MINUTES OF SPECIAL MEETING, NOVEMBER 23, 1981

ASSEMBLY
The New Hanover County Board of Commissioners met in Special Session
on Monday, November 23, 1981, at 7:00 o'clock p.m. in the Assembly Room,
New Hanover County Administration Building, Wilmington, North Carolina.
Members present were Commissioners Jonathan Barfield, Sr.;
Donald P. Blake; Karen E. Gottovi; Howard L. Armistead, Jr.; ,Chairman
Claud O'Shields, Jr.; County Manager G. Felix Cooper; County Attorney
Robert W. Pope; and Acting Clerk to the Board, Joyce Bragg.

Chm. O'Shields called the meeting to order and stated the purposes
for which the Special Meeting had been called.
DISCUSSION ON AIRPORT TERMINAL CONSULTANT SELECTION
Airpor~ Manager, R. C. Shackelford, explained the process used by the
Proposal Review Committee in recommending consultants for a proposed Airport
Terminal and reported that the Airport Commission recommended the contract
be awarded to Howard, Needles, Tandem and Bergandoff of Alexandria, Virginia.

County Manager Cooper agreed to get additional information on the
consultants and make a recommendation to the Commissioners.

ChID. O'Shields recessed the meeting for a break from 8:06 o'clock p.m.
until 8:l8 o'clock p. m.
DISCUSSION ON CAMA - 1981 LAND USE PLAN UPDATE
Chm. O'Shields declared a study session on Wilmington/New Hanover County
Land Use Plan 1981 Update-Policies for Growth and Development.

Dexter Hayes and Ken Silliman of the New Hanover County Planning staff
outlined the major issues or points of controversy that have arisen concerning
the plan,itself.
The following persons commented:

Mr. Mike Vaughan
Chm. O'Shields MOVED that in the 1981 Land Use Plan that the transitional
areas be those areas that conform to the 20l Wastewater Facilities Collection
System plan as it is presently drawn up. The MOTION DIED for lack of a second.
i The majority of the Board members, Commissi~ners Armistead, Blake and
'-Chairman O'Shields agreed that the transitional areas be ,those ,areas that
conform to the 20l Wastewater Facilities Collection System Plan as it is
now drawn.
Commissioner Gottovi MOVED that the."loophole" statement be removed
from the policies as recommended by the Planning staff. The MOTION DIED
for lack of a second.

__' 'The majority of the Board members, Commissioners Barfield, Gottovi
and Blake agreed to delete the statement on page l6, section l.2(4) of the
Land Use Plan Update as follows: "Provided that urban development outside
I the~rban services boundary may occur when the developer agrees to reimburse
. local governments for the full cost of extending urban services or the
developer agrees to provide equivalent services in compliance with standards
set by local government.
Mr. David Barefoot commented.
It was the concensus of the Board that the following statement on page
3 be deleted from the plan: "The continued implementation of the City's
long range annexation plan will permit the City to increase its tax base
in an incremental manner while allowing the creation of economic development
opportunities through the provision of water, sewer and other urban-level
services."

The Commissioners discussed the definition of conservation with the
Planning Department staff~

session be continued to Monday, .November 30, 1981 at 7:00 o'clock p. m.
Upon vote, the MOTION WAS CARRIED UlIANIMOUSLY.

MINUTES OF CONTINUED MEETING, NOVEMBER 30, 1981
ASSEMBLY
The New Hanover County Board of Commissioners met in Special Session
on Monday, November 30, 1981, at 7:00 o'clock p. m. in the Assembly Room,
New Hanover County Administration Building, Wilmington, North Carolina.
The meeting was continued from the Special Meeting of Monday, November 23,
1981.
Members present were Commissioners Howard L. Armistead, Jr.;
Jonathan Barfield, Sr.; Donald P. Blake; Karen E. Gottovi; Chairman Claud
O'Shields, 'Jr.; County Manager G; Felix Cooper; County Attorney Robert W.
Pope; and Clerk to the Board Alyce B. Rusmisell. No members were absent.
Chm. O'Shields calied the meeting back to order from the recess of
November 23, 1981, and stated that at that time the Commissioners were
discussing the 1981 Land Use Plan Update for New Hanover County.
CONTINUED DISCUSSION OF 1981 LAND USE PLAN 'UPDATE
Planning Director Hayes and Ken Silliman of the Planning Staff
reviewed the items that the Board had agreed to by common consent at
the meeting on November 23 and explained the new definition for Conserva-
tion areas that had been furnished to the Commissioners.

By concensus, the Commissioners agreed to the definition of
Conservation as outlined by the Planning Staff.
The Commissioners and Planning Staff discussed and agreed to some of
the revisions to the Plan that were recommended by Comm. Gottovi and the
Planning Staff resulting from the public hearings,held on Oct9ber 19 and
November 2, 1981.
Mr. 11. H. Vaughan commented.

Chm. O'Shields recessed the meeting for a break from 8:l5 o'clock
p. m. until 8:30 o'clock p. m.
FURTHER DISCUSSION OF 'l98l LAND USE PLAN UPDATE

It was agreed that the Planning Staff would make the revisions to
the Plan as agreed to by the Commissioners and present the final document
for adoption at a later,meeting.
DISCUSSION ON QUALITY OF LIFE ALLIANCE REQUEST FOR NEW ZONING CLASSIFICATION
Mr. Pete Smith explained the reasons the Quality of Life Alliance was
requesting to be on the agenda on December 7 to propose 2 new zoning
classifications for R-20-S and R-l5-S.
