adequate for franchise award.

Ref: Reply for requirements requested for Solid Waste Franchise
Listed and enclosed are items you requested we present in order to obtain a Solid Waste
Franchise with New Hanover County,
As per our previous conversation, we had inquired with every county department we felt
would possibly know the requirements prior to beginning business (county tax office,
Wastec Account for dumping in landfill (account was opened with no mention of
Franchise having to be granted) business license, privilege license, etc. There was never
any intent not to comply with any and all regulations.
Kenneth Ray Brehmer, Jr. is the General Manager
for Servicetrash. I have 7+ years of experience operating both residential and commercial
service equipment in the solid waste industry. I have a Class A CDL License to operate
any of the necessary vehicles required in our business. Initially, I will be the only
employee for approximately 4 - 6 months. Not later than May 2008 plans are to add a
second vehicle and one additional driver.
Contingencies have been put in place should the truck be out of service for mechanical
reasons that we can have a back-up truck within 6-9 hours out of Raleigh or Greenville,
NC and resume service. In the event of driver sickness or disability there are also
additional qualified drivers on call if the need should arise.
Servicetrash.com is a locally owned and operated business and to my knowledge will be
the ONLY locally owned and operated residential trash service in New Hanover County.
We feel business competition is good forthe residents of New Hanover County and will
offer an alternative source for price and service. Servicetrash is intending to operate only
as a residential service and at present there are no plans to provide commercial services.

Approval of Grant Application for Continued Funding of Family Counseling Services
BRIEF SUMMARY:
Cape Fear Memorial Foundation (CFMF) previously awarded funding for one (1) year (of a possible 3 years) for Family
Counseling Services within our Child Service Coordination (CSC) Program. We have written a letter of intent to re-apply for
continued support from CFMF for a second year (grant due January 2008). A Licensed Clinical Social Worker (LCSW) was
hired in April 2007 to administer the program and provide in-home family counseling services to families and children in the
CSC program with behavioral and mental health issues. The advantages of in-home counseling are: eliminates the need for
transportation to an office, works around families schedules for work and school, and the therapist can see the behaviors in
the families' environment. The therapist is generating revenue by billing third party sources for counseling, but still needs
grant funds to fully support the program for next year.
RECOMMENDED MOTION AND REQUESTED ACTIONS:
Approve the application to CFMF for grant funds of $53,000 to support continuation of Family Counseling Services from
April 2008 to March 2009.
Funding Source: Cape Fear Memorial Foundation, and Medicaid earnings generated by existing position. This program will
continue only as long as funding and earned revenues support the continuation of the program. No matching County funds
are required.

Child Service Coordination Program.
Susan is a Licensed Clinical Social Worker with fourteen years of clinical and management
experience in community mental health in the Cape Fear area. She has experience providing a variety of
mental health services to our most vulnerable and difficult-to-serve population. She also has the
knowledge necessary to avoid the common Medicaid/insurance pitfalls that interfere with billing and
revenue collections. We are confident that she has the skill set needed to build a clinically and fiscally
sound program.
We are so excited to be able to offer family counseling services to our continuum of care. As we
know, it is vitally important to reach at-risk children as early as possible to help them build the social and
emotional skills necessary to enter school ready to learn. This grant affords us the opportunity to treat
and prevent mental healthlbehavioral concerns through proven clinical interventions. Further, barriers to
therapy, such as transportation, childcare and noncompliance have been minimized, as services are
offered in the home.
Prorated revenue billing goal for the first six months start up was projected at $17,188. Actual revenue
billed was $20,200, exceeding the goal by $3,034. The program is projected to be a viable program,
although at this point it is not yet self supportive. Therefore we are requesting to submit a continuation
grant application for $53,000 to cover the cost of the program minus Medicaid earnings for the period of
April 2008 to March 2009.

