Burpeau, Assistant County Attorney j(,~ RE: Public Official Bonds DATE: November 18, 1996 ' ~ Pursuant to the requirements of the North Carolina General Statutes, relating to Official Bonds, this is to certify that we have examined the Bonds as the same apply to Finance Officer, Sheriff, Register of Deed and Tax Collector, and find the same in conformity with the requirements of said law, conditioned upon the action by the Board of Commissioners of New Hanover County set forth in the attached Resolution and recording of these proceedings by the Clerk of said Board ^ of Commissioners. The original bond for the Clerk of Superior Court is a blanket bond purchased by the Administrative Officer of the Courts, made payable to the State and with premiums paid by the State, and is held on file in Raleigh in the Office of the Courts. It is to be noted that ABC Board members who do not handle funds are not required by Statute to be bonded, and for this reason a second Resolution is attached hereto, exempting such members of the New Hanover County ABC Board. Additionally, 1983 amendments to the statutory bonding requirements for sheriffs permit the ' Board of Commissioners to set the amount of the Sheriff's's bond, provided that the amount shall not exceed Twenty-Five Thousand ($25,000.00) Dollars. We suggest that the six consulting firms be invited to give brief presentations of their proposals and that two Commissioners be appointed to listen to the presentations and review the proposals in order to recommend one for selection to the whole Board. RECOMMENDED MOTION AND REQUESTED ACTIONS: The Board should appoint two Commissioners to listen to the consultant presentations and review proposals, along with staff. The two appointed Commissioners should select a date for the presentations and review. The work product will focus on developing recommendations for the best drainage management of the basin. The list of analysis objectives below should be considered in the proposal. The County is verv interested in receiving innovative approaches. The final work product hopefully will be at least partially "transferrable" to the drainage management of other basins in the County: - Objectives of the analysis 1) Drain water away from new development. 2) Prevent flooding of existing downstream development. 3) Minimize stormwater runoff pollution. The proposal should outline the basin parameters that will be studied and the accommodation of future growth. We are interested in the analysis of management tools necessary, e.g. existing public and private drainage system needed improvements, standards for new development, and options for financing drainage work, if necessary. Again, the County is very open to innovative and alternative approaches. The project should be in the range of $40,000 to $80,000. The basin that will be used for the analysis is Pages Creek, which drains into the Intracoastal Waterway. A map is attached. The project should take no more than six months to one year. Respondents should also include Statements of Qualifications. These Statements should address: - Experience of the firm in drainage analysis and management. - Current workload and background of the staff that, would work on our project.
