PROJECT ORDINANCE
PUBLIC SAFETY TRAINING CENTER
BE IT ORDAINED, by the Board of Commissioners of New Hanover County:
l. New Hanover County (County) is engaged in the Construction of the Public Safety Training Center, which
capital project involves the construction and/or acquisition of capital assets.
2. County desires t6 authorize and budget for said project in a project ordinance adopted pursuant to North
Carolina General Statute 1 59-13 .2, such ordinance to authorize all appropriations necessary for the
completion of said project.
3. The County desires to expend its own funds for the purpose of paying certain costs of the project, for which
expenditures the County reasonably expects to reimburse itself from the proceeds of debt to be incurred by
the County.
4. This declaration of official intent is made pursuant to Section 1.150-2 of the Treasury Regulations to
expressly declare the official intent of the County to reimburse itself from the proceeds of debt to be
bereinafter incurred by the County for certain expenditures paid by the County on or after the date which is
sixty (60) days prior to the date hereof.
NOW, THEREFORE, WITNESSETH THAT:
1. This project ordinance is adopted pursuant to North Carolina General Statute 159-13.2.
2. The project undertaken pursuant to this ordinance is the Construction of the Public Safety Training Center,
which project is herewith authorized.
3. The revenue that will finance said project is:
Transfer from General Fund $1,750,000
Transfer from Fire District Fund 1,750.000
Total $3.500.000
4. The following appropriations necessary for the project are herewith made from the revenue listed above:
Capital Project Expense $3.500.000
Total $3.500.000
5. This project ordinance shall be entered in the minutes of the Board of Commissioners of New Hanover
County. Within five days hereof, copies of this ordinance shall be filed with the finance and budget offices in
New Hanover County, and with the Clerk to the Board of Commissioners of New Hanover County.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New
Hanover County, North Carolina, that the Ordinance for Budget Amendment 2008-74 amending the annual
budget ordinance for the fiscal year ending June 30, 2008, is adopted. Furthermore, pursuant to Section

Local Economic Benefit Plan
2007 Community Development Block Grant Program
RESOLUTION
WHEREAS, to ensure that, to the greatest extent possible, contracts for work are awarded to business concerns
located or owned in substantial part, by persons residing in the Section 3 covered area, as required by the
Housing and Urban Development Act of 1968, New Hanover County has developed and hereby adopts the
following plan; and
WHEREAS, the Section 3 Plan shall apply to services needed in connection with the grant, including, but not
limited to, businesses in the fields of planning, consulting, design, building, construction and renovation; and
WHEREAS, the Section 3 covered project area, for purposes of this grant program, shall include New Hanover
County and portions of the immediate adjacent area; and
WHEREAS, when in need of service, New Hanover County will identify suppliers, contractors, or
subcontractors. Resources shall include the Minority Business Enterprise, published by the County Department
of Commerce, local directories and Small. Business Administration local offices. Word of mouth
recommendation shall also be used as a resource; and
WHEREAS, New Hanover County will include the Section 3 clause in all contracts executed under the
Community Development Block Grant (CDBG) Program; and
WHEREAS, each contract for housing rehabilitation in excess of $100,000 shall be required to submit a Section
3 Plan. The Plan will be maintained on file in the New Hanover County Commissioners Office, Planning
Department and Public Library, and shall remain current.
NOW, THEREFORE, BE IT RESOLVED, that prior to any contracting, major purchases or hiring, New Hanover
County will develop a list of jobs, supplies and contractors likely to be utilized during the implementation of the
Scattered Site Housing Project.

Equal Employment and Procurement Plan
2007 Community Development Block Grant Program
RESOLUTION
WHEREAS, New Hanover County maintains a policy of providing equal employment opportunities for all
persons regardless of race, color, religion, sex, national origin, handicap, age, political affiliation, or any other
non-merit factor, except where religion, sex, national origin, or age are bona fide occupation qualifications for
employment; and
WHEREAS, in furtherance of this policy, New Hanover County prohibits any retaliatory action of any kind taken
by any employee of the locality against any other employee or applicant for employment because that person
made a charge, testified, assisted or participated in any manner in a hearing, proceeding or investigation of
employment discrimination; and
WHEREAS, New Hanover County shall strive for greater utilization of all persons by identifying previously
under-utilized groups in the work force, such as minorities, women, and the handicapped, and making special
efforts toward their recruitment, selection, development and upward mobility in any other term, condition, or
privilege of employment; and
WHEREAS, responsibility for implementing equal employment opportunities and Affirmative Action
measurement is hereby assigned to the County Manager and/or other persons designated by the Chief Elected
official to assist in the implementation of this policy statement; and
WHEREAS, New Hanover County shall develop a self-evaluation mechanism to provide for periodic
examination and evaluation. Periodic reports as requested on the progress of Equal Employment Opportunity
and Affirmative Action will be presented to the Chief Elected Official.
NOW, THEREFORE, BE IT RESOLVED, that New Hanover County is committed to this policy and is aware that
with its implementation, New Hanover County will receive positive benefits through the greater utilization and
development of all its human resources.