Intervention Information Samples
Juan, age three and his Mother Maria were very isolated in part to the language barrier and lack
of transportation but also due to Juan's out of control behavior. Their day consisted of watching
cartoons and soap operas in their 500 sq. foot apartment while Juan's Father worked long hours
outside the home. Juan's behavior included intense rageful tantrums, hitting, kicking and biting
his Mother, running from her in public and harming other children thus Maria refused to leave
the home without her husband, Juan's Father. Through family counseling services with the aid
of an Interpreter Maria increased her parenting skills, learned behavior modification techniques
and significantly increased her confidence as a parent. With education and coaching Maria also
learned to use the city bus. Today, Juan responds to his Mother's limit setting and is able to play
with other children without harming them. He has successfully transitioned to an in home
daycare with has allowed his Mother to be gainfully employed.
Jan, sixteen year old mother of a six month old son is having a difficult time meeting the
demands of motherhood and school. Jan has a long history of mental health needs related to
mood and conduct. She received therapy and medication management through Southeastern
Center for many years however she faced a lapse in service when services were divested to
private providers. Today, Jan is seen regularly in her home to address developmental and
parenting issues. She remains in school and her relationships with family members have
stabilized. She was also referred to a local Psychiatrist and has resumed taking her medications.
Wendy is a married Mother of three daughters - a four year old and two year old twins. She was
very overwhelmed by her daughters' behavior including frequent severe tantrums, aggression
toward her and each other and disruptive public behavior. This stress coupled with Wendy's
ongoing struggle with depression was also taking its toll on her marriage. With the support of
counseling provided weekly in the home Wendy's confidence in her parenting skills grew as she
learned to set limits, implement consequences and establish an effective behavior management
system that works for her family. She was also referred for outpatient therapy to address her
individual mental health needs.

Acceptance of HIV/STD Prevention Grant Funds
BRIEF SUMMARY:
The North Carolina HIV/STD Prevention and Care Branch has granted the New Hanover County Health Department funds
to conduct HIV/STD prevention initiatives in the area of nontraditional counseling, testing, and referral sites. This grant was
originally submitted to the Office of Minority Health under the name "Closing the Gap" and was approved by the Board of
Health and County Commissioners earlier this year. The grant funds will be used to hire a Health Educator to focus on
HIV/STD prevention, education, and testing, to include outreach to new sites in our community focusing on minorities and
at-risk populations. HIV and STDs are still very prevalent despite traditional efforts to provide free testing at the Health
Department. The funds are guaranteed through May 2010, at this time, with possible extension.
RECOMMENDED MOTION AND REQUESTED ACTIONS:
Acceptance of HIV/STD Prevention Grant funds from the NC HIV/STD Branch (previously approved as "Closing the Gap").
A budget amendment will be submitted for Commissioners' approval at a later date.

Currently, the General Assembly has not budgeted funds for the Juvenile Crime Prevention Council (JCPC) programs
across the state. The result of this action is estimated to be a loss of $25 million statewide. This would result in a loss of
approximately $443,625 to New Hanover County's JCPC. The impact on services would be highly significant. The
Community Alternatives for Youth network is working with all 100 counties across the state to adopt similar resolutions.

