SUBJECT:
Approval of Eight Items for Accession into Cape Fear Museum's Permanent Collection
BRIEF SUMMARY:
The Museum collects items pertaining to the history, science, and cultures of the Lower Cape Fear region.
The items submitted for approval have all been donated for inclusion in the collection. Donated items are
carefully documented. The Curator reviews donations based on the provenance, condition of the objects,
relevance to the collection, potential to exhibit, and a variety of similar criteria. A report on the object is
reviewed carefully by the Director and Collection's Committee. The objects presented have passed this
scrutiny and are recommended for approval by the Museum Advisory Board meeting of January 19, 2012.
Each item offered has a special story to preserve. Note the Williston R. O. T. C. flag, souvenirs from the
Southeastern Honor Flight, an early 20th - century flour sifter, and seven 18th - century currency notes, which
will enable us to rotate fragile items in the Land of the Longleaf Pine gallery.

Section 2: Explanation
To budget modifications to the governor's Highway Safety Program Grant - DWI Enforcement. Additional
funding of $21,543 was awarded because a Corporal is in the position rather than a Deputy. Other direct
costs of $10,580, such as antenna radars, flashlights and traffic vests, were eliminated. This results in a net
increase in the grant funding of $10,963.

This ordinance shall be effective upon its adoption.

To adjust the FYI 1-12 Adopted Budget for actual allocations received. DSS received increased
allocations totaling $478,471 from the Low Income Energy Assistance Program (LIEAP) and Crisis
Intervention Program(CIP) for assistance payment for qualifying families. In addition, DSS received
$44,326 for administrative support for these two programs. These administrative funds will be used to
offset existing administrative expenses associated with these programs, thereby reducing Net County
Costs. Prior to actions taken by the Board at this meeting, Appropriated Fund Balance was $5,985,067.

This ordinance shall be effective upon its adoption.

ADULT CARE HOME COMMUNITY ADVISORY COMMITTEE
Number of Members: 13 State mandated; May appoint up to 18 (1 member for each
permitted facility) The Adult Care Home Administrators may nominate one -third of the
members. If possible, one member must be a person involved in the area of mental retardation.
A County Commissioner shall be appointed to serve in an ex- officio capacity.
Compensation: None, but may be reimbursed for actual expenses.
Term of Office: 1 year term initially; 3 year term thereafter
Purpose: The committee supports the spirit of the Adult Care Home Resident's Bill of Rights,
visits adult care homes quarterly, promotes the well being of residents and encourages
community involvement. Statute establishing Committee: N.C.G.S. 131 D -31
Regular Meeting: Quarterly Meetings are held on the first Wednesday of January, April, July,
and October at 9:30 a.m. at the Cape Fear Council of Governments, 1480 Harbour Drive,

NEW HANOVER COUNTY
NURSING HOME COMMUNITY ADVISORY COMMITTEE
Number of Members: 9 State mandated; may appoint up to 14 based on the number of nursing
homes. The Nursing Home Administrators may nominate one -third of the members.
Term of Office: 1 -year term initially; 3 -year term thereafter
Brief on the functions: Each member shall be aware of the general conditions under which the
persons are residing in the homes, and shall work for the best interests of the persons in the homes.
This may include assisting persons who have grievances with the home and facilitating the resolution
of grievances at the local level. Each member shall make quarterly visits to the nursing home it
serves and more often if it is necessary to carry out the duties. Statute or cause creating Board:

Regular Meeting: Quarterly Meetings are held on the second Tuesday of January, April, July, and

County's Chief Electrical Code Enforcement Official at the County Government Center.

Statute or Cause Creating Board: New Hanover County Code, Chapter 11, Article 4, Section

Brief on the Functions: The primary purpose of this Board is to issue certificates of competence to
Journeyman Electricians and Apprenticeship cards to new electrician helpers. The Board
establishes minimum journeyman standards and issues certificates to those passing a written
examination. Generally, recognition is given to Journeyman certificates issued by other jurisdictions.

