Hutchinson. Both To and Woody had contacted the Ombudsman's office concerning their absences
and both were for good cause. Audrey was to follow up with Nadine.Hutch and Jackie regarding their
absences. Chairman.Martha Stein,again stressed compliance with the county policy regarding
appointments to boards and the attendance provision.
Audrey Marshall wished everyone a Happy New Year and welcomed our newest member, Sharon LaQuire.
Sharon gave us a brief bio of her life and interest in serving on this committee.
Patty provided the committee with an overview of the Changes in Minimum Data Set( 9 S)3.0 which
was effective October 2010 and effects nursing home residents and facilities. The changes allow residents
to express their preferences and to have a more active role in their plan of care. Once the resident states
his desire to return to the community,the facility must make a referral to the Local Contact Agency. So
far the Local Contact Agency has not been established. While this does not apply to adult care home
residents we need to be aware of this change and of the trend it reflects.
Staff from DSS discussed their roles as Adult Care Home Specialists(ACHS). They also made us aware of
the policy regarding use of physical restraints such as full bed rails which we see in use in some facilities.
After much discussion it was determined that our role is to watch for these restraints and to continue to
make the Ombudsman aware of any concerns. She in turn can report it to the ACHS who have the
regulatory authority to follow up.
After discussion about the benefit of"fresh eyes"at these facilities,it was determined that we would take a
look at the sub committees and facility assi! ents at our next meeting for possible reassimi ii ent.
The minutes of the meeting of October 6,2010 were reviewed and approved as written.
The committee reviewed and discussed the by-laws. It was determined that"attendance" as stated in the
by-laws referred to both meetings and facility visits. The last sentence of Article 3,E.of the by-laws was
amended to read"Confidential information shall be disclosed only by the State Long Term Care
Ombudsman." The by-laws were then approved as amended.
The committee requested an updated list of members' email addresses and phone numbers.
The committee gave their reports on their facility visits. Some improvement in the cleanliness of some
homes was noted. One facility had several unlocked closets(mechanical,etc.)that should have been
locked. One facility is upgrading to be better able to serve residents with special needs such as Hospice
patients. Overall,there were no glaring concerns at any of the facilities on these visits.
The Officers were reminded of the officer's training to be held on January 19. The next meeting will be
April 6,2011. There being no further business,the meeting was adjourned.