RESOLUTION
OF THE
NEW HANOVER COUNTY BOARD OF COMMISSIONERS
IN SUPPORT OF CONTINUATION OF
JUVENILE CRIME PREVENTION COUNCIL FUNDING
WHEREAS, since 1977, The State of North Carolina and County governments have been partners in
providing effective and necessary community based juvenile delinquency prevention and intervention
services; and
WHEREAS, in accordance with legislative mandates, the New Hanover County Juvenile Crime
Prevention Council (JCPC) is comprised of representatives of juvenile court, mental health, social
services, schools, law enforcement, district court judges, faith community, county manager, nonprofit
sector and other concerned citizens; and
WHEREAS, the New Hanover County JCPC diligently carries out its charge of assessing community
needs, planning for those needs to be met, recommending programs for funding to meet the needs and
evaluating the performance of those programs; and
WHEREAS, JCPC funding has been removed from the State's continuation budget and is now subject to
continuation review; and
WHEREAS, the non-recurring status of JCPC funding and subsequent continuation review will delay the
annual appropriation and may result in the loss of qualified professionals who provide diversion and
dispositional alternatives at the local level; and
WHEREAS, the JCPC funding programs of New Hanover County leverage in local support and other
grant sources both private and federal to augment funds provided by the state to provide these important
services; and
WHEREAS, the loss of JCPC program services in New Hanover County could result in juveniles being
without intervention and prevention services such as psychological testing, clinical assessments,
community service learning, life and social skills development, vocational development programs and
summer internships, tutoring and academic enrichment, teen court services and home based family
counseling services; and
WHEREAS, a lack of sanction programs and dispositional alternatives in New Hanover County will result
in a potential cost of $178.00 a day ($89.00 from the State and $89.00 from the County) for juvenile
detention intermittent confinement; and a loss of funding in the amount of $443,625 to local programs
supported by the JCPC.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners strongly
endorses full reinstatement of funding for Juvenile Crime Prevention Council programs to the continuation
budget and the allocation of additional funds to support legislative mandates, to protect the community,
and provide a juvenile justice continuum at the local level.

REQUESTING SEA GRANT COASTAL OFFICES REMAIN OPEN
WHEREAS, North Carolina Sea Grant works with individuals, groups, government agencies, local governments
and businesses in an effort to help all understand the State's coastal environment and to promote the sustainable
use of marine resources; and
WHEREAS, North Carolina Sea Grant provides peer reviewed, scientific research, outreach programs and other
services to coastal communities and has a reputation as a reliable source for practical solutions to problems and
issues that arise in coastal areas; and
WHEREAS, by having its scientists and other employees located in the coastal communities, Sea Grant has first
hand, on-site knowledge of the issues and problems facing coastal communities and their citizens, and with its
scientific expertise, outreach programs, communication skills and ability to find practical solutions to complex
problems, has developed into a valuable and trusted resource in search for solutions to problems and issues
facing the coastal communities in which they live; and
WHEREAS, the closing of the coastal Sea Grant offices will cause the Sea Grant program to lose touch with the
local communities, will remove a successful and valued resource for individuals, businesses and local
governments and will end a successful and cooperative effort between Sea Grant and those that they serve in
finding real, practical and science based answers to the problems facing coastal communities; and
WHEREAS, with storm water issues and other coastal concerns now in the forefront of state and local officials,
the closing of the Sea Grant satellite offices will cause the local communities to lose those scientists who are most
familiar with the issues, scientific solutions and impacts of these issues upon local communities and to lose a
valuable and vital resource in the efforts of all to resolve these issues; and
WHEREAS, the New Hanover County Board of Commissioners believes that closing of the Sea Grant offices in
the coastal communities will be detrimental to the resolution of the environmental issues affecting coastal
communities and will further remove those who are vital in finding practical and science based solutions to those
issues from the area most impacted by rules and regulations imposed from Raleigh.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners requests the
State of North Carolina to continue to fund the North Carolina Sea Grant coastal satellite offices as they offer a
valuable and irreplaceable resource to the people, businesses and local governments in the coastal communities;
provide scientists familiar with the local waters, topography, estuarine systems and complex issues facing the
coastal areas of our state; and provide immediate feedback and assistance to businesses, citizens and local
governments in the ongoing effort to resolve coastal issues together.