North Carolina Department of Health and Human Services' HIV/STD Prevention and Care Branch. The
application for this grant was approved during the 12/17/2007 New Hanover County Board of
Commissioners meeting. We are requesting approval to move these awarded funds into our budget. No
County match funds are required.

State of the County

Good morning. As we begin a new calendar year let me first express to you my best wishes for a happy
new year, In addition to starting a new calendar year, New Hanover County staff and the Board of
Commissioners are beginning to look forward toa new fiscal year.
I would like to take this occasion to speak to our citizens about the opportunities and challenges we face
as we begin 2008. It is my honor and privilege to serve as your Chairman for the coming year.
Let me start by saying county government plays an important role in the lives of each and every one of
~ur citizens. Every person in North Carolina lives in a county, while only about half live within the
borders of a city or town. County government impacts everyone. Counties were created to carry out the
policies and services of state government. But long ago, it wasn't easy for citizens to travel to the state
capital to conduct official business. In fad, New Hanover was the one of three original counties in
colonial days. As North Carolina grew in the years after the American Revolution, counties became an
even more important partner with state government.
While cities and towns grew to provide residents certain services, counties continued to exist to enhance
the lives of everyone. It is your county which provides human services such as libraries, a top notch
museum, and schools. It is your county which supports senior citizens and helps care for children in
need. It is your county which works to establish and enforce local ordinances that protect citizens from
harm, I believe we can and should do a better job of educating our citizens about the positive role your
county government plays in their lives.
Here in New Hanover County, we are blessed with many natural and cultural resources. From the
southern tip of historic Fort Fisher, to the northern most edges of Castle Hayne and Porters Neck, and
from the western bank of the Cape Fear River to the beaches and sounds, New Hanover County citizens
enjoy an environment rich in beauty and full of history. 2007 saw a year in which much work was done
to build an even better county, while dealing with tough issues that made headlines.
I can't say New Hanover County government takes all the credit for helping improve the quality of life
for all 188-thousand citizens, We worked in partnership with the municipalities of Wilmington, Carolina
Beach, Kure Beach and Wrightsville Beach to plan for more open spaces as the voters approved in the
2006 bond referendum. We continue to work hand in hand with the city of Wilmington and the town of
Wrightsville Beach to improve our infrastructure. And we look forward to continuing a strong
relationship with the newly formed Cape Fear Pu,blic Utility Authority to provide for a healthy
environment.
The new 11 member authority is comprised of two elected officials from the county, two elected officials
from the city of Wilmington. The city appoints three members, the county appoints threemeinbers. One
member is appointed by both boards. Vice chairman Bill Caster and I serve on the authority. This board
of commissioners, as well as Wilmington city council has not and will not abandon our obligations to
support this critical infrastructure,
We anticipate the new authority will begin July 151. But even before that, New Hanover County and the
city of Wilmington will soon complete work on the Northeast Interceptor sewer line, assuring protection'
of our environment, and allowing issuance of building permits along that line to resume. Also, New