Term of office: Three years; no member shall serve more than 3 full consecutive terms
Regular Meetings: Second Wednesday of every month at 9:00 a.m. at the Harrell Conference
Room of the County Government Center, 230 Government Center Drive, Wilmington, NC.
Established: July 2008. The New Hanover County Board of Commissioners and Wilmington City
Council established the Authority to operate the consolidated water and sewer systems and to provide
a more efficient and effective service to city and county residents.
Purpose: The Authority shall exercise all the powers granted to the Authority to acquire, finance,
construct, manage and maintain, and operate a water system and a sewer system as defined and
authorized under the NC Water and Sewer Authorities Act (NCGS Chapter 102A, Article 1), and may
include stormwater and other services as authorized by law and if approved by the City and County.

Number of Members: 5 Regular Members and 2 Alternates, in the following categories when
possible:
• North Carolina licensed property appraiser
• Attorney, accountant, or other professional
• Business owner
• Individual engaged in the commercial production of agricultural, livestock, timber,
or horticultural products, or a North Carolina licensed real estate broker
• Single- family residential property owner
Function: The Special Board of Equalization and Review will meet to hear appeals filed by
property owners on their tax assessment. Duties are set forth under Article 21 of the Machinery
Act of North Carolina.
Term of office: 1 year; the Board will remain active until the conclusion of the tax appeals.
Qualifications: Applicant must be a resident of New Hanover County for a minimum of two
years and have paid all taxes imposed by the county, municipalities, service districts, and any
property tax abatements and special assessment taxes currently due. Each member must take
an oath of office.
Regular Meetings: As required and called by the Tax Administrator (may require weekly
meetings for several months)
Statute or cause creating Board: NCGS 105 -322 authorizes Boards of County
Commissioners to appoint by resolution a Special Board of Equalization and Review to hear tax
appeals; the Commissioners adopted resolution on January 20, 2009.

WHEREAS, the State of North Carolina, pursuant to NCCS 105 -322, has authorized the Board of County Commissioners of the
respective counties within the State to appoint a Special Board of Equalization and Review to carry out the duties imposed under
Article 21 of the Machinery Act of North Carolina as revised in 1977; and
WHEREAS, the Board of County Commissioners finds that it is in the best interest of the people of New Hanover County to
appoint a special Board of Equalization and Review.
NOW, THEREFORE, THE BOARD OF COUNTY COMMISSIONERS DOES RESOLVE:
1. A special Board of Equalization and Review is hereby established for the County of New Hanover.
2. The special Board of Equalization and Review shall be comprised of five members and two alternates with each
member having one vote.
3. Special Board members shall have good moral character and currently reside and own property in the County of
New Hanover. Residency shall have maintained for a minimum period of two years. Each member shall have
paid all taxes imposed by the County, municipalities, service districts and any property tax abatements and special
assessment taxes currently due.
4. The composition of the members, when possible, should include one member from each of the following groups:
■ North Carolina licensed property appraiser
■ Attorney, Accountant or other professional
* Business owner
■ Individual engaged in the commercial production of agricultural, livestock, timber or horticultural products or
a North Carolina licensed real estate broker
■ Single family residential property owner
5. A majority of the members of the Board shall constitute a quorum.
6. The initial term of the Board shall be for a term of one year. If a vacancy occurs before an incumbent member's
tern expires, the appointment of a successor shall be for the unexpired tern of the member vacating the position.
A]1 terns are served at the pleasure of the Board of Commissioners.
7. The chairman of the special Board of Equalization and Review shall be appointed by the Board of County
Commissioners.
8. The special Board of Equalization and Review shall have such powers as are provided by Article 21 of the North
Carolina Machinery Act as well as such other powers as may be specifically granted by the Board of County
Commissioners.
9. Members of the special Board of Equalization and Review may be compensated at the rate determined by the
Board of County Commissioners.
10. The special Board of Equalization and Review, in conjunction with the Tax Assessor, shall set its meeting
schedule in compliance with the North Carolina Machinery Act.
11. All appeals from this special Board of Equalization and Review shall be to the Property Tax Commission as
provided by the North Carolina Machinery Act.
12. This resolution shall be effective upon its adoption.

