O'Shields recessed the meeting at lO:34 o'clock p. m. ~~kfftted' Joyce Bragg o MINUTES OF CONTINUED MEETING, NOVEMBER 30, 1981 ASSEMBLY The New Hanover County Board of Commissioners met in Special Session on Monday, November 30, 1981, at 7:00 o'clock p. m. in the Assembly Room, New Hanover County Administration Building, Wilmington, North Carolina. The meeting was continued from the Special Meeting of Monday, November 23, 1981. Members present were Commissioners Howard L. Armistead, Jr.; Jonathan Barfield, Sr.; Donald P. Blake; Karen E. Gottovi; Chairman Claud O'Shields, 'Jr.; County Manager G; Felix Cooper; County Attorney Robert W. Pope; and Clerk to the Board Alyce B. Rusmisell. No members were absent. Chm. O'Shields calied the meeting back to order from the recess of November 23, 1981, and stated that at that time the Commissioners were discussing the 1981 Land Use Plan Update for New Hanover County. CONTINUED DISCUSSION OF 1981 LAND USE PLAN 'UPDATE Planning Director Hayes and Ken Silliman of the Planning Staff reviewed the items that the Board had agreed to by common consent at the meeting on November 23 and explained the new definition for Conserva- tion areas that had been furnished to the Commissioners. o By concensus, the Commissioners agreed to the definition of Conservation as outlined by the Planning Staff. The Commissioners and Planning Staff discussed and agreed to some of the revisions to the Plan that were recommended by Comm. Gottovi and the Planning Staff resulting from the public hearings,held on Oct9ber 19 and November 2, 1981. Mr. 11. H. Vaughan commented. BREAK Chm. O'Shields recessed the meeting for a break from 8:l5 o'clock p. m. until 8:30 o'clock p. m. FURTHER DISCUSSION OF 'l98l LAND USE PLAN UPDATE The following persons commented: Mr. Al Butler Mr. M. H. Vaughan Mr. Pete 'Smith Mr. David Barefoot . o It was agreed that the Planning Staff would make the revisions to the Plan as agreed to by the Commissioners and present the final document for adoption at a later,meeting. DISCUSSION ON QUALITY OF LIFE ALLIANCE REQUEST FOR NEW ZONING CLASSIFICATION Mr. Pete Smith explained the reasons the Quality of Life Alliance was requesting to be on the agenda on December 7 to propose 2 new zoning classifications for R-20-S and R-l5-S. ,- MINUTES OF CONTINUED MEETING, NOVEMBER 30, 1981 (CONTINUED) 963 DISCUSSION ON QUALITY OF 'LIFE AL:bIANCE REQUEST FOR,NEW ZONING CLASSIFICATION (CON'l The County Attornp.y was asked to review the wording of tbe advertising for the public, hearing to determine if those zoning classification changes could be acted on at the meeting 'on December 7. DISCUSSION ON RESOURCE RECOVERY BOND REFERENDUM PUBLICITY The Commissioners and County Manager discussed the publicity that was being given for the December l5 bond referendum on resource recovery. Mr. M. H. Vaughan commented. o ADJOURNMENT COIlllll. Armistead MOVED,. SECONDED by Comm. Blake, that the meeting be adjourned. Upon vote, the MOTION CARRIED UNANIMOUSLY. Chm. Rusmisell, Clerk MINUTES OF SPECIAL ~1EETING, DECEJlffiER 7, 1981 ASSEMBLY The New Hanover County Board of Commissioners met in Special Session on Monday, December 7, 1981, at 6:00 o"clock p. m. in the Assembly Room, New Hanover County Administration Building, Wilmington, North Carolina. Members present were Commissioners Howard L. Armistead, Jr.; Jonathan Barfield, Sr.; Donald P. Blake; Karen E. Gottovi; Chairman Claud O'Shields, Jr.; County Manager G. Felix Cooper; County Attorney Robert W. Pope; and Clerk to the Board, Alyce B. Rusmisell. No members were absent. o Chm. O'Shields called the meeting to order and stated that the Special Meeting had been called to meet with the Local Governmental Affairs Committee and the Board of Directors of the Greater Wilmington Chamber of Commerce for some informal dialogue. DISCUSSION OF MAJOR CONCERNS, PRIORITIES AND ISSUES OF IMPORTANCE Chm. O'Shields turned the floor over to Ms. Sandra Harkin, Chairman of the Local Governmental Affairs Committee of the Chamber of Commerce. The following items of mutual interest and concern were discussed: Promotion of the December IS Bond Referendum on Resource Recovery Countywide Sewer System Publicizing of industries in the County Uinority hiring policies Increase in annual dues for Chamber members Joint meetings between Commissioners and Chamber members more often The following persons offered comments on the matters: o Mr. John Monroe Miss Dorothy Forbes Mrs. Sandra Harkin Mr. Joe Augustine Mr. Gene Miller Mr. Bill Graves --I Mr. John Carraway \ RECESS Chm.
