ASSEMBLY
The District Board of Commissioners of the New Hanover County Water and Sewer District met in
Regular Session on Monday, February 4, 2008, at 6:52 p.m. in the Assembly Room of the New Hanover County
Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: District Chairman William A. Kopp, Jr.; District Vice-Chairman William A.
Caster; District Commissioner Ted Davis, Jr.; District Commissioner Robert G. Greer; District Commissioner
Nancy H. Pritchett; County Manager Bruce T. Shell; County Attorney Wanda M. Copley; and Clerk to the District
Board Sheila L. Schult.
NON-AGENDA ITEMS
District Chairman Kopp announced that time had been reserved for anyone from the public to present an
item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes.
No items were presented.
APPROVAL OF MINUTES
District Chairman Kopp called for a motion to approve the minutes of the regular meeting held on January
22, 2008, as presented by the Clerk to the District Board.
Motion:
District Vice-Chairman Caster MOVED, SECONDED by District Commissioner Pritchett, to approve the
minutes of the regular meeting held on January 22, 2008, as presented by the Clerk to the District Board. Upon
vote, the MOTION CARRIED UNANIMOUSLY.
UPDATE ON THE NORTHEAST INTERCEPTOR AND THE LIFTING OF THE MORATORIUM
Interim County Engineer Dennis Ihnat introduced City of WilmingtonPublic Utilities Deputy Director
Frank Styers. Interim County Engineer Ihnat reported that Mr. Styers has recently been named as the Chief
Engineer of the Cape Fear Public Utility Authority.
Deputy Director Styers reported on the following projects named in the Special Order of Consent related to
the Northeast Interceptor and the lifting of the moratorium:

Pump Station Improvements ? The new junction manhole has been installed and piping connections are
currently being made for the new junction box. All seven interim pumps have been installed at the
Hewlett?s Creek and Bradley Creek pump stations. The Bradley Creek pumps are ready for manual
operation. The Hewlett?s Creek piping did not pass pressure testing and is currently being repaired. Both
Bradley Creek and Hewlett?s Creek interim pump systems are expected to be operational by February 22,
2008. Sound issues will be addressed in the future.

Hewlett?s Creek Pipe Replacement Project ? Pipe installation has been completed. All but one segment of
pipe has successfully passed pressure testing. One area of pipe between Greenville Loop Road and the
Hewlett?s Creek Pump Station is still being worked on.
?
Greenville Loop Road Project ? All air release valves and manholes have been replaced. The pipe lining
along Greenville Loop Road has been completed, and all but one segment passed pressure testing. An
additional liner is being installed, which should be ready to re-test during the week of February 4, 2008.
The pipe lining above the pump station is still being worked on.
In response to Board questions, Deputy Director Styers reported that the repairs are expected to be
completed by the third week of February. The next steps are as follows:

Engineer?s review and certification

Notification of completion to the North Carolina Department of Environment and Natural Resources
(NCDENR)

Formal request by the City for a site review by NCDENR

Approval/sign-off by NCDENR (satisfying the Special Order of Consent and lifting of the
moratorium)
On behalf of the District Board, District Chairman Kopp thanked Deputy Director Styers for the update.
ADJOURNMENT
Hearing no further business, District Chairman Kopp adjourned the meeting at 7:04 p.m.