ADULT CARE HOME COMMUNITY ADVISORY COMMITTEE
Number of Members: 13 State mandated; May appoint up to 18 (1 member for each
permitted facility) The Adult Care Home Administrators may nominate one -third of the
members. If possible, one member must be a person involved in the area of mental retardation.
A County Commissioner shall be appointed to serve in an ex- officio capacity.
Compensation: None, but may be reimbursed for actual expenses.
Term of office: 1 year term initially; 3 year term thereafter
Qualifications: Must be a resident of New Hanover County. No person or immediate family
member of a person with a financial interest in a home served by the committee, or employee or
governing board member of a home served by the committee, or immediate family member of a
resident in a home served by the New Hanover County Adult Care Home Community Advisory
Committee may be a member of this committee. Immediate family is defined as mother, father,
sister, brother, child, grandmother, and grandfather, as well as in -laws. See Volunteer Job
Description for more information.
Purpose: The committee supports the spirit of the Adult Care Home Resident's Bill of Rights,
visits adult care homes quarterly, promotes the well being of residents and encourages
community involvement. Statute establishing Committee: N.C.G.S. 131 D -31
Regular Meeting: Quarterly Meetings are held on the first Wednesday of January, April, July,
and October at 9:30 a.m. at the Cape Fear Council of Governments, 1480 Harbour Drive,
Wilmington, NC.

Statute or cause creating Commission: County Commissioners endorsed the formation of
this Commission on 12/16/74. Minute Book 16, page 67. The County Commissioners assigned
this Commission the responsibility of studying and preparing recommendations for the best use of
the 3% occupancy Funds to be presented to them for approval and expanded the membership by
adding a Kure Beach representative on 4116184 (Minute Book 19). Commissioners added
member from NC Shore & Beach Preservation 5/16105; approved Finance Director as special
appointee 2/16/2004.
Purpose of commission: To investigate, initiate and support general water resources
development projects to include (but not limited to): (1) Port Improvements and growth of the
shipping industry, (2) Beach renourishment and conservation; and (3) mitigate declines in water
quality. The Commission will weigh the benefits of these water projects against the possible
detrimental effects on the area's environmental quality enjoyed by area residents. The
Commission is constantly studying and staying informed on various projects trying to obtain new
and beneficial projects for this area. The main projects for the area deal with the U.S. Army
Corps of Engineers in requesting studies, seeing if a project is beneficial from a cost benefit ratio,
and attempting to obtain approval and then funding in the U.S. Congress and on the State level,
but this mission is not carried out in isolation. The commission maintains an awareness of
project effects on the quality of the waters and their interrelations with natural resources.
Brief on Functions: The Commission works closely with the N.C. Department of Resources
Commission for assistance in obtaining approval of state funding and projects. An annual
meeting is held in Washington for the purpose of lobbying.

..... EXPERIENCE WITH GOVERNMENT LAW AND REGULATIONS
As an Environmental Regulator for the State of New York for more than twenty years, I
have experience with formulation of, passage and enforcement of environmental laws and their
regulations. I have worked with interest groups, stakeholders, and government organizations to
ensure the successful implementation of laws, codes, and rules and regulation. As Bureau Chief
for the Department of Environmental Conservation, Division of Mineral Resources it was my
duty to meet and negotiate with the public and the regulated community to ensure fair and
efficient environmental protection of lands and waters.
....FINANCIAL QUALIFICATIONS
My experience as a financial analyst for a Fortune 500 drug company enables me to
evaluate complex projects from a financial perspective. Additionally, as a Division Controller for
a NYSE refining company, and later as chief financial officer for a small manufacturing
company, my financial skills are those able to formulate and meet both short and long term goals.
While holding a license to sell securities, I was at the same time a registered Investment Act
advisor, which may be useful in evaluating short or long tern investments.