After advertising and sending direct mail to firms who have expressed an interest in working with New Hanover County in
the past, a committee made up of Parks & Recreation Advisory Board members (Liz Coughlin, Connie Branch, John Coble)
and County staff (Avril Pinder, Andre' Mallette, Max Maxwell, Dean Hill, Neal Lewis) reviewed submittals from Haden-
Stanziale Architects, HSMM Architects, J Davis Architects, John Sawyer Architects, KCI Technologies, Landworks Design
Group, and Site Solutions. Based on qualifications, experience, references, fee schedule and time schedule, the committee
narrowed the list down to four firms, (Haden-Stanziale Architects, HSMM Architects, J Davis Architects, John Sawyer
Architects) who were invited to present to the committee. Two finalists were selected (Haden-Stanziale Architects and
HSMM Architects) and asked for additional information. Based upon experience, fee schedule, contract administration and
accessibility (public input meetings), the committee and the Parks & Recreation Advisory Board unanimously agreed to
recommend award of contract to Haden-Stanziale for the performance of this work.
RECOMMENDED MOTION AND REQUESTED ACTIONS:
Adopt a resolution to award a contract for the design and construction administration of approximately $3.3 million of parks
projects including four projects included in the 2006 Parks Bond, Smith Creek Park (Gordon Road pond), and Middle Sound
Park (Clean Water /CAMA Grant project) to Haden-Stanziale Architects. The contract with Haden-Stanziale will be for a
sum not to exceed $460,000. Upon approval of award, staff will negotiate and finalize details for the contract based on the
contents of the submission.

Architects were further contacted and invited to present to the committee; and
WHEREAS, following evaluation of the presentations the list was further narrowed to two fmns,
Haden-Stanziale Architects and HSSM Architects, which were asked by the committee to provide
additional information; and
WHEREAS, pursuant to General Statutes 143-64, the committee (Liz Coughlin, Connie Branch,

Recreation Advisory Board unanimously agree and recommend that a contract be awarded to Haden-

Presentation on the Family Finding Pilot Project and Consideration of Approval for the Department of Social
Services to Submit a Proposal to Participate in the Pilot Program
BRIEF SUMMARY:
The NC Division of Social Services has submitted a proposal to Duke Endowment to fund a pilot of Family Finding in North
Carolina. The goal of the Family Finding program is to help children for whom their permanent plan is adoption, or children
who are difficult to place, to find identified families or placement options.
Family Finding helps these children identify and cultivate "sustainable family connections" with lost relatives or previously
unknown family connections - providing adoptive parents, legal guardians, or adults committed to enduring
relationships. The program helps shorten the time to permanent placement, reducing the likelihood of children languishing
in or aging out of foster care to uncertain futures.
Ten counties will be chosen to participate in the pilot. Duke Endowment will fully fund a position (salary + fringe) for a
period of one to two years. The selected counties will be responsible for providing office space, equipment, supplies, etc.
RECOMMENDED MOTION AND REQUESTED ACTIONS:
DSS respectfully requests permission to submit a proposal to participate in the pilot program. If selected as a pilot county,
our agency requests approval from the Board of Commissioners to move forward with the implementation of Family Finding,
and the approval of one (1) new full-time social worker position (contingent on receiving funds). This position would be
eliminated when the grant funding ends. There is no cash match for this grant; however, New Hanover County would have
to provide office space, equipment and supplies.
If awarded the grant, DSS will bring the grant and budget amendment to the County Commissioners for approval.

The Juvenile Day Treatment Center (JDTC) will present an update on its planning process and requests an endorsement to
continue this process. The JDTC seeks authorization to submit a grant application to the Governor's Crime Commission in
January (2008) for fiscal year 2008-2009. This grant responds to the growing need to provide expanded vocational and
therapeutic services for clients in the JDTC program and as identified by the JCPC Needs Assessment. The grant would
add after school programming from 4 pm to 7 pm in an effort to deter youth from either dropping out of school or from being
long term suspended. Vocational components would include computer, electrical, horticulture and auto mechanics. The
grant also has a special component for at-risk females (age 12 - 18) providing mentoring opportunities and academic
support to assist with classroom success. The qrant covers 1 Vocation Coordinator. and 3 instructors. This grant covers a
two year period. It is a collaboration between the Department of Social Services, New Hanover County Schools,
Department of Juvenile Justice and Delinquency Prevention, and the JDTC. There is no required match for this grant.
When grant funding ends, positions will be eliminated.
RECOMMENDED MOTION AND REQUESTED ACTIONS:
1) Recommend motion by the Commissioners to endorse the JDTC planning process; and 2)Authorize the JDTC to submit
a funding request for the next fiscal year to the Governor's Crime Commission in the amount of $300,000 for the expansion
of the vocational education and therapeutic programs to foster reduction in crime. If awarded the grant, a budget
amendment will be submitted for Commissioners approval.

