2007-11-29 Agenda Review NEW HANOVER COUNTY BOARD OF COMMISSIONERSBOOK 31 AGENDA REVIEW MEETING, NOVEMBER 29, 2007 PAGE 260 ASSEMBLY The New Hanover County Board of Commissioners met for Agenda Review on Thursday, November 29, 2007, at 4:00 p.m. in Conference Room 601 at the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. Members present were: Chairman William A. Caster; Vice-Chairman Robert G. Greer; Commissioner Ted Davis, Jr.; Commissioner William A. Kopp, Jr.; Commissioner Nancy H. Pritchett; County Attorney Wanda M. Copley; Clerk to the Board Sheila L. Schult and County Manager Bruce T. Shell. Chairman Caster called the meeting to order and announced that the purpose of the meeting is to review and discuss the Board?s December 3, 2007 Regular Session meeting agenda and Water and Sewer District meeting agenda. The Board discussed Consent Agenda Item 2 ? Acceptance of 2007 Department of Homeland Security (DHS) Grant Award in the Amount of $64,453.50. Chief Deputy Ed McMahon reported that the funds will be used to purchase a bomb suit and a real time x-ray machine to perform examinations out in the field. Planning Director Chris O?Keefe provided an overview of the following Planning Department items: Regular Agenda Item 1.1 ? Rezoning Request (Z-874, 11/07) ? Request by Lois Blackledge to Rezone Approximately .21 Acre of Property Located at 6520 Carolina Beach Road in the Transition Land Classification from B-2 Highway Business District to R-15 Residential District. Staff suggests including the sliver of parcel 4 in the rezoning to R-15 to be consistent with the current R-15 designation of parcel 4. Regular Agenda Item 1.2 ? Rezoning Request (Z-875, 11/07) ? Request by Withers and Ravenel to Rezone 1.03 Acres Located at 304/308/310 Judges Road in the Urban Land Classification from R-15 Residential District to I-1 Industrial District. Regular Agenda Item 1.3 ? Text Amendment (A-365, 9/07) ? Request by Staff to Amend Sections 59.7- 4(7)(b) and 59.7-6(1) Clarifying Language Relating to Conditional Use Districts that Fail to Proceed in a Timely Manner or Where Legal Nullifications Apply. The recommended amendment is to clarify the county?s ordinance in regard to the process when a conditional zoning action is called into question. Regular Agenda Item 1.4 ? Land Use Plan Amendment (LUP-12) - Request by Staff to Amend the 2006 CAMA Land Use Plan to Allow Density Exceptions for Riverfront Mixed Use Projects within the Conservation Land Classification. The requested amendment will bring the 2006 CAMA Land Use Plan in line with the Riverfront Mixed Use District that was adopted by the Board in March 2007. The Coastal Resources Commission will consider the request at their January 2008 meeting. Regular Agenda Item 1.5 ? Street Naming (SN-104, 11/07) - Request by Planning Staff to Name an Unnamed Road Ruby Lane and Assign New Mailing Addresses Located Near the 1700 Block of Rockhill Road, North Side. Regular Agenda Item 1.6 ? Street Naming (SN-105, 11/07) - Request by Biltmark Builders to Name a New Service Road Wickendon Lane Located Near the 3500 Block and Running Parallel to North College Road, East Side. Regular Agenda Item 1.7 ? Street Renaming (SN-106, 11/07) - Request by Planning Staff to Rename Baileywick Lane to Bailey Harbor Lane Located Near the 7400 Block of Dunbar Road, North Side. There is a similar road within the City of Wilmington. Interim County Engineer Dennis Ihnat provided an overview of the following Water and Sewer District item: Water and Sewer District Agenda Item 4 ? Consideration of Approval of Pump Station 77 (Westwood) Force Main Improvements Capital Project. The project will divert flow to the Ogden Interceptor and allow the flow to be balanced between the Northside Waste Water Treatment Plant and the Southside Waste Water Treatment Plant.