Hanover County is well underway with construction of a multi-million dollar groundwater treatment
plant. While much of North Carolina has suffered through drought conditions, New Hanover County sits
on top of vast underground water resources. With the construction of our new treatment plant we will be
able to take advantage of this valuable resource and enhance the quality and quantity of water to serve our
needs.
New Hanover County government accomplished many noteworthy feats in the past year. Among them,
we improved our bond rating from Moody's Investors Services from Aa2 to Aa1, which will result in
future interest savings. Our economic development initiatives were significant this year. Wilmington
Industrial Development was very active in drawing new employers to the region as well as enticing
existing industry to expand.
As this board's representative to WID, we continue to work with two of our current industries, GE-
Hitachi and Invista, in an effort for them to add more than one billion dollars worth of capital investment
and nearly one thousand new jobs to this area.
With our area's continued economic growth, comes the need to maintain a high quality workforce. This
means working with our community college to train and educate future employees. Commissioner Ted
Davis has worked tirelessly on the Board of Trustees of Cape Fear Community College to ensure its
vision of building a future-oriented, world class workforce and a community of life long learners.
Our public school system has seen tremendous growth in recent years and this year will continue to see
many improvements made possible through your generous support of the 2005 bond referendum. This is
proof that education is a priority for the citizens and the Board of County Commissioners. New Hanover
County government is working with the Board of Education and its staff to design and build other new
schools and park facilities, similar to that of the highly regarded Veterans Park campus south of Monkey
Junction.
County governments also work in the areas of public health. Since the days of Dr. Thomas Fanning
Wood, more than a century ago, New Hanover County has been in the forefront of public health services.
Our history includes the oldest public health system in the state. We look forward to helping provide the
services and amenities this community demands to keep us among the leaders in North Carolina public
health. Our Health Department was among the first in the state to become accredited and is working this
year on its reaccreditation. Last year, we congratulated our Health Director Dave Rice who was
recognized by his peers with the North Carolina "Health Director of the Year Award".
In 2008 and beyond, we will persist in improving the general health of our citizens and our environment.
Commissioner Nancy Pritchett serves not only on our Board of Health, but also on the Board of Trustees
for the Southeastern Center for Mental Health. Her input into mental health reform and how we in New
Hanover County deal with the ever changing regulations has been invaluable. I commend her work in
this very complex area.
One of the major roles of county government is providing for the basic needs of the community's less
fortunate. Vice Chairman Bill Caster serves on the Board of Social Services. The Department of Social
Services fulfills its mission of assisting and protecting our most vulnerable citizens-the poor, the aged,
the disabled and the sick-and enables thOse who can, to become self-sufficient by linking them with
resources and skills that help them secure <l higher quality oflife.
County governments are here to protect and serve the public's safety. We provide highly qualified law
enforcement, fire protection, and building safety personnel. We commend our Fire Marshal, Matt Davis,
who serves as president of the North Carolina Fire Marshals Association. As you drive into New

Hanover County on Interstate 40 you will see our state of the art Fire Training Center, under construction
in partnership with the city of Wilmington and Cape Fear Community College. The training center will
allow all those involved in protecting life and property to obtain skills necessary to do their heroic jobs.
County governments are partners with the state in law and order. While your state government operates
the judicial system itself, it is your county government, which is mandated to provide for the capital needs
of the court system. One of the latest mandates from the state is that we open a Public Defender's Office
in New Hanover County, We welcome Ms. Jennifer Hatjo as the first Chief Public Defender for New
Hanover County. Her office will be dedicated to providing legal representation to those who cannot
afford it on their own. We hope this mandate will help us greatly in our efforts to control our jail
population and our costs.
We also assist the state with the tough issues surrounding juvenile crime. Our partnerships with the
courts, mental health providers, educators and the business community have given hope to families in
crisis by diverting youth from gangs and other troubles they so easily fall victim to.
County governments also work together to benefit all citizens of the state, regardless whether they live 'in
the county' or in a city. We thank Commissioner Bill Kopp for his dedication and service to the North
Carolina Association of County Commissioners.
This year, the association celebrates its centennial year of service to county governments, Mr. Kopp's
work as an association director will reach a pinnacle when he takes over as president of the association
later this year. The association serves as the county's advocate before the executive, legislative and
judicial branches of state government.
Finally, I would like to say a few words about our workforce of about IS-hundred employees, each of
whom are here to serve your needs. New Hanover County employees have shown their dedication to
service and commitment to citizens in many ways. Our manager, Bruce Shell's customer service
initiative has focused on making sure each and every contact a citizen has with county government is a
positive experience based on respect. New Hanover County government historically, has been fortunate
to have many highly talented and dedicated employees who are recognized across North Carolina for
innovations to service and commitment to excellence.
While we have very professional staff and dedicated employees, sometimes mistakes can happen. Late
last Friday, the county manager was made aware of revised estimates in the county's tax base for the
current year. Those new projections show an estimated $6.8 million budget shortfall in the county's
general fund and fire district fOJ; the current year or about 2.5 percent of the total budget. As a result of
the new projections, county staff is developing a plan that will result in expenditure reductions while
maintaining the highest possible level of service to citizens.
We look forward to serving you, the citizens of New Hanover County in 2008, regardless of whether your
home is in our historic downtown Wilmington, on our sandy beaches, or in one of our rural communities.
I challenge all of us to do our part in making New Hanover County the best it can be.

IN SUPPORT OF THE
EFFORTS TO INSTALL A TRAFFIC SIGNAL
AT US HIGHWAY 17 AND MARSH OAKS DRIVE
WHEREAS, New Hanover County is dedicated to promoting safe and efficient transportation
choices; and
WHEREAS, the intersections of US Highway 17 (Market Street) and Marsh Oaks Drive (SR
2734) are frequently congested and present hazards to citizens of New Hanover County; and
WHEREAS, the above intersections are used by school buses, emergency vehicles and
numerous other public and private vehicles; and
WHEREAS, NCDOT has investigated the intersection and determined that it meets warrants
established for signalization; and
WHEREAS, the Department of Transportation is pursuing funding to install a traffic signal and
requests New Hanover County support this effort by resolution.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners
supports the above efforts to fund and construct traffic signalization at the intersection of US
Highway 17 (Market Street) and Marsh Oaks Drive (SR 2734) to improve traffic flow and safety.