The State Mental Health Reform created a new category titled enhanced services. These enhanced services include Day
Treatment and Community Support. The Juvenile Day Treatment Center (JDTC) is a licensed mental health facility
endorsed to provide these services. Community Support replaces our Transition program that was previously supported by
the completed Safe Schools Healthy Students grant. These counselors are responsible for creating the treatment plans for
youth needing enhanced services like day treatment, or basic services like individual or group counseling. They also have
the responsibility for doing the follow up work with clients being discharged from the JDTC.
RECOMMENDED MOTION AND REQUESTED ACTIONS:
Request permission to hire two community support service counselors, funded by Medicaid reimbursement.

BRIEF SUMMARY:
The Mental Health Trust Fund is a one-time grant opportunity with a cap of $50,000 per request. With this grant the
Juvenile Day Treatment Center can hire a consultant to work on our National Accreditation process between January 2008
and June of 2008. This is a requirement of the State Mental Health reform plan for all organizations endorsed to provide
enhanced services like Day Treatment, Diagnostic Assessment, and Community Support. A portion of the grant ($27,000)
will pay for a contracted consultant to create our application and submit to the appropriate national organization.
In order to maintain safety and protection for our clients, maintain staff to client ratios as required by the State, and address
current increased administrative requirements with Medicaid, the remaining $23,000 will pay for two behavior intervention
specialists (temporary positions) for the remainder of this fiscal year. No County match required. When grant funding
ends, the temporary positions and contracted position will be eliminated.
RECOMMENDED MOTION AND REQUESTED ACTIONS:
Request approval to submit a grant application in the amount of $50,000 to the Mental Health Trust Fund to hire a National

water and reduce the pollution of surface run-off into the ocean.
Kure Beach is in receipt of resolutions of support from the Pleasure Island Chamber of Commerce and the Greater
Wilmington Chamber of Commerce as well as a letter of support from Congressman Mike Mcintyre, all of which are
attached.
Neal Lewis, Parks Director, will be present to discuss possible funding options if the Board wishes him to do so.

and the owner has agreed to consider a sale; and
WHEREAS, the Town of Kure Beach will use the purchase of the Rolling Surf Motel property and redevelop it
into a park and public space; and

water runoff from the park site and neighboring areas to reduce the surface runoff pollution in the ocean; and
WHEREAS, the Town's goal is to preserve and protect its business district and waterfront area while providing

WHEREAS, the Pleasure Island Chamber of Commerce adopted a resolution December 7, 2007, in support of
the purchase of property for the Town of Kure Beach Project; and
WHEREAS, the Wilmington Chamber of Commerce adopted a resolution November 21, 2007, in support of
the purchase of property for the Town of Kure Beach Project; and
WHEREAS, the Town of Kure Beach and its residents are committed to the project and, as a small
community, cannot fully underwrite the total amount of the purchase and therefore seeks to form alliances with
other agencies to help fund the property; and
WHEREAS, the Town Council has pledged to go forward with the closing on December 21,2007, incurring all
liability with the assurance of other future partners joining the Town prior to the October 2008 payments; and
WHEREAS, the Town of Kure Beach will hold a final Council vote on December 18,2007, and has requested
New Hanover County's public support and commitment with a contribution of $500,000 to the project; and
WHEREAS, the Town of Kure Beach Park Project would qualify for funding through the Parks Bond Proceeds.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of County Commissioners
supports the Town of Kure Beach in the purchase and redevelopment of the Rolling Surf Motel Property and
approves a contribution in the amount of $500,000 to be appropriated from the Parks Bond proceeds and that
the County Manager is hereby authorized and directed to execute documents related to this transaction.

