The plan outlined seems unrealistic in today's economic situation. We do not believe the voters of New Hanover County will approve $29 Million I dollars in bonds over the next 4 years for this project. 2. The County Commission should make efforts to insure that by building a County Water and Sewer System, they are not making it easier for Wilmington to Annex county residents...since water and sewer is the most I ,.,-j-#/" expensive service municipalities must furnish. 3. We question the need for a County Water System. The State Hydrologist has stated that New Hanover County has a 30 million gallon per day ground water supply. The only contamination found in this supply has been photographic developing chemicals from the Star News in an isolated area of the Coupty. Solid Waste 1. We feel the Cornnission knows the importance of this plan and we feel the voters will approve the needed Bond Issue to complete this issue. Airport 1. The Plan calls for'$540,000 in 82-83 for a crash/fire/rescue station. We would like to know what was just built at the airport. We were under the impression a Crash/fire/rescue station was just built. 2. We question the need for $15 thousand dollars to plan and design a crash vehicle. This vehicle should be a stock item that the County will not have to design. 3. We question the size of the generator called for in the plan. 150,000 KW would furnish enough electricity for over 30,000 homes. I 4. Our copy of this plan does not show hwere the monies are coming from for airport projects. Before this plan is approved, the fund designation should be specified, ~sp. the $600,000 for 81-82. \~ ;J Board of Education I. This 10 year plan shows 1.3 million dollats for repair and upkeep to existing buildings but does not show any monies for Capital expenditures I after 81-82. . I We feel it is very lmportant that there be a long range I plan for new schools. We also feel the Commission should take steps to I insure all County owned buildings are maintaiD'ed properly. The best I insurance plan a building can have is a good maintenance program. If the individual departments cannot accomplish this, then the Commission I should take steps to insure all County BUildin1gs are maintained properly. I Parks and Recreation 1. We feel spending $500,000 in 81-82 on a Pa~ks and Recreation Administration I Office is unnecessary and it is significantly ~hanging the nature of Hugh,McCree Park. It is also changing the level of service for one section of the County while many other areas of the Cohnty are still in need of area parks. .. Sherj,ffs Department I. Everyone in New Hanover County is tired ofl spending money on the I Law ~nforcement Center. If, in fact, it is already overcrowded, we question how much expansion can be accomplished for $60,000.
