ASSEMBLY
The New Hanover County Board of Commissioners held an
Emergency Session on Monday, August 30, 1993, at 10:30 A.M. in Room
501 of the New Hanover County Administration Building, 320 Chestnut
Street, Wilmington, North Carolina.
Members present were: Commissioners Sandra Barone; WilliamA.
Caster; William E. Sisson, Jr.; vice-Chairman E. L. Mathews, Jr.;
Chairman, Robert G. Greer; County Manager, Allen O'Neal; County
Attorney, Wanda M. Copley; and Clerk to the Board, Lucie F.
Harrell.
Chairman Greer called the Emergency Session to order for the
purpose of considering the adoption of a proclamation to declare a
State of Emergency in New Hanover County due to Hurricane Emily.
WEATHER REPORT ON HURRICANE EMILY AND ADOPTION OF PROCLAMATION
DECLARING A STATE OF EMERGENCY IN NEW HANOVER COUNTY
Director of Emergency Management, Dan Summers, reported the
latest weather forecast predicts that Hurricane Emily will
intensify with New Hanover County being placed in a high strike
probability; however, it appears the full force of the hurricane
will strike Cape Hatteras and the outer banks area. Gale force
winds should occur on late Tuesday, August 31, 1993. New Hanover
County is under a Hurricane Watch due to the uncertainly in the
westward movement of the storm, and the following steps have been
taken to activate readiness plans:
1) The Emergency Operations Center lS activated.
2) Request for additional highway patrolmen to assume normal
traffic control positions on State roads under the supervision
of the Sheriff's Department.
3) The County's 40 foot disaster freight trailer unit has
been mobilized.
4) The Red Cross lS on standby for the openlng of shelters.
5) The Salvation Army is on standby for feeding of emergency
workers at pre-designated locations.
6) Telephone contacts have been made with the nursing homes in
vulnerable locations at Carolina Beach and Wrightsville Beach
in order to execute their readiness plans.
7) A Media Center has been established and activated in the
Judicial Building, Courtroom 317. All media inquires will be
referred to the media team, which is now ln operation.
8) If Hurricane Emily becomes more of a direct threat, a
schedule will be established for the Commissioners to be
available throughout the 24-hour shifts.
9) The City of Wilmington has designated a person to
participate in the briefings and will keep the City Staff
informed.
10) After contacting the schools, the Board of Education has
decided to close schools two hours early this afternoon.

a decision for evacuation of the civilian population from New
Hanover County, if necessary.

2) Authorization for the Director of Emergency Management to
request full activation of the Emergency Operations Center and
emergency shelters, if necessary.
At the present time, there is no need to establish a curfew;
prohibit the sale of alcoholic beverages; or prohibit the sale or
purchase of any type of fire arms, ammunition, or explosives.
Motion: Commissioner Barone MOVED, SECONDED by Vice-Chairman
Mathews to adopt a proclamation declaring a State of Emergency in
New Hanover County to become effective August 30, 1993, at 10:45
A.M. contingent upon the conditions listed above. Upon vote, the
MOTION CARRIED UNANIMOUSLY.
A copy of the resolution is hereby incorporated as a part of
the minutes and is contained in Exhibit Book XXI, Page 15.
ADJOURNMENT
Chairman Greer adjourned the meeting at 10:58 A.M. with the
Emergency Session to be continued at 4:00 P.M. this afternoon.

MINUTES OF CONTINUED EMERGENCY SESSION, AUGUST 30, 1993
Chairman Greer called the continued Emergency Session to order
at 4:00 P.M. in Room 501 of the New Hanover County Administration
Building, 320 Chestnut Street, Wilmington, North Carolina.
Members present were: Commissioners Sandra Barone; William A.
Caster; William E. Sisson, Jr.; Vice-Chairman E. L. Mathews, Jr.;
Chairman Robert G. Greer; County Manager, Allen 0' Neal; County
Attorney, Wanda M. Copley; and Clerk to the Board, Lucie F.
Harrell.
UPDATE ON HURRICANE EMILY
Director of Emergency Management, Dan Summers, reported after
discussion with the National Hurricane Center at 3:00 P.M., the
following information was received:
1) A Hurricane Warning is issued for Carteret County and
north. Emily has maintained the same speed with a slight drop
in the barometric pressure. The storm is predicted to
strengthen.
2) The high strike probabilities are Carteret County and
north. New Hanover County is to remain in a Hurricane Watch.
3) Three computer models project the storm will cross the
outer banks into north central North Carolina, and three
computer models project the storm will skirt the outer banks.
Director Summers recommended taking no further action at this
time. The public and news media were urged to continue to watch
the movement of Hurricane Emily and be prepared to implement
readiness plans. Skeleton crews will be maintained in the
Emergency Operations Center and Media Center for the remainder of
the evening and night.

CONTINUED EMERGENCY SESSION, SEPTEMBER 2, 1993
The New Hanover County Board of Commissioners continued the
Emergency Session on Thursday, September 2, 1993, at 8:40 A.M. in
Room 318 of the New Hanover County Administration Building, 320
Chestnut Street, Wilmington, North Carolina.
Members present were: Commissioners Sandra Barone; William A.
Caster; William E. Sisson, Jr.; vice-Chairman E. L. Mathews, Jr.;
Chairman Robert G. Greer; County Manager, Allen O'Neal; County
Attorney, Wanda M. Copley; and Clerk to the Board, Lucie F.
Harrell.
Chairman Greer called the continued Emergency Session to order
and requested a motion to rescind the State of Emergency Slnce
Hurricane Emily has posed no threat to New Hanover County.
Motion: Commissioner Sisson MOVED, SECONDED by Commissioner Caster
to rescind the State of Emergency. Upon vote, the MOTION CARRIED
UNANIMOUSLY.
ADJOURNMENT
Chairman Greer adjourned the Emergency Session at 8:42 A.M. on
September 2, 1993.
