Minutes of January 11, 2012

Chairman Layton Bedsole called the meeting to order at 3:30 pm. The minutes of the October 26, 2011
meeting were approved and Bedsole noted that there was $11,909 in the PWBC account.
Bedsole continued and, along with Jim Ianucci, updated the group on the Interlocal agreement’s
completion. Ianucci will forward a copy to Majure-Rhett and she will distribute it to the group.
Bedsole had discussions with Marlowe about contributing authority and the lack of specificity in the
language regarding construction. Rick Catlin believes that the language, as written, may not fulfill our
needed contributing authority. Due to the timing of the nourishment contract expiration with Carolina
Beach, Catlin believes we need to press ahead with permitting that project and wait for new sediment
rules before moving forward with Kure Beach and Wrightsville Beach. After much discussion, a motion
was made by Joe Augustine as follows: “start permitting the Carolina Beach nourishment project now
and reserve the right to add Wrightsville and Kure Beaches at a later date.” The motion was seconded by
Nick Silavanch and was passed unanimously.
Bedsole asked the group if they thought it appropriate to ask the county commissioners to draft a letter
to Congressman McIntyre to help with the federal path to secure Construction General Funds to start
Carolina Beach. Catlin will ask Marlowe to draft the letter.
The idea of a “sand manager” was discussed. Tim Owens will take the lead on clarifying the job, costs,
etc.
Catlin reminded the group of the Water Resources Congress in DC, Feb. 28-29.
Bedsole mentioned that there was once funding for the PWBC from the beach communities, the city and
the county. Majure-Rhett will check old files to find amounts contributed and send that information to
the appropriate persons at each entity.
In reference to the Ports Director being removed from his job, Todd Walton indicated that all that staff
knew was what had been printed in the paper.
With no other business to discuss, Bedsole adjourned the meeting at 4:25 pm.
