HomeMy WebLinkAbout1995-02-28 WS Exhibits .~ . , . .' 4/ CONCURRENT RESOLUTION OF THE BOARD OF COMMISSIONERS FOR NEW HANOVER COUNTY AND THE WILMINGTON CITY COUNCIL ESTABLISHING A GOVERNMENTAL CONSOLIDATION STUDY COMMISSION WHEREAS, the consolidation of the County and City governments has been discussed actively for many years in Wilmington and New Hanover County; and WHEREAS, New Hanover County is one of the most densely populated counties in North Carolina as well as one of the smallest counties in geographical area; and WHEREAS, the New Hanover County Commissioners and the Wilmington City Council have continued to work to provide economical and efficient government to the citizens of the County and the City; and WHEREAS, the consolidation of the governments for New Hanover County and the City of Wilmington may eliminate the needless duplication of services and provide for a more efficient administrative organization to better meet the continuing and growing demand for urban level services throughout the County; and WHEREAS, Article 20 of Chapter 153A of the North Carolina General Statutes authorizes counties and cities to establish governmental consolidation study commissions by concurrent resolutions of their governing bodies; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS FOR NEW HANOVER COUNTY AND THE CITY COUNCIL FOR THE CITY OF WILMINGTON, NORTH CAROLINA, THAT: 1. There is hereby established the New Hanover County-Wilmington Governmental Consolidation Study Commission pursuant to the provisions of Article 20 of Chapter 153A of the North Carolina General Statutes. 2. The Commission is hereby charged with the following purposes: a. To study the powers, duties, functions, responsibilities, and organizational structures of New Hanover County and the City of Wilmington, and to prepare a report of its studies and findings; b. To prepare a plan for consolidating into a single government New Hanover County and the City of Wilmington; c. To prepare drafts of a charter for the consolidated government and any legislation necessary to effect the plan of government consolidation; and i- .,.;. , -,' ; " d. To call a referendum, as provided in G.S. 153A-405, on the plan of government consolidation. 3. The 'Commission shall consist of the New Hanover County Board of Commissioners and the Wilmington City Councilmembers who shall serve until the work of the Commission is completed. The members of the Commission shall serve without compensation, but may be paid or refunded any necessary and essential expenses incurred by them in carrying out their duties. A majority of the members of the Commission shall constitute a quorum for the transaction of business and an affirmative vote of the majority of the members present at a meeting of the Commission shall be required to constitute action of the Commission. 4. The organizational meeting shall be held on March 20, 1995. The Commission is to complete its work in time for a referendum on consolidation in the Fall of 1995. 5. The Commission shall have the powers set forth in G.S. 153A-404. The Commission shall also have the authority to appoint such subcommittees of its membership and advisory committees as necessary for the accomplishment of its purposes.
