Authority, and encourage maximum use of WTS buses
as an alternative to agency-provided transportation
services. .
· Prepare a request for proposal from private sector and
public transportation providers and private nonprofit
organizations for the right to operate the coordinated
system.
YEAR 2 (1983-1984)

. Evaluate. the progress achieved towards coordination
during Year 2, and make a report to the New Hanover County
Board of Commissioners.
. Assess the degree to which the system's goals and
objectives have been met in the first two years of the
Five-Year Program.
. Prepare monthly use reports of each vehicle and clients
transported for each agency f6r review by the Transport- _
ation Coordination Committee.
. Prepare and submit an application to the North Carolina
Department of Transportation for funding of an additional
. two.. (2) vans and radio communication equipment under the
, UMTA.16 (b tt 2). elderly. and handiqapped. capi t;al grant program ,
.. to satisfy additional" demands for client transportatidn
services. If, at the time of submitting the application,
it is determined that a demand exists for transportation of
non-ambulatory handicapped persons (ie, wheelchair users),
then an additional van should be purchased, to be equipped
wi th a wheelchair lift or ramp and whee1chair- tie-downs.=_-"
If the demand is considered insufficient to warrant the
purchase of a third (accessible) van, then a strategy
should be developed for the occasional accommodation of
non-ambulatory persons on the system's non-accessible

vehicles or on accessible vehicles operated by the
Wilmington Transit Authority.
. Prep~re a transportation budget for the anticipated
level of service to be provided in Year 4, coordinating
with each participating agency during the budget develop-
ment process.
. Investigate the possibility of providing transportation
services to the general public on an as-space-available
basis to make all parts of New Hanover County equally
accessible to county services provided in Wilmington.
YEAR 4 (1985-1986)

. Evaluate the progress achieved towards coordination
during Year 3, and make a report to the New Hanover County
Board of Commissioners.
. Prepare monthly use reports on each vehicle and clients
transported for each agency for review by the Transport-
ation Coordination Committee.
. Purchase the two (2) IS-passenger vans (plus the
lift-equipped van, if warranted) which were applied for in
Year 3, and incorporate them into the coordinated system.
. Prepare a transportation budget for the anticipated
level of. service to be provided in Year 5, coordinating
with each participating agency during the budget develop-
ment proc~ss.
. Submit an application to the North Carolina Department
of Transportation for a Section 18 Planning Grant to pay
for the cost of updating the Five-Year Program and
Transportation Development Plan during Year 5 to cover
Years 6 through 10.

This five year plan recognizes the need to implement a
centralized and coordinated transportation program in New
Hanover County at the earliest possible time, with minimum
expenditure of funds and minimum disruption of transport-
atiorr services currently being provided by the individual
agencies.. To be fair to the designated Lead Transportation
Agency, however, it will be necessary for all other human
service agencie to make firm commitments to pool their
resources of vehicles and funds before any real and
measurable progress can be expected. This commitment
should be made early in the first year of the program and,
should",.at the very least, take the form of a memorandum of
un~erstanding to be signed by all agency heads.
Another critical element in the implementation of the
plan involves the selection of the most appropriate
transportation provider. It is recommended that
competitive bids be solicited from interested private
sector and public transportation companies and private
nonprofit organizations for the operation of the
coordinated systemi to start upon delivery of the new
vehicles in Year 2. In the interim, the Lead
Transportation Agency should initiate temporary
arrangements will all human service agencies to match
transportation needs with available vehicles and services.
The goals of the propo~ed system should reflect th~
go~ls and objectives adopted by, the regional. advisory
commi t tee, .. namely:
1.. Provide transportation services for transportatio~
disadvantage persons in New H~nover County.
2~ Provide.transportationservices .to essential
services, agencies, and locations.in New Hanover
County.
3. Provide an adequate level of service.
4. Provide efficient and effective transportation.
The setting of priorities is an important function of
the Transportation Coordination Committee. For instance,

"essential services" referred to in Goal 2 are presentl~
Medical.and Nutrition.. As the transportation program
develops, other services can be included if considered of
sUfficiently high priority (and if projected cost savings
are achicived), or priorities can be altered to reflect
changing local needs.
Not all human service agencies operate just within New
Hanover County; the Southeastern Mental Health Center, for
instance, operates also in Brunswick and Pender Counties.
While these two other counties also have adopted TDP's
(which include the Southeastern Mental Heath Center as a
participating agency), the efficiency of transportation
services for this agency will obviously only be maximized
by considering what is going on in all three counties
simultaneously. Thus, communication between the lead
transportation agencies of all three counties is probably
going to be necessary from time to time to make sure that
an individual agency's, needs (in this instance, those of
the Southeastern Mental Health Center) are satisfied.
Because of the lon~ lead time between submitting an
application for vehicles and receiving the vehicles under
the Section 16(b)(2) program, careful attention has been
paid to the year in which an application is to be
submitted, "and the year in which the vehicles will be
purchased (assuming, of course, that the application is
reviewed favorably). The "lead transportation agency" and
the "16(b)(2) applicant agency" need not be one and the
same, because of the requirement that a 16(b)(2) applicant
be a private non-profit organization. This should not pose
any problems in implementing the coordinated system, as
long as all the agencies are in agreement as to the pooling'
of the vehicles when they are put into service.
During Y~ar 1, it is estimated that the cost of
operating and administering the Title III, Department of
Social Services, Sheltered Workshop, Housing Authority, and )
Mental.Health transportation programs will be approximately
$110,,90.0.. This sum is an estimate of the. amount of. money
tha~ ~ill be spent from existing resources (federal, state
and county) during the twelve month period starting in
October 1982." The increases shown in Years 2 and 3 reflect
inflationary increases in operating cost~of the five

provided. Years 4 and 5 costs include funds needed to
operate the additional vans (including the lift-equipped
van, assuming that one is warranted). Total operating
costs for the five year period are estimated to be

almost $132,000 over the five-year period (only 10% of
rtlhich. - $13,200. - would have to be raised locally),
including the cost of eight IS-passenger vans, one'
wheelchair lift and modification of one van (if determined
to be necessary), and a radio communications system
comprising one base station and eight mobile units.