Qualifications: Must be a resident of New Hanover County. No person or immediate family member of
a person with a financial interest in a home served by the committee, or employee or governing board
member of a home served by the committee, or immediate family member of a resident in a home served
by the New Hanover County Adult Care Home Community Advisory Committee may be a member of this
committee. Immediate family is defined as mother, father, sister, brother, child, grandmother, and
grandfather, as well as in-laws. See Volunteer Job Description for more information.
Purpose: The committee supports the spirit of the Adult Care Home Resident's Bill of Rights, visits adult
care homes quarterly, promotes the well being of residents and encourages community involvement.
Statute establishing Committee: N.C.G.S. 1310-31
Regular Meeting: Quarterly Meetings are held on the first Wednesday of January, April, July, and October
at 9:30 a.m. at the Cape Fear Council of Governments, 1480 Harbour Drive, Wilmington, NC.

CAPE FEAR PUBLIC TRANSPORTATION AUTHORITY
WAVE TRANSIT AUTHORITY
Number of Members: The Authority consists of 11 members: 1 County Commissioner, 1 City
Council member, 4 members appointed by the County Commissioners, 4 members appointed
by Wilmington City Council, and 1 member appointed by the Authority from a human service
agency served by public transportation services.
Term: Three year terms
Regular Meetings: The Authority meets on the second Thursday of every month at 12:00
noon in the Wave Transit Board Room located at 1110 Castle Street.
Statute or Action Creating Board: In July of 2004 the WNHT A, the WT A and NHTS were
dissolved and a new transportation Authority was created utilizing NC S160A-25. The merged
entity officially became the Cape Fear Public Transportation Authority effective July 1, 2004.
The new Authority kept the name Wave Transit.
Function: The Authority is to develop and maintain an effective, efficient, and safe system of
public transportation services within the county. Transportation services provided shall be
designed to maintain and encourage the use of public transit and shall contribute to the
economic vitality of the community, the conservation of natural resources and the protection of
the environment.

Why do you wish to serve on thill board/committee? community and deal everyday in
the operating room with healthcare issues that aifect our community. I look forward to
working with those on the board to bring improved hea1thcare to those in need in our
county. I hope to help solve their issues; to educate them about how these issues affect
them; and to work toward a preventative approach to their health and well-being.
What areas of concern would you like to see addressed by tbis committee? for
county residents and provide them with education and resources to accomplish these
goals. I would like to see an emphasis on education to expectant mothers about preferred
prenatal care and for hea1tbier eating habits in our children and adolescents.
Qualifications for serving: with the bene:fits of maintaining one's health and the
detriments of neglecting it. I am also the President-elect ofthe County Medical Society
and belong to Wilmington-South Rotary. These memberships afford me interaction with
local businessmen, local physicians and healtbcare providers and will help me to achieve
the Board's goal for improved healthcare for New Hanover County.

Regular Meetings: The Commission meets at 4:30 p.m. on the second Monday of each month at
801 Princess Street, Suite 101.
Statute or cause creating Commission: In July 1980, the New Hanover County Commissioners
established, by Ordinance, the Commission as a county agency, previously a City of Wilmington
agency.
Brief on Functions: (1) Administer the county's Fair Housing and Fair Employment laws; (2)
Investigate matters of landlord-tenant disputes, non-discriminatory complaints and numerous other
complaints involving intergroup, interpersonal or interagency matters; and (3) conduct workshops on
Equal Employment Opportunity, Fair Housing, Community Relations, and Communications.
Commission task forces continually explore community interests and concerns with a view towards
developing a better community for us all.