RESOLUTION OF THE
NEW HANOVER COUNTY BOARD OF COMMISSIONERS
IN SUPPORT OF THE 10-YEAR PLAN TO END CHRONIC HOMELESSNESS
AND REDUCE HOMELESSNESS IN THE CAPE FEAR REGION
WHEREAS, the U.S. Conference of Mayors, the National Association of Counties, and the National League of
Cites have passed a resolution supporting lO-Year Plans to End Chronic Homelessness; and
WHEREAS, chronically homeless individuals and families, those with most persistent forms of homeless ness,
are affected not only by poverty but also by chronic conditions such as mental illness and substance abuse; and
WHEREAS, the abolition of chronic and other forms ofhomelessness requires collaboration and coordination
of resources at all levels of government, together with community institutions, businesses, nonprofits and faith-
based organizations, to determine prevention and intervention strategies; and
WHEREAS, city and county governments across the state and nation have developed and are beginning to
develop lO-Year Plans to address, not just chronic homelessness, but all major homeless issues in their
community; and
WHEREAS, the discharge of patients back to the community, as part ofthe State Mental Health Reform, has
created an increase of homeless persons throughout the area and has put a greater burden on nonprofits and
local government agencies such as Social Services, Health and Law Enforcement; and
WHEREAS, local government, and nonprofit and faith-based organizations are on the front lines of response to
homelessness; and
WHEREAS, the Steering Committee overseeing the development of the 10- Y ear Plan to End Chronic
Homelessness and Reduce Homelessness in the Cape Fear Region has completed the planning process.
NOW, THEREFORE, BE IT RESOLVED that the New Hanover County Board of Commissioners approves
the 10- Year Plan to End Chronic Homelessness and Reduce Chronic Homelessness in the Cape Fear Region and
will work in partnership with the City of Wilmington and Brunswick and Pender Counties to meet the challenge
of implementing this results-oriented 10- Year Plan; and
The New Hanover County Board of Commissioners appoints a member of the Board of Commissioners to serve
on an Executive Board to lead the implementation process, with the member having the delegated authority to
represent the Board of Commissioners at Executive Board meetings, and be a conduit between the Executive
Board and the Board of Commissioners, to promote clear and open communication.

NEW HANOVER COUNTY BOARD OF COMMISSIOENRS
RESOLUTION
WHEREAS, New Hanover County's Department of Environmental Management desires
to provide environmentally sound and professional solid waste management services to
the citiz~ns of New Hanover County; and
WHEREAS, New Hanover County's Department of Environmental Management,
Landfill Division is and will be in need of professional solid waste engineering services
throughout the life of the facility; and
WHEREAS, New Hanover County's Department of Environmental Management,
Landfill Division will soon begin work on the construction of landfill cell 6D, the
permitting of the southern property for future expansion, and the construction of a
landfill gas collection system; and
WHEREAS, New Hanover County's Department of Environmental Management
solicited for and has received, reviewed and ranked Requests for Qualifications for solid
waste engineering services to be conducted for the New Hanover County Landfill; and
WHEREAS, SCS Engineers was the highest ranking firm that submitted a complete
Request For Qualifications including site permitting; engineering design and
construction/closure, construction services, certification of construction/closure,
leachate management, stormwater management, and landfill gas management projects;
and
WHEREAS, SCS Engineers' Request For Qualifications indicates their experience on
similar projects and the ability to meet the design criteria required by the State of North
Carolina; and
WHEREAS, the time to award these services for the next three years, with the option of
two one-year extensions based on acceptable performance, has arrived; and
WHEREAS, the Director of Environmental Management and the County Manager
recommend that these services be awarded to SCS Engineers; and
WHEREAS, New Hanover County's Department of environmental management, in
conjunction with the County Attorney's office, has developed a continuing services
contract to be signed by SCS Engineers with the work and payment for the work to be
performed to be based on individual task orders as they arise; and
WHEREAS, payment for services will be based on a fixed-price basis per project
assignment of on a time and materials basis; and
WHEREAS, funding for the projects will be generated by tipping fees collected from
solid waste disposal at County owned facilities and come out of the Environmental
Management, Landfill Division annual operating budget.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
New Hanover County that all solid waste engineering services to be performed at the
New Hanover County Landfill during the next three years, with the option of two one-
year extensions, be awarded to SCS Engineers; and that the Department of
Environmental Management is hereby authorized and directed to execute solid waste
engineering services contracts for landfill projects as they arise with the contract form to
be approved by the County Attorney.