TOURISM DEVELOPMENT AUTHORITY
Number of Members: 15 voting members: 5 ex-officio members and 10 members appointed by the
Board of County Commissioners. The five ex-officio members are the Chairman ofthe Board of County
Commissioners, the Mayor of the City of Wilmington, and the Mayors ofthe Beach towns or whoever they
appoint of each elected body. The other ten members are in the following categories and must have
experience in promoting travel and tourism:
a. Owner/manager of a hotel of 150 rooms or more in the Town ofWrightsville Beach
b. Owner/manager of a hotel in the Town of Carolina Beach
c. Owner/manager of a hotel in the Town of Kure Beach
d. Owner/manager of a hotel of 150 rooms or more in the City of Wilmington
e. Owner/manager of a hotel of fewer than 150 rooms in the City of Wilmington
f. Owner/manager of a bed and breakfast facility
g. Owner/manager of company that manages and rents more than 100 vacation rental properties
h. Representative of a tourism attraction
1. Representative of the Wilmington Chamber of Commerce
J. Owner/manager of a restaurant business
Terms: The first members will have staggered terms of one, two, and three years; thereafter,
appointments are made for three-year terms with no one serving more than two consecutive full terms
(excluding Chairman of Commissioners and Mayors).
Regular Meetings: Fourth or Fifth Tuesday of every other month at 5:30 p.m.
Statute or cause creating Bureau: On October 3,2002, through House Bill 1707, the North Carolina
General Assembly directed that the New Hanover County Board of Commissioners designate the Cape
F ear Coast Convention and Visitors Bureau as a Tourism Development Authority (IDA) to promote travel,
tourism and conventions in New Hanover County, and to administer related tourism expenditures. The
TDA shall take effect and come into creation on January 1, 2003, with all those powers, rights and duties
set forth in House Bill 1707 , Session 2001. The Authority shall hereinafter be known and operated as the
New Hanover County Tourism Development Authority d.b.a. Cape Fear Coast Convention and Visitors
Bureau.

On behalf of the Executive Committee of the Board of Directors of the Greater Wilmington
Chamber of Commerce, I am pleased to nominate Mr. Scott Cromartie as the Chamber
representative to the New Hanover County Tourism Development Authority. Mr. Cromartie
would replace our former representative, Mr. Jeff Corbett, whose term has expired. A member
of the Chamber's Executive Committee for four years, and a member of our Infrastructure
Committee for over ten years, Mr. Cromartie currently serves as our 2004 Chairman of the Board
of Directors. His application is attached.
Mr. Cromartie is a Wilmington native and has an excellent understanding of the region and the
issues surrounding tourism and its promotion. Formerly the owner of a trucking business and an
executive at MCO Transport, Mr. Cromartie is a loan officer at Stevens Mortgage Consulting.
We believe Mr. Cromartie will make an excellent addition to the Authority and will provide a

Please find attached my application for a position on the Travel and Tourism
Authority Board of Directors. I am actively involved in promoting travel and tourism in
the local community and feel my qualifications would be an asset to the new authority.
My qualifications include the following. I am an owner/operator of the Blockade
Runner Resort, a 163-room resort hotel at Wrightsville Beach, North Carolina. I have
lived in New Hanover County and been involved with the operations and marketing of
the Blockade Runner Resort for over 20 years.
I have served or am currently serving on many local, state, and regional tourism
boards including the Cape Fear Coast Convention and Visitors Bureau, New Hanover
Innkeepers Association, Thalian Hall, Friends of the Battleship, Coastline Railroad
Museum, Wrightsville Beach Chamber of Commerce, North Carolina Coast Host, North
Carolina Travel Council, NC Aquarium Advisory Committee, NC Golf Marketing
Alliance, North Carolina Hotel and Motel Association, North Carolina Restaurant
Association Grassroots Committee, North Carolina Hotel Sales and Marketing
Association, North Carolina Travel and Tourism Advisory Board, and Southeast Tourism
Society. Also, I am currently serving committees with national organizations including
Meetings Planners International, Association Executives of North Carolina, Travel
Agents of the Carolinas,National Tour Association, and the Travel Industry of America.
My education qualifications include attending numerous travel industry seminars
at conferences including Meeting Planner's International, World Travel Market, Hotel
